RE: APPROVE REQUEST FOR EARLY RELEASE OF BUILDING PERMITS FOR TWO
TEMPORARY WIND GENERATION TOWERS -GREENLIGHT ENERGY, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a request from Greenlight Energy, Inc.
("Greenlight"), for early release of building permits for two towers which will be used temporarily
to determine whether the site is feasible for the placement of a wind energy facility, on property
described as follows:
SW1/4 of Section 31, Township 11 North, Range 59
West of the 6th P.M., and NW1/4 of Section 3,
Township 10 North, Range 58 West of the 6th P.M.,
Weld County, Colorado.
WHEREAS, Greenlight assures the Board that the two towers will be used solely for the
purpose of measuring prevailing winds at the site, that the two towers will not have electric
generation capability, and that the company will enter into a collateral agreement with Weld
County for the purpose of insuring the two towers will be removed at the end of the period
necessary for determining feasibility, and
WHEREAS, the Department of Planning Services staff has reviewed the request and
recommended it be approved, with the condition that within six months of completion, the towers
shall be removed, or a complete Use by Special Review application shall be submitted to the
Department of Planning Services.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request for early release of building permits for two temporary
wind generation towers be, and hereby is, approved, conditioned upon Greenlight and Weld
County successfully entering into a collateral agreement.

Dear Ms. Lockman:
I am writing to request an early release of a building permit for the erection of two wind
monitoring towers in the following sections due east of Grover, in the northeastern part of Weld
County:
1: SW4 Section: 31 Township: 11N Range: 59W
2:NW4 Section: 3 Township: ION Range 58W
The towers are to be up for less than six months and are being installed to determine if the area
might be appropriate for the construction of a utility scale Wind Energy Facility. The equipment
to be installed are(2) 40 meter NRG towers. They consist of 3m sections if 6-inch diameter steel
tubes.The towers usually can be installed within two days are guyed in four directions at 100 and
100 ft from the base.
The technical specifications for the towers that are to be installed are attached. If you have any
questions or need further information please do not hesitate to call or email. Thank you for all

SUBJECT: Early release of building permits
Greenlight Energy, Incorporated has requested early release of building permits for two towers
which will be used temporarily to determine if the sites are feasible for the placement of a wind
energy facility. Planning staff is in support of the request contingent upon the following:
Within six months of completion the towers shall be removed or a complete Use by Special
Review application shall be submitted to the Department of Planning Services to legally permit
the towers.
