Enclosed is a summary of projects which your County requested at
last fall's Highway Commission project request hearings but were not
included in the 1985-1989 Five Year Program. We have included this
summary to assist you in preparing your requests for the upcoming
1984 County project request hearings.
The 1984 County hearings are scheduled for November 16 in Denver and
November 26 in Grand Junction. Your County will receive official
notification of the dates and locations of the hearings in your area
at a later date.

Gentlemen:
You or your designated representative are cordially invited to attend a
presentation of the Resource Allocation Program at 1:00 P.M. , Thursday,
September 13, 1984, in the Council Chambers of the City Complex, 919 Seventh
Street, Greeley, Colorado. The presentation should last approximately two
hours.
The program will be an "in-depth" explanation of the method to be used in the
future for planning and funding highway work in your area and throughout the
District. The Resource Allocation Program, in conjunction with requests from
your area, will largely govern highway development projects of the Five-Year
Plan and, for this reason, is of the utmost importance.
The Colorado Department of Highways has been examining a process for managing
a growing list of projects in the face of decreasing revenues, all geared
toward preserving (and to a lesser extent, expanding) Colorado's roads and
highways. These declining revenues and escalating costs are placing a
greater urgency on a need for reliable decision-making procedures for the
allocation of transportation resources.
There are actually three parts to the resource allocation process: distri-
bution of funds, ranking within project categories, and individual project
selection. There are sixteen intangible factors which enter into allocation
management as well as technical data, engineering judgment, and political
considerations.
All phases of the Resource Allocation Program will be dealt with, and it is
hoped that the result will be beneficial. We hope you will be able to attend
this presentation.
