Sincerely, John Itto her, Pre iden SITE SPECIFIC DEVELOPMENT PLAN AND USE BY SPECIAL REVIEW (USR) QUESTIONNAIRE NOAH'S BARK— Dog Day Care/Boarding — 60 dogs maximum The following questions are to be answered and submitted as part of the USR application. If a question does not pertain to your use, please respond with"not applicable",with an explanation as to why the question is not applicable. 1. Explain, in detail, the proposed use of the property. Dog day care/boarding kennel (60 dogs maximum). Noah's Bark is a doggie day care and home style boarding facility. All dogs must be dog friendly, spayed or neutered, unless they are puppies, and fully vaccinated. There is an existing single-family residence located on the property. Currently the existing garage will serve as the indoor portion of the kennel. Future plans to erect a pole style building are delineated on the plat. Proposed new structures will consist of privacy fencing around the improvements area and individual pens will be built to separate the active dogs from the elderly and small dogs. Pea gravel will be put in place both inside and outside all kennel areas. The existing garage will be incorporated into the kennel, as it is heated. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22(Comprehensive Plan). Section 23-2-220.A.1 - The proposed use is consistent with Chapter 22 and any other applicable code provisions or ordinance in effect. Section 22-2-60 A.Goal 1 states"Conserve agricultural land for agricultural purposes which foster the economic health and continuance of agriculture." The area designated for the kennel already has existing buildings and improvements making it impractical to farm the site. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23(Zoning)and the zone district in which it is located. Section 23-2-220.A.2—The proposed use is consistent with the intent of the A(Agricultural)zone district. The proposed use is consistent with the intent of the A(Agricultural)Zone District. Section 23-3-40.H of the Weld County Code provides for Kennels as a Use by Special Review in the A(Agricultural)Zone District. 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The surrounding uses consist of agricultural operations and two single-family dwellings in the A(Agricultural) zone district. Wes Moser owns adjacent farmground to the west. The applicant's have spoken with the immediate neighbor to the east and have agreed to place a privacy fence along the east side of the property to provide a buffer. 5. Describe, in detail, the following: a. How many people will use this site? At the present time the owners would be the only people on site. NOAH'S BARK Page 2 b. How many employees are proposed to be employed at this site? In the future there may be up to five(5)employees. c. What are the hours of operation? Hours of operation are as follows: Monday through Friday 7:00 a.m. - 7:00 p.m. Saturday and Sunday 8:00 a.m. through 7:00 p.m. Holidays follow weekend schedule. The dogs are brought inside by sunset. d. What type and how many structures will be erected (built)on this site? Future plans to erect a pole style building are delineated on the plat. Approximately 6-7 kennel runs and privacy fencing around the improvements area. Noah's Bark will utilize a wooden sign to be located near the entrance gate to the facility. e. What type and how many animals, if any, will be on this site? A maximum of 60 dogs. f. What kind (type, size, weight)of vehicles will access this site and how often? The drop off and pick up procedure is staggered so multiple vehicles would not be on-site at the same time. Only passenger type vehicles will access the site. g. Who will provide fire protection to the site? Hudson Fire Protection District h. What is the water source on the property? (Both domestic and irrigation). Well Permit Number 80771-A currently services the site. The well depth is 380 feet and is permitted as a domestic, irrigation and domestic animal uses. Conversations with the Division of Water Resources verifies conversion of the well for commercial uses is appropriate based on the Fox Hills Aquifer being a non-tributary water source. The application for conversion of the well to the Division of Water Resources is included in this packet. Noah's Bark has a contract to purchase the property based on the approval of the Use by Special Review and as such the well conversion will be completed only if the Use by Special Review is approved. What is the sewage disposal system on the property? (Existing and proposed). An engineered designed individual sewage disposal system is in place on the property. Permit Number SP-0300299. Employees will use the existing restroom in the garage. j. If storage or warehousing is proposed, what type of items will be stored? There will be no outside storage on the property. All food will be stored in the garage in enclosed containers. Animal waste is picked up daily, double bagged and placed in garbage containers to be picked up weekly by a public sanitation company. NOAH'S BARK Page 3 6. Explain the proposed landscaping for the site No additional landscaping is proposed as there is existing landscaping on-site as delineated on the plat. Privacy fencing will be added as a buffer between the proposed site and the immediate neighbor to the east. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. Should the facility be permanently discontinued for use as a dog day care and boarding kennel, it would be marketed under applicable county planning and zoning regulations to its greatest and best use. Explain how the storm water drainage will be handled on the site. Stormwater detention is not proposed as new construction will be minimal and historical drainage patterns will not be affected. 8. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction of the new kennels is anticipated to begin soon after the plat is recorded and the applicants close on the property. It will take approximately six months to build out the site, depending on weather conditions. 9. Explain where storage and/or stockpile of wastes will occur on this site. Waste is cleaned up on a daily basis. All wastes associated with the facility will be double bagged and picked up by a public trash collector.
