Home My WebLink About20040763 RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES ON WELD COUNTY ROAD 17 AT WELD COUNTY ROAD 16 WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, the Weld County Department of Public Works has recommended to the Board that "Stop" and "Stop Ahead" signs be installed on Weld County Road 17 at Weld County Road 16, to ensure safety to the traveling public, and WHEREAS, the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install "Stop" and "Stop Ahead" signs on Weld County Road 17 at Weld County Road 16, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. The above and foregoing Resolution was, on motion duly made and seconded, adopted by the following vote on the 10th day of March, A.D., 2004. Yt w Looking SE Looking NW Kaa i" MEMORANDUM I1O: Keith Meyers, P.E., Engineering Manager DATE: 2/23/2004 CFROM Wayne Howard, P.E., Project Manager 4 COLORADO SUBJECT: WCR 16 and WCR 17, Signing I was notified by a Public Works employee that there is a hazardous intersection at WCR 16 and WCR 17. I made a sight visit on 2/20/04 to investigate the problem. WCR 16 and WCR 17 both gravel roadways and the intersection is currently uncontrolled. Recent traffic counts were taken in November of 2003. The counts on WCR 16 were 169 ADT west and 221 ADT east of WCR 17. The counts on WCR 17 were 187 ADT north and 112 ADT south of WCR 16. As shown in the attached photo's,a house has been built recently in the SW corner which, between the high grass and the house and buildings, does create an unsafe sight distance as you approach the intersection. The NE corner also has high vegetation that causes sight distance problems. I looked into the recent traffic accidents and found that one accident occurred at the intersection in 2002. (See attached) The sight distance problem on the NE corner could have contributed to the accident. Based upon the above information,I would recommend that we install a two way stop condition on WCR 17 at WCR 16. I am recommending stopping WCR 17 traffic because the traffic volumes were slightly lower.
