RE: APPROVE EXPENDITURE AUTHORIZATION MODIFICATION #2 FOR REED ACT
FUNDS AND AUTHORIZE CHAIR TO SIGN
WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with Expenditure Authorization Modification#2
for Reed Act Funds between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County, and the Colorado Department of Labor, commencing
February 17,2004,and ending June 30,2005,with further terms and conditions being as stated in
said modification, and
WHEREAS,after review,the Board deems it advisable to approve said modification,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that Expenditure Authorization Modification#2 for Reed Act Funds between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County,on behalf of the Department of Human Services, Employment Services of Weld County,
and the Colorado Department of Labor be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to
sign said modification.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 23rd day of February, A.D., 2004.

BUDGET INFORMATION and NARRATIVE:
Employment Services of Weld County will use the additional award of$168,242.00 for the
activities that support the administration and service delivery of its employment and workforce
information system. This may include staff salaries, purchase of equipment to improve the
centers ability to provide services and enhance the ability of customers to utilize the center
resources.

I. SCOPE OF WORK:
A. Purpose and Goal
Employment Services of Weld County will use the additional award of Reed Act funds in the
amount of$168,242.00.11 for activities that support the administration and service delivery of
its employment and workforce information system.
B. Services to be Provided
Employment Services will continue to focus its efforts to use the Reed Act funds to provide
core and intensive services for individuals who apply for the WIA Adult, Youth, and
Dislocated Worker Programs. Employment Services assures that no training activities will be
supported with Read Act funds.
C. Projected Number of Participants to be Served
N/A
D. Expected Outcomes

E. Coordination with other One-Stop Partners
The Memorandums of Understanding with the required One-Stop Partners address the
services to be provided by the One-Stop partners and how these services will be coordinated
and made available through the One-Stop system.
The contract with the Colorado Department of Labor and Employment addresses the
implementation of the programs authorized under the Wagner-Peyser Act. This addresses
the coordination between the Trade Adjustment Assistance Act and the National transitional
adjustment assistance activities. Also addressed in the contract is coordination with activities
authorized under Chapter 41 of Title 38 U.S.C. and the programs authorized under the State
Unemployment Insurance Programs.

The following programs and funding streams will help support the delivery of services through
the Weld County One-Stop system:

COLORADO SUBJECT: Expenditure Authorization Modification
Enclosed for Board approval is an Expenditure Authorization Modification requesting funds from the
Colorado Department of Labor for requesting Reed Act funds in the amount of$168,242.00. These
additional Reed Act funds will be used to continue the provision of basic labor exchange services to
employers and job seekers in Weld County.
