WELD COUNTY COUNCIL
August 17, 2004

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday, August 17, 2004, 6:30 p.m., at Weld County's
South West Administrative Complex, 4209 WCR 24 ' , Longmont, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, Councilman Dwaine Kurtz, Councilman Mitchell Martin, and
Councilman Will Sander were present, constituting a quorum of the members. Also
present: Jane Cox, Annie Hundley, Norma Taylor, and the Council secretary, Bev
Thomas.
APPROVAL OF JULY 20 COUNCIL MINUTES: Councilman William Sander made a
motion to approve the July 20, 2004 Council minutes. The motion was seconded by
Councilman Kurtz and approved by a unanimous vote.
PUBLIC COMMENT: Norma Taylor voiced her opinion about the Weld County
Commissioners' salaries. She was strongly against the Commissioners receiving a
salary increase.
UNFINISHED BUSINESS: Councilman Dwaine Kurtz is planning the October Council
review program, and Councilman William Sander will plan the November Council's
review program.
NEW BUSINESS:
WELD COUNTY COMMISSIONERS SALARIES 2007 & 2008
President Douglas Rademacher asked for Council members' comments about the
salary-setting issue. For the purpose of discussion Councilman Mitchell Martin made a
motion to set the Weld County Commissioners' salaries at $67,000 for the year 2007
and for $69,000 for the year 2008. Councilman William Sander seconded the motion.
Council members considered these numbers in the light of the abilities needed to hold
the office, the salaries received in the private sector by persons doing similar jobs, the
salaries set by the state legislature for other Colorado Category I counties, the potential
of leaving a career track for a term-limited position, the rapid growth in Weld County,
and the fact that salaries must be set for the job, and not be based on performance. It
was noted that performance is judged at the ballot box.

Councilman Martin made a motion, with the approval of the second, to amend his
motion to state the Council will prepare a resolution setting the Commissioners' salaries
at $67,000 for the year 2007 and $69,000 for the year 2008. The amended motion
carried unanimously.
APPOINTMENTS AND ANNOUNCEMENTS: President Douglas Rademacher and
Vice President Chip Marks will attend the August 23 11:00 a.m. Elected Officials
Meeting at the Weld County Clerk & Recorder's office.
COORDINATOR REPORTS: Councilman Dwaine Kurtz reported his attendance
at a training for Weld County Election judges. He was extremely impressed with
the training and the detailed job descriptions and procedures that are carried out
on election day.
PAY BILLS: Councilman William Sander made a motion to approve paying the
bills as listed:
Mileage for Councilman Chip Marks $21.30
Mileage for Councilman Dwaine Kurtz $24.85
Mileage for Councilman Mitchell Martin $14.91
Mileage for Councilman William Sander $22.72
Office Supplies for Bev Thomas $21.22
Subscription to Johnstown Breeze $25.00
Invoice from Metro West for Report to the People$15.86
Vice President Chip Marks seconded the motion, and it carried unanimously.
ADJOURNMENT: The meeting was adjourned at 7:25.
