Explain, in detail, the proposed use of the property. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. 5. Describe, in detail, the following: a. How many people will use this site? b. Explain where storage and/or stockpile of wastes will occur on this site. -6- SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE ANSWERS 1. Explain, in detail, the proposed use of the property. ANSWER: The current parcel is generally described as being a Lot A of Recorded Exemption No. 1061-31-3-RE 1285, a part of the South Half of the Southwest Quarter (S1/2 SW1/4) of Section Thirty-One (31), Township Four(4) North, Range Sixty-eight(68) West. The property is used as a residence and comprises approximately 2.58 acres. On the property is a residence, an outbuilding (shed) approximately 230 square feet in size , an outbuiling (shed) approximately 725 square feet in size, and an outbuilding (concrete and steel barn) approximately 3500 square feet in size. Mr. Stepanek is a sandblaster by trade, and proposes to make occasional use of the large barn for sandblasting in connection with his work. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). ANSWER: This proposal is consistent with Chapter 22 of the Weld county Code as it is in a somewhat isolated and protected location, has good vehicle access, does not interfere with agricultural uses, is compatible with the surrounding land use in terms of traffic, density , scale, and dust, is suitable for the land, facilitates Weld County business and the production of taxes and revenue within the County, has no affect upon water or air quality; as all sandblasting activities occur within the onsite building there it minimizes interference with agricultural uses, rural settlement patterns and existing residential communities; is compatible with existing and future land uses; appropriate infrastructure exists to provide adequate access, and the use will be in compliance with all Federal, State and County statutes, regulations and ordinances. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. ANSWER: The Weld County Code provides for this type of use to be by special review in the Agricultural Zone. (Weld County Code Sec. 23-3-40.R) 4. What type of uses surround the site? Explain how the proposed use is consistent with and compatible with surrounding land use. ANSWER: Agricultural, commercial, and rural residential uses surround the site. As the use is confined to the accessory building on the property, it is compatible with the surrounding land uses. 5. Describe, in detail, the following: a. How many people will use this site? ANSWER: One b. How many employees are proposed to be employed at this site? ANSWER: None c. What are the hours of operation? ANSWER: Generally between the hours of 8:00 a.m. and 5:00 p.m. d. What type and how many structures will be erected (built) on this site? ANSWER: No additional structures are planned. e. What type and how many animals, if any will be on this site? ANSWER: The residence on the site has two domestic dogs presently. No additional animals will be on this site as a result of this use. f. What kind (type, size, weight) of vehicles will access this site and how often? ANSWER: Semi-truck, approximately five times per year; Occasional use of a full —size pick up truck by owner in connection with the proposed use. g. Who will provide fire protection to the site? ANSWER: Berthoud Fire Department h. What is the water source on the property? (Both domestic and irrigation). ANSWER: Domestic: Little Thompson Water District Irrigation: Stepanek Diversions 1-7, 96 CW 144 i. What is the sewage disposal system on the property? (Existing and proposed). ANSWER: An individual Sewage Disposal system exists on the property, which includes a 750 gallon septic tank and 330 square foot absorption trench. No additional sewage disposal is proposed. j. If storage or warehousing is proposed, what type of items will be stored? ANSWER: Sand in bags or pallets (containing approximately 30 square ,-• -� feet); pots, hose, compressor, safety equipment, diesel fuel to be stored inside the large barn. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. ANSWER: Due to the limited and confined use of this site, the location, and the existing uses on and surrounding the property, no landscaping is proposed for this site. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. ANSWER: Accumulations of sand which may occur on the property will be periodically disposed of off site according to proper industry standards. No reclamation is anticipated or planned, as all structures involved are prior existing buildings on the property and will be suitable for conforming agricultural uses should the proposed activity cease. 8. Explain how the storm water drainage will be handled on the site. ANSWER: The historical drainage pattern will not be altered by the proposed use of the site. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. ANSWER: No construction is anticipated, as the operation will be located entirely within an existing building on the subject property. 10. Explain where storage and/or stockpile of wastes will occur on this site. ANSWER: Any waste accrual will occur in the large barn where the sandblasting takes place. -Y. Hello
