HomeMy WebLinkAbout20041822.tiff RESOLUTION RE: APPROVAL OF SPECIAL EVENTS PERMIT ISSUED TO RONALD MCDONALD HOUSE CHARITIES OF DENVER, INC., AND AUTHORIZE CHAIR TO SIGN WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, Ronald McDonald House Charities of Denver, Inc., presented to the Board of County Commissioners of Weld County, Colorado, an application fora Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only, and WHEREAS,said applicant has paid the sum of TWENTY-FIVE DOLLARS($25.00)to Weld County, Colorado, pursuant to the laws providing therefore in payment for a County Retail Permit for the sale of malt,vinous and spirituous liquors for consumption by the drink on the premises only, for an event scheduled for one day only on July 17,2004,from 11:00 a.m.,to 8:00 p.m.,outside the corporate limits of any town or city in the County of Weld at the location described as follows: W1/2 of the NW1/4 of Section 7, Township 3 North, Range 68 West of the 6th P.M., Weld County, Colorado WHEREAS,said applicant has also paid the sum of TWENTY-FIVE DOLLARS($25.00)to the Colorado Department of Revenue and has exhibited a State Special Events Permit for the sale of malt, vinous and spirituous liquors for consumption by the drink on the premises only. The event is to benefit the Ronald McDonald House of Charity by donating proceeds from the event. The event is celebrating The 6th Year Anniversary of La Ley 1170 AM. The event gives listeners to celebrate their heritage and help raise money for a good cause. The festival will include live music by famous Mexican Regional artist, clowns and a one-man circus act for the children. This gives families who do not take part in nighttime leisure activities the opportunity to listen and be entertained by there favorite Mexican regional artist. Artists include local,national and international musical groups. Simultaneously ICJJD will like to help out the Ronald McDonald House of Charities for their hard work and contributions to the community. 3. Ronald McDonald House of Charities 4. 2500 people are expected for July 17,2004. 5. Attached is a sketch with dimensions of the assembly and location of dumpsters, restrooms and water locations on the premises. An orange barricade fence will fence of the premises. 6. Orozcos Security Agency will provide security services for the event.A team large enough to handle this kind of event will be assembled. 7. 12 Security officers will be on sight. 3 will monitor the beer garden and check Ids. 8. Security officers will be identified because they will be using their security uniforms. 9. An orange safety barricade fence will outline the premises and exterior boundaries. The work will be performed by R&M Drain and Waterproofing. Attached is a copy of the type of fence and a letter for work to be performed. 10. Mexican Regional Artist will provide live performances. 11. Wristband will identify anyone over the age of 21.People over the age of 21 will be allowed to consume alcohol only in the beer garden area,which can be identified in the drawing that is attached. Tampering with wristbands or the use of fake identification will result in ejection of event. Any fake identification will be handed over to proper authorities. 12. Conduct and intoxication monitoring,will be done by security officers and bartenders serving the beer. A local bar TEXMEX will be assisting us with the serving of alcohol. Any guest who is suspected of misbehavior because of intoxication will be escorted from the premises reported to police. 13. Volunteers from local businesses with liquor license have committed to help serve alcohol. 14.Water, soda and juices will be available on the premises. 15. The Ronald McDonald House of Charities has issued us a copy of their 501c3 Tax Form. 16. This event will receive publicity on the Radio, TV,posters visual in local businesses and flyers. I am a homeowner on Wasatch Rd and have not enjoyed the last three parties he has held there and am not looking forward to the next one. This open field is in the middle of a residential area on a two lane blacktop road at the crest of a hill. The music is too loud, the alcohol too plentiful and the traffic is hazardous. Post party the clean-up takes a long time, and the fencing that he used for the parties last year was never actually taken down. He has blocked the ditch in three places without culverts to facilitate access to the field and the trash on the side roads was drastically increased. I understand that this party is to benefit Ronald McDonald charities, but please do not bring all this traffic, noise and alcohol into my neighborhood. I will be sending a summary of the information I have obtained regarding this application to the neighboring families to ensure that everyone has the same information on the potential party. I am writing to you to make sure that the process they should follow is to provide you with the information on the previous parties and the difficulties experienced by the neighboring properties and that you would provide this input to the board prior to their granting this temporary assembly and special events permit. If this is not the correct process to follow, please let me know by Tuesday June 29th, how my neighbors and I can provide additional information to this decision making process . Longmont, CO 80504 hm (303) 678-9709 wk (303) 544-6592 The information I have is : The Event is planned for Saturday, July 17th from 11 a.m. till 8 p.m. This is to benefit the Ronald McDonald house charities and supported by a radio station. The temporary Assembly permit states that there will be no more than 2000 people at any time. They have also applied for a Special Events Permit to allow liquor to be sold. The granting of this priviledge would allow for no more than 2 events per year with this permit. This request will be presented to the Board of Commissioners on July 7th. If anyone has any objections to this event they should be put in writing and submitted to the Weld County Attorney, Bruce Barker bbarker@co.weld.co.us, or presented in person at the Commissioners meeting. The Weld County Sheriffs office is also reviewing this application to ensure that adequate security and parking are available and that the event did not cause problems last time. The board will want to make sure that adequate water, restrooms, trash removal, fire protection, emergency communication with ambulance and sheriffs office is available, and that lighting will be adequate. To: Carol Harding . .. , ' Subject: Docket#2004-59 RL • - i 1945 Spruce Ave. Longmont, CO 80501 303 776 5467 June 28, 2004 To: Weld County Commisioners Re: "Ronald McDonald House of Charity" application for large "assembly" on WCR 1 near WCR 36 This will be the second year in a row that the applicant has made a subterfuge of being a charity and in reality will likely be providing a beer (or worse) party for hundreds of mostly adult males, accompanied by very amplified noise which can be heard approximately 2 miles from the site. There were numerous protests from nearby residents and other shocked parties that Weld County would allow such a thing following last year's event. It is unbelievable that Weld County would even accept such a fraudulent application again this year. I have pictures of last years event showing no evidence of publicity for a charity, but plenty of advertisement by at least two different beer makers. At last year' s event there was no sign of public agency law enforcement personnel (not Weld nor Boulder County, nor Colorado Highway Patrol )who might have jurisdiction over driving while intoxicated, or impaired or whatever, let alone one of the much advertised check points for drunk drivers. Should Weld County authorities OK another event this year such as the one last year, for the public safety, all appropriate law enforcement agencies should have forces present to enforce drunk driving laws and for the protection of any innocent user of the public roads anywhere near the vicinity of the event. The area of the proposed "assembly" is primarily used for upscale single family housing and for the remnants of the farming industry still in the area. As such, it could not be a worse area for such an event and it is time for the authorities to permanently put a stop to anyone even making application for such an outlandish affair. I was notified of the application because I am a landowner/farmer of land neighboring the property proposed to be used for the event . It is probable that on the proposed date for the event, I and a custom combine crew will be engaged in harvesting wheat and I believe the nature of such an event, if even remotely similar to the one last year, could endanger the crews engaged in honest labor as they will be, by necessity, hauling combined wheat on the same roads used by the event celebrants.
