HomeMy WebLinkAbout20040522.tiff RESOLUTION RE: CHANGING BANKS FOR THE IMPREST FUND FOR THE WELD COUNTY FAIR - JUNIOR LIVESTOCK SALES COMMITTEE WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board of County Commissioners of Weld County, Colorado, on March 4, 1970, passed a Resolution creating the Weld County Fair Board which specified certain organizational and administrative procedures, and WHEREAS,the Board of County Commissioners of Weld County,Colorado,on January 22, 2001, passed a Resolution creating the imprest fund for the Weld County Fair—Junior Livestock Sales Committee at American Ag Bank, and WHEREAS,the Treasurer of the Junior Livestock Sale Committee has requested that the accounts at American Ag Bank be moved to the Bank of Colorado for consistency of bank personnel. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado,that the Imprest Fund for the operation of the Junior Livestock Auction be, and hereby is, moved to the Bank of Colorado,but that the rest of the policy items shall remain intact as follows: 1. The Imprest Fund will operate out of the Bank of Colorado. 2. Three authorized signatures for the Imprest Fund must be on the account, which must be the Weld County Extension Agent,the Committee Chair,and the Committee Treasurer of the Junior Livestock Auction Committee. 3. Two authorized signatures must be on all checks to make them valid withdrawals. 4. All Junior Livestock Auction Committee transactions will flow through the Imprest Fund, meaning both expenses and revenues. 5. The Imprest Fund shall maintain any year-end cash balance for the enhancement of future Junior Livestock Auction operations,capital items,or activities. 6. Full accounting of the Imprest Fund will be maintained by the Treasurer of the Junior Livestock Auction Committee and all records shall be open to the public at all times for examination or audit. 7. The Imprest Fund shall be audited annually by the independent auditor engaged by the Board of County Commissioners for the County audit, and an audit report shall be filed with the Board of County Commissioners and Fair Board annually. 2004-0522 AC0005 Oct. Box 758 Greeley, CO 80632 Dear Mr. Warden, On behalf, of the Weld County Junior Livestock Sale Committee, I would like to request your • approval to allow the committee to switch the Weld County Junior Livestock Auction Imprest Fund from the American Ag Bank checking account#61000653 and money market account #62000209 to a checking account and money market account with the Bank of Colorado located in Greeley, Colorado. The committee is requesting this switch due to the account manager moving from American Ag Bank to Bank of Colorado. The account manager has provided significant assistance with the committee in the past and has offered to continue assisting with these accounts at the new bank. The account numbers will be forwarded if this change of banks is approved and the accounts are opened. The committee is also requesting to remove Jim Smith from signing on these accounts,as he is retiring March 31,2004, and adding Brad Gillmore as the extension representative on the accounts.
