RE: PREPARATION OF BALLOTS IN DETERMINING ESTABLISHMENT OF
PRAIRIE-VIEW PEST CONTROL DISTRICT
WHEREAS , the Board of County Commissioners of Weld County,
Colorado, pursuant to Colorado statute and the Weld County Home
Rule Charter is vested with the authority of administering the
affairs of Weld County, Colorado, and
WHEREAS, at the request of the landowners and lessees of
State land in the Prairie-View area of Weld County, petitions have
been circulated for the formation of a pest control district for
grasshoppers (Melanoplus) , and
WHEREAS , under the provisions of Title 35 , Article V, CRS,
as amended, said Petitioners constitute at least twenty-five
percent (25%) of the resident landowners and lessees in the
proposed district, which is more particularly described in
Exhibit "A, " attached hereto and made a part hereof by reference.
NOW, THEREFORE, BE IT RESOLVED that the Board of County
Commissioners of Weld County, Colorado, accept said Petitions and
direct the Weld County Extension Service to prepare ballots for
the determination of the establishment of the Prairie-View pest
control district.
BE IT FURTHER RESOLVED that the Weld County Treasurer, Weld
County Assessor, and the Director of the Cooperative Extension
Service be, and hereby are, appointed as a Board to count the
ballots as they are returned and make a report thereof as
provided by statute; said count to take place on the 11th day
following the mailing of the ballots (or first working day
thereafter where the 11th day falls on a weekend or holiday) at
8 :00 a.m.

Dear Board of County Commissioners:
We have received the petition from Prairie-View area requesting an
election on the proposed Prairie-View Pest Control District.
It has been verified from the assessor's role and State Land
Commissioners role that there are 54 resident landowners and six
resident leasees that were not landowners. This gives a total
of 60 resident landowners and leasees of state land within the
proposed district. They need 25 percent of these on a petition
to call for an election. They would need at least 15 names on
the petition.
They have 28 signatures on the petition which is more than the
25 percent.
The proposed district has 74,240 acres total . A letter from U.S.
Forest Service verifying there are 28,743 acres of federal land
within the boundary. This means that there are 45,497 acres of
private and state leased land in the district. They have to
vote 50 percent of the land and 66 2/3 of those voting must
vote in favor of the district.

We, the undersigned petitioners, constituting at least twenty-five
per cent of the resident landowners and leasees of state land within a
contiguous territory in said county, and being desirous of forming a
pest control district pursuant to the provisions of Chapter 6, Article 5,
Colorado Revised -Statutes of 1963, as amended, do hereby petition said
Board of County Commissioners for that purpose and represent as follows:
1. That the proposed district is to be known as the
Prairie View Pest Control District.
2. That the descriptiori of the boundaries of the proposed district
is as follows:

3. That the said proposed district has been invaded, or is in danger
of being invaded, by noxious weeds, insect pests, or plant diseases, injuri-
ous to agricultural crops, trees, fruits or pasture.
4. That the specific pest or diseases against which said petitioners
desire to be protected are Grasshoppers (Melanoplus)
5. - That the termination date of the proposed district is
May 1 , 19 89 .
6. (Optional ) It is requested that the Board of County Commissioners
take charge of and supervise the work in connection with the control or
eradication of the pest or pests named.
7. That each person signing the petition owns five (5) or more acres
