The Sheriff's office has no problem with the use of this land for the stated
purpose, however upon development; the Sheriff's Office recommends the
following improvements for this housing sub-division:
1. The name of the street within the sub-division and street addresses
should be presented to the sheriff's office for approval. This will
eliminate duplication of street names within the county. .
The Sheriff's Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

The Weld County Department of Public Health & Environment has reviewed this proposal. The
applicant proposes to add 13 lots in this major subdivision final plat.
The application has satisfied sections 24-4-40 D.3.j. and D.3.k.1. in regard to water and sewer
service. An agreement between JER and the City of Evans has been provided.
The Department recommends approval with the following conditions:
1. Water and sewer service shall be obtained from the City of Evans.
2. If required, the applicant shall obtain a storm water discharge permit from the Water
Quality Control Division of the Colorado Department of Public Health and the
Environment. Silt fences shall be maintained on the down gradient portion of the site
during all parts of the construction phase of the project.
3. During development of the site,all land disturbances shall be conducted so that nuisance
conditions are not created. If dust emissions create nuisance conditions,at the request of
the Weld County Department of Public Health& Environment,a fugitive dust control plan
must be submitted.

Weld County Public Works Department has reviewed the major subdivision final replat materials and has the
following development referral comments.
Comments
❑ Public Works has reviewed roadway, drainage, utility / construction plan drawings, by Pickett Engineering
Incorporated. The final roadway, drainage, utility/construction plan drawings (stamped, signed, and dated) must be
resubmitted with the following:
o The Replat of Lot "B" Hill-N-Park Subdivision shows the proposed internal road as Everest Court. The
construction plan drawings note the internal road as Yukon Court. The applicant shall make a decision
on the name of the internal road and make appropriate changes to all affected drawings.
o The engineer shows a 60-foot cul-de-sac radius on the plans. Weld County requires a 65-foot radius for
cul-de-sacs. The right-of-way for the internal roadway shall be dimensioned as 60-feet in width, and the
cul-de-sacs with a 65-foot radius at the dead end, and dedicated to the public. All drawings affected must
be amended to show this change.
• 49th Street is under the jurisdiction of Evans. The applicant shall contact Evans with-respect-to
the 49th Street right-of-way and provide confirmation to Weld County Public Works. The
applicant should contact Evans with-respect-to required off-site transportation infrastructure
improvements.
o Intersection sight distance triangles shall be shown on the Final Plat and all landscaping in the triangles
must be less than 3.5-feet in height at maturity.
o The applicant shall prepare a construction detail for typical lot grading with respect to drainage for the
final application. Front, rear and side slopes around building envelopes must be addressed. In addition,
drainage for rear and side lot line swales shall be considered. Building envelopes must be planned to
avoid storm water flows, while taking into account adjacent drainage mitigation.
o Easements shall be shown on the final plat in accordance with County standards (Sec.24-7-60) and / or
Utility Board recommendations. "Easements shall follow rear and side lot lines whenever practical and
shall have a minimum total width of twenty (20) feet apportioned equally on abutting properties. Where
front line easements are required, a minimum of fifteen(15) feet shall be allocated as a utility easement."
❑ Public Works has reviewed the Replat of Lot "B" Hill-N-Park Subdivision, by Michael T. Thomas, Surveyor. The
final roadway, drainage, utility / construction plan drawings (stamped, signed, and dated) must be resubmitted with
the following:
o The plat shall show the rights-of-way for 49th Street,Hill-n-Park Drive, Yosemite Drive, and Yellowstone
Drive.
• 49th Street is under the jurisdiction of Evans. The applicant shall contact Evans with-respect-to

❑ The Geotechnical Engineering Report Hill-n-Park Subdivision, dated August 20, 2002, by Northern Colorado
Geotech(Project No. 131-02) is acceptable.
❑ The Final Drainage Study Hill-n-Park Subdivision, dated November 2003, by Pickett Engineering Inc. in its initial
form is acceptable.
o A topographical map showing the `big-picture' drainage of the surrounding area of the proposed
development, outline(s) of off-site drainage basins influencing the building lots shall be added to the final
drainage report.
o A final Drainage Report stamped, signed, and dated by a professional engineer licensed in the State of
Colorado shall be submitted to Public Works with the final plat.
^o The applicant has submitted Improvements Agreement According to Policy Regarding Collateral for Improvements
(Public Road Maintenance),which has been reviewed by Public Works (on-site).
o The Public Works Department recommends acceptance of the transportation portion of"Exhibit A" for
the Improvements Agreement According to Policy Regarding Collateral for Improvements (Public Road
Maintenance).
o Non-transportation items must be verified by the Planning Department prior to scheduling the agreements
for acceptance by the Board of County Commissioners.
o The Board Of County Commissioners prior to recording the final plat shall approve the agreement.
❑ The applicant or their agents may be required to obtain permits from Weld County's Public Works Right-Of-Way
Agent, Ted Eyl, for each utility.
Recommendation
❑ The above comments are prerequisites and shall be fulfilled prior to recording the major subdivision final replat.

Thank you for the opportunity to review this thirteen residential lot subdivision. The City of Greeley
Planning staff has reviewed the application for the subdivision from JER, A Partnership, located north of
and adjacent to 49th Street and east of and adjacent to Yellowstone Drive and wish to forward the
following comments:
No plat was provided with this application making it more difficult to thoroughly review.
Lots 7, 8, 9, 10 & 11 are adjacent to 49th Street which is a minor arterial. It is suggested that a minimum
depth of any lot adjacent to an arterial should be 150' in length. Lot 7 is 95'; lot 8 is 95'; lot 9 is 95'; lot 10
is 107' and lot 11 is 135'.
The sidewalk is 4' wide and it is suggested that it be 5' wide.
It is suggested there be two(2)parking spaces per unit, measuring a minimum of 9' x 19', and the surface
of the parking space or maneuvering area for parking and driveway access to parking areas consist of
concrete or asphalt. There is no information concerning parking or maneuvering on the plans.
It would be appropriate for each mobile home unit to have a not less than one hundred and eighty(180)
cubic feet of closed storage space located in a central building within the community or in an accessory
structure at each home site. Central storage units within mobile home communities should be screened
from adjacent residential properties and public streets. The plans do not indicate any storage facilities.
It would be appropriate for each single-family unit to have a minimum of one(1) tree per lot,per street
frontage. It is suggested that this mobile-home community be buffered from the arterial streets using a
Buffer yard Type B. This type of buffer yard should be utilized along the south side of the property
adjacent to 49th Street.

The Greeley Public Works Department noted that with Forty-ninth Street being a minor arterial that one
hundred twenty feet(120') of right-of-way would be appropriate to be dedicated from the centerline of 49`"
Street to adjacent properties to facilitate future development of this area if the proposal is approved. Also,
the appropriate setbacks under the applicable zone should also be maintained within the subdivision.

Hill-n-Park Third Filing (Thirteen (13) Residential Lots in the R-5 Zone District).
1. A building permit shall be obtained prior to the construction of any new building except those exempted by the
Weld County Building Code.
2. A plan review is required for each building for which a building permit is required. Plans shall include a floor
plan. Plans may be required to bear the wet stamp of a Colorado registered architect or engineer. Two complete
sets of plans are required when applying for each permit.
. - Buildings shall conform to the requirements of the codes adopted by Weld County at the time of permit
)plication. Current adopted codes include the 2003 International Building Code; 2003 International Mechanical
Code; 2003 International Plumbing Code; 2003 International Fuel Gas Code; 2002 National Electrical Code and
Chapter 29 of the Weld County Code.
4. Each building will require an engineered foundation based on a site-specific geotechnical report or an open
hole inspection performed by a Colorado registered engineer. Engineered foundations shall be designed by a
Colorado registered engineer.
5. Fire resistance of walls and openings, construction requirements, maximum building height and allowable
areas will be reviewed at the plan review. Setback and offset distances shall be determined by the Zoning
Ordinance.
6. Building height shall be measured in accordance with the 2003 International Building Code for the purpose of
determining the maximum building size and height for various uses and types of construction and to determine
compliance with the Bulk Requirements from Chapter 27 of the Weld County Code. Building height shall be
measured in accordance with Chapter 23 of the Weld County Code in order to determine compliance with offset
and setback requirements. Offset and setback requirements are measured to the farthest projection from the
building.
