This report summarizes the activities of the Weld County Council during the fourth quarter of the calendar year 2003. October 21, 2003 -Weld County Centennial Center • Weld County's Public Health Director Dr. Mark Wallace presented a comprehensive update to Council members regarding the challenges facing Weld County's Health Department. He covered new public health concerns since 9/11/2001 and the following topics regarding West Nile Virus (WNV) in Weld County:; WNV transmission cycle; WNV clinical descriptions found in Weld County including severe cases; Health Department's expanded lab testing program; costs of WNV and control activities; WNV testing of animals, birds, and humans; WNV immunization and vaccine issues; WNV public education campaign; integrated control plan of mosquito management including municipal collaborative approach and costs of same; summary of human cases of WNV; and the results of the WNV control efforts. The Board of County Commissioners is holding a spot in the 2004 budget until the Health Department can complete compilation of 2003 West Nile Virus statistics. Dr. Wallace praised the dedicated staff of Weld County's Health Department stating staff members did an incredible job throughout the West Nile Virus season. November 18, 2003 -Weld County Centennial Center • Weld County Planning Director Monica Daniels-Mika presented a program outlining the Weld County planning process. She explained the importance and use of urban growth boundaries and inter-governmental agreements (IGAs) Ms. Daniels-Mika described the tools of land division including recorded exemptions, land splits, Planned Unit Developments (PUD), and agricultural clusters. She mentioned these"new" approaches to planning: four-lot recorded exemptions, stream lining the subdivision process, and advocacy planning. Ms. Daniels-Mika emphasized that the current Board of County Commissioners is being proactive in planning and recognizes that the future of planning is directed by today's public policy. • Commissioner Masden, the Board's 2003 Planning Coordinator, explained the Commissioners' activity in the following: personal property rights; exit-strategies for special-use trailer homes; providing possibilities for property lacking water due to the drought; and specific planning projects the Commissioners have acted on in 2003. -a- a00y 2004-0383 Weld County Council Report to the People January 20,2004 Page 2 ot 2 December 16, 2003 -Weld County Centennial Center • Council members discussed plans for the 2004 Weld County Council's review programs. During the fourth quarter of 2003, Council members have researched answers to questions and concerns brought to their attention by citizens of Weld County. In that process Council members have talked periodically with the Commissioners and various Elected Officials and Department Heads. Council meetings are on the third Tuesday evening of each month at 6:30 p.m. Ten meetings a year are at the Weld County Centennial Center, Greeley, CO. Two meetings a year the Council will meet at Weld County's Southwest Administration Building in Longmont, CO. For information please contact the County Council Office.
