Hellerich 2004-2209 -5 NARRATIVE IN SUPPORT OF USE BY SPECIAL REVIEW APPLICATION Applicant is the owner of a 7+/- acre parcel of property located in the Southwest Quarter of Section 24, Township 2 North, Range 68 West, P.M., Weld County, Colorado. The property is bordered on the east side by an irrigation canal; on the south by Weld County Road 18; to the north by farm ground; and to the west is an additional recorded exemption. Approximately 1,300 feet to the west of the property line is Weld County Road 1, which is a hard-surfaced road. The existing improvements on the property consist of a house and three outbuildings, consisting of two barns and a frame shed. The applicant proposes to construct one new building on the premises consisting of a building approximately 60' x 100'. The building will be used to store equipment the applicant intends to use for the operation of a laser screen machine, which is used to strike off concrete and to assure that the concrete is level. The machine is used for concrete floors, roadways, etc. to assure that the concrete is level. The equipment will be used within the agricultural business as well can be used outside of the agricultural business. By way of example, the machine can be used for floors in barns, machine sheds, outbuildings, etc. The machine can also be used for roads. The surrounding uses of the property are related to agriculture and the property is zoned agricultural. One nearby neighbor is using the property for what appears to be operation of a construction business. There is construction equipment and semi-tractor trailer units parked and/or stored on the property. Most of the equipment used by this applicant will be stored indoors in the proposed new building. The business will have three employees, one of which will be a permanent resident on the property and reside in the home on the property. Two additional employees will be at the site temporarily to pick up the equipment and take it to the job site. There will be two semi-tractor trailer units, three pickups (one for each of the employees), and one utility trailer. Traffic will be minimal as the employees will come in the morning to get the equipment, leave with the equipment, and will return at the end of the day and two of the employees will then take their personal vehicles to drive home. The hours of operation are anticipated to be 7:00 a.m. to 5:00 p.m., Monday through Saturday. There will be no animals associated with the operation of the business. Fire protection is provided by the Frederick Fire District and water is provided by the Central Weld County Water District. Sewage disposal is provided through an existing septic system. No additional bathrooms or sewage disposals systems should be required. As previously indicated, storage will consist of storage of the equipment used in the business. Most of the equipment will be stored indoors in the new building to be constructed. M:\C1527\0001\narrative.doc 1 No additional landscaping is anticipated. Any grass area disturbed by the construction of the new building will be reseeded. No reclamation procedure will be required upon the expiration or termination of the Use by Special Review activity. Storm water drainage has historically consisted of absorption on site and any excess has flown into the irrigation canal to the east side of the property. Future storm water drainage will continue in the same manner. Once approved, construction of the one new building on the site should be completed within one hundred twenty (120) days. As previously indicated, any disturbed grass area will be reseeded. There will be no storage or stockpiling of waste on site. The applicant believes that the request is consistent with Chapter 23, the Zoning Code of the Weld County Code. There will be little, if any, impact on the traffic and no new accesses will be required to any roads. New construction will consist of only one building, which will be similar to other buildings in an agricultural district used for storage of farm equipment. The laser machine will be used in agriculture and nonagricultural activities. The use of the laser machine will be used to benefit the agricultural community. The use is consistent with those uses provided for in Use by Special Review in the A Agricultural Zone as set forth in § 23-3-40. The applicant also believes that the application is consistent with the Weld County Comprehensive Plan. There will be no impact on agricultural property presently in production. There will be no conversion of agricultural land to any commercial or urban activities. The activities conducted by the applicant will be of a benefit to the agricultural industry. The Use by Special Review proposal is consistent with § 22-2-60, Agricultural Goals and Policies. WHEREFORE, the applicant requests the approval of this Use by Special Review.
