Chris - sorry for the delay in response. Wherever your earlier referral went is a mystery.
At any rate, I have reviewed the materials you Faxed over and have a few comments for your
consideration.
1) Since the property in question is designated as "Open Space" on the current Erie
Comprehensive Plan, is in a predominantly rural area, and fronts on County Line Road (Weld
County Road 1) we would recommend a more generous landscaping plan be submitted to reduce
the visual impact of the church and parking area.
2) Lighting in the parking lot should be "Dark Sky" compatible (example fixtures can be
found at http://www.darksky.org/fixtures/fixtures.html) . Our revised Land Use Code limits
light stanchion heights to 12 feet; we have found that this is more than adequate for
safety and security lighting.
3) The application speaks to a maximum congregation size of 75 and 3,450 square feet of
building. We would advocate that action approving the docket contain language requiring a
new USR procedure or other discretionary review if these numbers are to be exceeded or if
any other "substantial modification" is proposed for the parking area or hours and days of
use, since our experience has been that churches are often used for other activities than
worship and congregations can often grow significantly beyond the numbers projected.
4) Will ingress/egress turn lanes be required off of Weld County Road 1 for safety
purposes?
5) will there be a staff person or caretaker living on site to watch over the premises?
