Prairie Ridge Estates Minor Subdivision Change of Zone Questionnaire Section 23.2-50.E March 2004 .3 Prairie Ridge Estates is proposing to change the existing Agricultural Zone (A) to an Estate Zone (E). The change is initiated to convert the existing unused agricultural parcel to a residential use. The residential use is intended to maintain the rural character of the area by proposing large (10 acre ±) lots. The lots would encourage the utilization of existing irrigation facilities, large animal use and small scale"farming" to maintain adequate ground cover. The proposed site has NO restrictions because of geology, flood plain, overlay districts, intergovernmental agreements or mineral extraction. Transportation, irrigation, gas, telephone, electric, and water providers currently have systems adjacent to the property. School, law enforcement, ambulance, fire prevention, and mail delivery services are also available in this area. The low density of this property does NOT create a negative impact ,.� on these services. All improvements will be designed, constructed and financed by the land owner. The proposed HOA will provide critical maintenance and management of the fencing, irrigation system, and transportation system including snow removal,grading and weed control. While this project does not provide opportunities for multi-family or affordable housing, it is located in an area with excellent existing services. The rural character and low density being proposed will create minimal impacts for service providers. The creation of a Homeowner's Association will provide an excellent mechanism for maintaining developer provided improvements,which will eliminate financial impacts to Weld County. .4 Prairie Ridge Estates is proposing a Change of Zone from Agricultural (A) to Estate (E) Zoning. The parcel has not been a productive agricultural tract for several years. The creation of large lot residential uses allowing large animals is consistent with uses adjacent to this property in all directions. .5 The proposed use for Prairie Ridge Estates will be residential. The large tracts created by this project will maintain existing land forms and irrigation improvements indicative of the area. It is anticipated that this type of residential development will appeal to large animal owners who are now part of the rural community. r— .6 Water service for Prairie Ridge Estates will be provided by the North Weld County Water District (NWCWD). NWCWD will provide both domestic and fire flows via an existing 8" water main adjacent to the west boundary of this project. A draft agreement outlining water extensions and associated fees has been provided by NWCWD. Sanitary Sewer will be provided by Individual Sewage Disposals Systems (ISDS) constructed for each lot. A preliminary geological evaluation indicates that conditions are favorable for this type of sewage disposal. .8 Access for Prairie Ridge Estates will be provided by Weld County Road 84. The traffic generated from the nine lots will have minimal impact on Weld County Road 84. Weld County Road 84 is classified as a local roadway,currently has an aggregate surface and is capable of facilitating the proposed traffic. .9 Based on the geological report prepared by Terra Logics Consulting, LLC, sand, gravel and other mineral resources do not exist within the project boundary. After talking to you on the phone I wanted document our conversation in writing. The following items were discussed: • The covenants should reflect North Poudre Irrigation Company's prescriptive easement along and on both sides of the Cactus Hill Ditch. The width of this easement is typically 25 feet to allow normal operation and maintenance of the ditch. • Lots 1 through 6 cannot fence across the ditch easement or in any way impede the access of North Poudre Irrigation Company to their easement. I would suggest that this be made part of the covenants for these parcels. • Any water shares in North Poudre Irrigation Company should be in the name of the homeowner association as single shares cannot be split. With this in mind water ordered for delivery will need to be made through a designated contact person. It should also be noted that one share of North Poudre water will not provide sufficient water to more than an average of two acres. • Water will be usually be available to rent or shares are available to purchase. The attached detail reflects our proposed design. This concept relocates the bus turnout from Weld County Road 84 to the interior roadway. This eliminates the potential conflict between traffic and pedestrian. 2. The mail turnout is also moved within the subdivision to eliminate the need for a second turnout along Weld County Road 84 and the potential need to cross traffic to collect the daily mail. 3. This design also provides for the installation of a central subdivision identification sign as requested by the Sheriffs Department. We believe that by providing an internal solution to school, postal, and enforcement comments, a more aesthetically pleasing and safer subdivision can be developed.
