RESOLUTION
RE: APPROVAL OF PRELIMINARY PLAN FOR BLEHM LAND AND CATTLE COMPANY.
WHEREAS, the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter, is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, on the 28th day of April , 1980, the Preliminary Plan
of Blehm Land and Cattle Company was submitted to the Board of
County Commissioners of Weld County, Colorado for approval in
accordance with the Subdivision Regulations of Weld County, Colo-
rado, and
WHEREAS, the Board of County Commissioners heard all of the
testimony and the statements of those present, and
WHEREAS, the Board of County Commissioners had evidence
presented in support of the approval of said Preliminary Plan,
and no evidence was presented in opposition to the approval of
the Preliminary Plan for the following described estate, to-wit:

request as submitted, and having been fully informed, is satisfied
that the submitted Preliminary Plan conforms in all respects with
the requirements of Section 5 of the Weld County Subdivision

Regulations, and that approval of said Preliminary Plan would
be in the best interest of Weld County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Com-
missioners of Weld County, Colorado that the Preliminary Plan
of Blehm Land and Cattle Company located in Part of Section 34 ,
Township 5 North, Range 67 West and Part of Section 3 , Township
4 North, Range 67 West of the 6th P.M. , Weld County, Colorado
be and hereby is, approved subject to the conditions as recom-
mended by the Weld County Planning Commission.
BE IT FURTHER RESOLVED by the Board that the reasons for
approval contained in the Planning Commission recommendations
dated April 15, 1980 be, and hereby are, incorporated as the
findings of fact of the Board of County Commissioners in this
matter.
The above and foregoing Resolution was, on motion duly made
and seconded, adopted by the following vote on the 28th day of
April, A.D. , 1980.

SUBJECT: Blehm Land And Cattle Company Proposed
Development - Project No. 79032
Gentlemen:
The Milliken Sanitation District has reviewed the preliminary
plat of the proposed Blehm Land and Cattle Company Development
in Section 32, Township 5 North, Range 67 West, and Section 3,
Township 4 North, Range 67 West. It is our intention to pro-
vide sewer service to the development.
It is also our understanding that the owner prefers to have
the District take over 0 & M of the sewer system after cons-
truction. We have some concerns pertaining to the sewer as
laid out on the preliminary plat. The large number of hori-
zontal curves and the location of easements are of primary
concern. Easy access by maintenance equipment must be pro-
vided along the easement. It appears by the plat that this
will not be possible where the easements are within the lot
boundaries. Another point of concern is the location of the
lift station within the 100 year floodplain.
Also, the generally accepted design standards for the minimum
horizontal radius and maximum distance between manholes have
been violated in some places on the plat.
We recommend that the plat be revised to eliminate the access
restrictions, reduce the number of curves where possible,
provide a radius of curvature of at least 200 feet on all 8
inch lines, provide a manhole at distances not to exceed
400 feet, and locate the lift station above the floodplain.

Subject: Proposed Blehm Land and Cattle Company
Development. Project No. 79032
Enclosed herewith are the requested number of copies of the
preliminary plat and supporting documents of the proposed
Blehm Land and Cattle Company Development.
The pasture area at the south end will be owned and maintained
by the Blehm Land and Cattle Company for the exclusive use
of property owners in the development. Maintenance of the
area will be performed by the personnel and equipment assigned
to golf course maintenance .
Outlot A is set aside for a future zone change and condiminimum
development. Until such time as rezoning is obtained, it will
also be maintained by golf course personnel .
Outlot B is set aside as a golf practice area for residents of
the development only, however, Blehm Land and Cattle Company
will retain ownership and wishes to reserve the option to combine
the area with outlot A for future rezoning.
A copy of the development estimate is attached hereto. The
estimate is based on the developer constructing the following
facilities:

1. Paved roadways forty (40) feet in width, with
despressed parking strip or roadside ditches
to serve as a drainage-way.
2. Sewer lines constructed of polyvinyl chloride
pipe and in accordance with Colorado State Health
Department requirements . L lift station would
be built at the south end of the system and a
force main used to connect to the Milliken system.
3. A water system constructed of class 160 PVC,
with a minimum size of six (6) inches in accord-
ance with Colorado State Health Standards, will
be built.
It is intended that the water would be obtained
from the Little Thompson Water District, however,
they have notyet confirmed that the existing
system is of sufficient capacity to serve .
It is requested that we be left the option of
obtaining water from Milliken or Johnstown in the
event the existing Little Thompson Valley Water
District system proves to be deficient . The LTVWD
engineers have been making a hydraulic analysis
for some time . Results of those investigations
should be available shortly.
The actual source of water supply will be firmly
agreed upon prior to submittal of final plats .
4. Drainage facilities will be furnished as required,
however; roadside drainage-ways and a few short
ditches should be all that is necessary. All drainage
flows to the pasture area which can serve as a
temporary detention facility prior to discharge
to the Big Thompson River.

Copies of the previous Soil Conservation service maps
and report, and a soilsreport by Empire Laboratories of
Fort Collins , are enclosed herewith . Both reports indicate
suitability for dwelling construction .
The total area consists of 128 .4 acres, including outlots
A & B The enclosed plats show it to be divided into
171 residential lots , 2 outlots and the pasture area.
It is estimated that water consumption will be approximately
140 g.p.c .d. , or 490 gallons per tap per day, and a total
of 84, 000 gallons per day for the total development.
Sewage treatment will be furnished by the Milliken Sanitation
District. It is estimated that waste flows rill be 80 g.p. c . d. ,
280 gallons per tap per day, or a total of 480, 000 gallons
per day for the complete development . Waste strength is
estimated to be 0. 17# of B. D.D. per capita per day, which
results in a total treatment load of 102 pounds of B.O .D.
per day.
The special districts involved in the development are as

This letter is in regard to your questions concerning my original letter
for Blehm Land and Cattle Company, Project No. 79032, prepared July 30th,
1979.
First, I want to correct a statement concerning Colby loam, 1 to 3 percent
- slopes and Colby loam, 3 to 5 percent slopes. These soils are not high
potential cropland without irrigation water available. They are prime
soils with irrigation.
Second, as indicated by your contour map prepared from the actual site
measurement. There is probably more 40-D, Colby loam, 5 to 9 percent slopes,
- than indicated on our copy of the soil survey map. There are probably about
20 to 25 acres of soil types Colby loam, 1 to 3 percent slopes and Colby loam,
3 to 5 percent slopes actually present, rather than the 50 acres indicated by
the soil map.
20 acres of prime farmland, when surrounded by lesser potential soil, is
very difficult to economically justify maintaining in today' s market place.

Dear Ms. Traxler:
We have reviewed the preliminary plan of the proposed Blehm Land and Cattle
Company subdivision. Our letter of December 24, 1979, stated our concerns in several
areas, including right of way, highway noise impacts, access to State Highway 257,
highway improvements, and access to the Stroh property. It appears that measures
have been taken to address all of these areas of concern. However, we feel that
the required deceleration lane and the median left-turn lane should be clearly identi-
fied in the development cost estimate and facility construction plan.
We note that the originally proposed street access at the north end of the property
has been eliminated. We support this change since the location of this access was not
desirable.
On March 31 , 1980, we met with Mr. George Underwood, project engineer, and
Mr. Duane Frye of the Milliken Fire Protection District to discuss emergency access
for this development. It was agreed that the best available alternative would be to
design the main entrance as a divided street where it meets S.H. 257. Separating
the ingress movements from the egress movements by ten to twenty feet would provide
an alternate means of access in case one side were blocked. The specific design of
this intersection can be addressed during the Driveway Permit review process.

Dear Ms: Traxler :
On September 4, 1979, we provided a flood hazard evaluation
for the property as noted above in conjunction with a zoning
change application. A quick review of the findings and recommen-
dations offered at that time shows them to still be valid; thus a
copy of that letter is enclosed herewith. In addition, we also
offer these further comments for your consideration:
1. The 100-year floodplain is incorrectly identified on
these preliminary subdivision plans at elevation 4740. The correct
elevation is 4744.5, as described in the "Flood Plain Information,
Big Thompson River, Weld County, Colorado, " dated February, 1978,
and designated by this board.
2. The lift station should be removed from the 100-year
floodplain.
3. Lots 12, 13, 14, 15, 16, and 17 of Block 5 and Lots 37-48
inclusive of Block 7 should require all structures thereon to be
elevated at least one foot above the 100-year flood elevation of
4744.5 feet.
4. If possible, drainage facilities are more effective when
planned as part of the subdivision rather than "furnished as
required. " Additionally, given the existing contour data, not all
drainage flows will go to the pasture area as stated; thus some
lots such as 43 and 44 of Block 7 may experience local drainage
problems.

Dear Steve:
As per our phone conversation, the Milliken Sanitation Wastewater Treatment
Facility is currently experiencing problems with its treatment facility. The
system is an extei.ded aeration activated sludge process with a design flow
of approximately 95,000 gpd. High volumes of groundwater infiltrating
the collection system cause flows to go over 200,000 gpd. This in turn causes
severe operational problems. To date, the system has been able to meet effluent
limitations however, they are having problems with :.ludge handling and
process control. The district has applied for aid from local affairs to study
their infiltration and the problems with their treatment plant.
The ability of Milliken Sanitation District to treat any more flow is questionable.
It is possible that they could handle the additional 35,000 ;pd of flow that
we discussed. My initial feeling is that they are not capable of treating this
additional flow. Until a study of the system is made, we do not know if they
can or cannot treat this flow.

COMPANY, WELD COUNTY
We have reviewed the preliminary plan and attendant information for the proposed
subdivision of the Blehm Land and Cattle Company. The subdivision is located on
a tract of land described as the east ? of Sec. 34, T5N, R67W, and the northeast
a of Sec. 3, T4N, R67W, which is one mile north of Milliken, Colorado. The
Preliminary Soils and Foundation Investigation prepared by Empire Laboratories
Inc. adequately addresses the geologic conditions that affect the site. These
conditions include: shallow bedrock, swelling soils, low bearing-strength of
soils, and high groundwater levels. The report states that due to the shallow
depth to bedrock, the northwest portion of the site is not suitable for
construction of standard septic systems. Since the application lists sewage
service as being provided by the Milliken Sanitation District, this should not
be a problem.
The south portion of the site is in the 100-year flood plain of the Big Thompson
River. This area has been designated as pasture. However, portions of lots 13,
14, 15, 16, and 17 of Block 5 are also in the flood plain. We recommend that the
100-year flood plain limits be indicated on the final plat and that home construc-
tion not be allowed on those portions of lots 13 through 17 which are in the
flood plain.
We also recommend that a detailed (final ) soils and foundation investigation be
conducted prior to construction on the site. This is due to the variability of
conditions at the site and the sparse testing of the preliminary soils and
foundation investigation.
If our recommendations and those of Empire Laboratories are followed closely,
we have no objection to the approval of this application.

I have reviewed the preliminary subdivision plan for Blehm Land & Cattle
Company, located north of Milliken, Colorado in Weld County.
The soils in the area are suited for the intended land use. However, it
is difficult to determine from the information provided whether an adequate
surface drainage plan has been developed for the site. There are some steep
slopes that will require special care when running storm flows down roadside
drainageways. The lower southern lots in blocks 5 and 7 will be subjected
to most of the runoff and sedimentation if the contours shown on map sheets
2 and 3 remain the same after construction.
The final plan should include a surface drainage plan, a finish grade contour
map and an erosion control plan so that adequacy can be properly determined.

I have reviewed the submittal and have the following comments:
1. The entrance from State Highway 257 would cross a small section
of land owned by Charles Stroh. That stretch of right-of-way will
have to be acquired by the developer.
2. I think the main entrance road as it passes the southwest corner
of Outlot "A" should have a 200' centerline radius. I have enclosed
a copy of a suggested alignment.
3. Section 5-1B(13) requires the proposed storm water drainage system
be indicated. Detailed design is not required at the Preliminary Plat
Stage however, more information should be supplied. Rather than indicate
in this memo what additional material is needed, I would like to discuss
it with the applicant's engineer.
4. The Preliminary Soils and Foundation Investigation indicates widely
varying conditions, some of which are restrictive where basements and
foundations are concerned. Restrictions on the Preliminary Plat are
not required but I would like to point ouf something needs to be done
at final plat.

Gentlemen:
The Board of Directors of the Milliken Sanitation District
met Friday, March 14, 1980 with Mr. Blehm and Mr. Underwood
concerning the preliminary plat of the proposed Blehm Land
and Cattle Company Development in Section 32, Township 5
North, Range 67 West, and Section 3, Township 4 North, Range
67 West.
Mr. Blehm agreed to:
1 . Provide a radius of curvature of at least 200
feet on all 8 inch lines.
2. Provide manholes at distances not to exceed 400 feet.
3. Locate the lift station above the 100 year flood plain.
Mr. Blehm noted that the size of building sites are large enough
to allow construction of permanent improvements and at the same
time allow easy access by maintenance equipment on easements
where the sewer main lies within the lot boundaries.
The Milliken Sanitation District therefore approves the pre-
liminary plat as drawn subject to the revisions enumerated above.
