The southern portion (7acres) will have storage compartments for small items and open area storage for the large pieces. There will be an office at the entrance gate for on site control of operations. The northern edge of this lot will have a 100'x 200' building for the total pipeline business operations. The northern portion (5.9+acres) will have open area storage and a 100' x 200' commercial building at the north edge of the lot. Item 2.The planned use of the parcels does meet the goals in part of chapter 22 of the code. Section 22-2 goals discuss agricultural goals with allowances for in-filling where possible and on contiguous land where less than 80 acres is available for farming. These parcels are remnants of earlier subdividing. There is a lot to the north of the northern parcel and a small lot in between the two subject parcels. Additionally,the Union Pacific Railroad bounds both parcels on the west and is bounded by WCR 27 and on the east. The land is not feasible for normal farming activities and therefore the proposed use is an in-fill activity. A Halliburton site exists to the north of this site. �-. Item 3.The zone for the area is A for agricultural use. Section 23-3-40-A. Mineral resource development facilities do allow oil and gas support and service. Pipeline operations storage facilities fit into this area and meet the intent of the zoning as defined. Item 4.The uses surrounding the subject parcels are residential to the north of the northern parcel and residential between the two parcels. West,adjoining the subject parcels,is WCR 27 and across the road is a mix of houses and farm fields. East of the subject parcels is the Pacific Union Railroad. South of the southern parcel is a bar. The area use in general is mixed with commercial on the east with the railroad,a bar on the south,private residential houses on the north and mixed houses and farming across the road shows a transition area. The transition is from commercial on the east to farming on the far west. The planned use of subject parcels then becomes a transition type use and is compatible to the area. Item 5. a. Estimating that 15 people will use this site on a daily bases. b. Planning on 5 employees for both parcels. c. Hours of operations will be from 6:30 a.m. to 5:00 p.m. d.A 100'x200' commercial building on each parcel, an office/control entrance building and small storage compartments on the southern parceL e.There are no plans for any animals to be kept on site. f. Estimating 2 to 5 trips per day composed of pick-ups, cars, trucks, tractor/lowboy and flatbed trucks will use the site. g. Fort Lupton will provide fire service and is about 3 miles to the north. h. The domestic water source will be an on site well to be drilled. Irrigation is planned only for the landscaping. A 7.5 HP irrigation well exists on the southern side of the northern lot. i. On site septic tanks and leach fields will be used for sewerage disposal. j. Pipeline construction materials will be stored on the property. Item 6.The plan is to build a 6-foot chain link fence around the entire perimeter of the lots with privacy webbing in all sides, except for the east (Railroad) side of the fence. No additional landscaping is planned. Item 7.Reclamation on the site, if required,will follow the guidelines as per the agency with over-sight authority for the site. Item 8.Storm water will be directed into small detention ponds adjacent to the NE corner of each parcel.These detention ponds will be fenced with 6-foot chain link fencing. Item 9. Construction will take 9 months for the northern parcel with landscaping to be completed 6 months after occupation. The construction on the southern parcel will start after the northern parcel is completed and will be same time frame of 9 months and 6 months for completion. Shannon Gentlemen: Enclosed is the subject application for your review and consideration. We are furnishing 19 copies and one original as required by the USR Procedural Guide Submittal Checklist. A part of the submittal package includes a copy of part of the purchase contract executed between Kenneth T. Shannon (Purchaser) and the Sasaki Family (Seller's). Page 2 of this contract includes the transfer of the Seller's Union Pacific Railroad Right-of-Way leased property, which physically ties and connects the two lots that will be deeded in fee to Mr. Shannon. Page 6, Item A, of this same contract expressly states that the purchase of the property is contingent upon Mt Shannon receiving this Zoning change. During the Recorded Exemption RE-3360 process, Weld County Planning recognized the southern lot (herein referenced as Lot C for clarification purposes only) as a separate parcel because it is severed on the north by a private property and on the east by the Railroad Right-of-Way.
