THIS AGREEMENT is made and entered into this day of , 2004,
by and between the County of Weld, State of Colorado, by and on behalf of Weld County Public
Works Department, whose address is P.O. Box 758, 1111 H St., Greeley, Colorado 80631,
hereinafter referred to as "County Department," and PBS&J, whose address is 5500 Greenwood
Plaza Blvd., Suite 150, Greenwood Village, CO 80111, hereinafter referred to as "Contract
Professional."
WITNESSETH:
WHEREAS, County Department is in need of hiring an independent contract professional
to perform the following "Professional Services:" the professional services listed in the Scope of
Services attached hereto as ordered by County Department and
WHEREAS, Contract Professional has the time available and is willing to perform the
Professional Services, according to the terms of this Agreement.
NOW, THEREFORE, in consideration of the mutual promises and covenants contained
herein, the parties hereto agree as follows:
1. TERM: The term of this Agreement shall be from date of execution shown above,
through and until completion of final design services as defined in the attached
scope of work and as shown in the attached schedule. The term may be
extended by modification of this contract as agreed to by both parties, in writing.
2. SERVICES PROVIDED BY CONTRACT PROFESSIONAL: Contract
Professional agrees to perform the Professional Services for the compensation
provided below and as attached in the Scope of Work.
COMPENSATION: County Department agrees to pay Contract Professional for
all service performed hereunder as follows: The Professional Services shall be
provided at the rates set forth in the attached Work Hour Estimate and shall not
exceed the maximum compensation of $660,700.00. This fee is compensation
for design services only as described in the attached Scope of Work and Work
Hour Estimate. All compensation amounts payable after the current fiscal year
are contingent upon funds for that purpose being appropriated, budgeted, and
otherwise made available.
3. INDEPENDENT CONTRACTOR: Contract Professional agrees that he or she is
an independent contractor and will not become an employee of County
Department, nor is he or she entitled to any employee benefits from County
Department as a result of the execution of this Agreement.
4. INDEMNIFICATION, DESIGN AND INSURANCE: Contract Professional shall
indemnify County Department, its officers and employees, against liability for
injury or damage caused by any negligent act or omission by Contract
Professional in the performance of this Agreement and shall hold County
Department harmless from any loss occasioned as a result of the performance of
this Agreement. Contract Professional shall be responsible for the professional
quality, technical accuracy, timely completion, and the coordination of all services
rendered by Contract Professional and shall, without additional compensation,
promptly remedy and correct any errors, omissions, or other deficiencies.
Contract Professional shall maintain commercial general liability insurance in the
amount of $500,000 combined single limits and errors and omissions insurance
in the amount of$1,000,000.

5. NON-ASSIGNMENT: Contract Professional may not assign or transfer this
Agreement, any interest therein or claim thereunder, without the prior written
approval of County Department.
6. ACCESS TO RECORDS: County Department shall have access to Contract
Professional's financial records for the purposes of audit. Such records shall be
complete and available for audit 90 days after final payment hereunder and shall
be retained and available for audit purposes for at least five years after final
payment hereunder.
7. TERMINATION: Either party may terminate this Agreement at any time by
providing the other party with a 10-day written notice thereof. Furthermore, this
Agreement may be terminated at any time without notice upon a material breach
of the terms of the Agreement.
8. TIME OF THE ESSENCE: Time is of the essence in each and all of the
provisions of this Agreement.
9. ENTIRE AGREEMENT/MODIFICATIONS: This Agreement constitutes the entire
understanding between the parties with respect to the promises and covenants
made therein. No modification of the terms of this Agreement shall be valid
unless made in writing and agreed to by both parties.
10. NON-APPROPRIATION: No portion of this Agreement shall be deemed to create
an obligation on the part of County Department to expend funds not otherwise
appropriated in each succeeding year.
11. WAIVER OF IMMUNITIES/THIRD PARTY LIABILITY: No portion of this
Agreement shall be deemed to constitute a waiver of any immunities of County
Department or its officers or employees may possess, nor shall any portion of
this Agreement be deemed to have created a duty of care with respect to any
persons other than County Department and not a party to this Agreement.
12. COUNTY REPRESENTATIVE: County Department will designate, prior to
commencement of work, its project representative ("County Representative")who
shall make, within the scope of his or her authority, all necessary and proper
decisions with reference to the project. All requests for contract interpretations,
change orders, and other clarification or instruction shall be directed to County
Representative.
13. MONTHLY REPORT: Commencing thirty (30) days after the date of execution of
this Agreement and every thirty (30) days thereafter, Contract Professional is
required to provide County Representative with a written report of the status of
the work with respect to the Scope of Services, Work Schedule, and other
material information. Failure to provide any required monthly report may, at the
option of the County, suspend the processing of any partial payment request.
14. ACCEPTANCE NOT WAIVER: County Department's approval of drawings,
designs, plans, specifications, reports, and incidental work or materials furnished
hereunder shall not in any way relieve Contract Professional of responsibility for
the quality or technical accuracy of the work. County Department's approval or
acceptance of, or payment for, any of the services shall not be construed to
operate as a waiver of any rights or benefits provided to County Department
under this Agreement.

(STATE HIGHWAY 119 TO WELD COUNTY ROAD 26)
We are motivated and look forward to the opportunity to work for Weld County and
believe this project is the perfect opportunity to demonstrate why PBS&J is a consultant
of choice for municipal, county, state, and federal clients throughout Colorado. PBS&J
will coordinate the work of our sub-consultants and vendors seamlessly, and deliver the
necessary services to complete the Weld County Road 7 (WCR 7) from SH 119 to Weld
County Road 26 (WCR 26)project. Our sub-consultants GeoCal, Inc. (GeoCal); PKM
Design Group (PICM); Western States Surveying, Inc. (WSSI) share in PBS&J's
commitment to providing the highest-quality service.
SCOPE OF PROPOSAL
Project Objective
Our understanding of the project objective is to provide Weld County final roadway
design plans that address all environmental concerns and independent project
management services. Services will include survey, conceptual and final roadway and
bridge design, right-of-way(ROW)plans, hydrology/hydraulics reports, environmental
studies, local agency and public coordination,permitting and clearances, construction
management, and construction plans delivered in PDF format. Our design will follow the
Weld County's Mixed Use Development and other applicable Standards; and Colorado
Department of Transportation (CDOT) format in accordance with American Association
of State of Highway Transportation Officials (AASHTO). We will address all project
issues while maintaining close and continuous coordination with Weld County staff. We
will conduct a thorough analysis of all the environmental issues, provide mitigation, and
obtain the necessary clearances and approvals. Environmental issues include wetland
analysis and creation, wildlife movement and protection, and St. Vrain State Park user
needs. A hydraulics report will be prepared to document the many complex issues
involving floodplain analysis,wetlands, and bridge crossing. The traffic study and
roadway and bridge design will require context-sensitive design solutions (CSDS)that
address the needs of not only the traveling public but that of St. Vrain State Park, county
trails, environment, and the local community. Public and agency involvement will be
integrated throughout the project.
Methodology
This project is unique in that the 75%preliminary plans will be designed to the ultimate
four-lane arterial roadway and an interim roadway section. The final design/construction
plans will be for an interim roadway section(with necessary turn lanes)that
accommodates the anticipated future section or a combination of the ultimate section and
interim section. Our project methodology includes project initiation and continuing
requirements; conceptual, preliminary, and final design; and construction services. Our
approach to delivering a successful, high-quality product includes:

Project Initiation and Continuing Requirements.
1. Project Management. Project management and project administration will be
provided throughout the project including daily project coordination,monthly
billings, invoices, and progress reports detailing project progress, milestones,
issues and concerns.
2. Project Kick Off and Progress Meetings. PBS&J will schedule and attend a
pre-design kick-off and site visit, and hold biweekly progress meetings (estimated
22) with Weld County and other key agencies such as St. Vrain State Park,
CDOW, and U.S. Army Corps of Engineers (USACE) in order to discuss the
project status and resolve issues. Meeting minutes will be prepared and submitted
within seven calendar days.
3. Routine Requirements. PBS&J will coordinate work activities, and develop and
maintain a project schedule and will track project critical path items. The schedule
will be submitted for approval by Weld County. We will ensure subconsultant
coordination to complete the project on time and on budget. Any schedule delays
and budget concerns will be discussed with you immediately.
4. Quality Control. PBS&J integrates quality assurance and quality control
QA/QC) into every project to ensure our clients receive the best deliverable. We
have in-place, proven project controls for project quality,budgets, and schedules.
PBS&J's project controls are documented and defined in our Quality Control and
Assurance for Projects (QCAP)Manual. Our QCAP process is based on the
premise that two responsible and qualified individuals, using a five-step
procedure, agree on the correctness of each work product before it, or dependent
documents, are released. As Project Manager, Wes Goff will be responsible for
QA activities. QC reviews will be completed on each deliverable prior to
submittal to Weld County.
B. Conceptual Design.
During conceptual design we will coordinate with Weld County to assure that proposed
alternatives meet the needs and are reasonable. A decision matrix with scoring will also
be provided to facilitate and support the final decision. Careful environmental analysis
will be completed to ensure impacts are minimal for all alternatives. These alternatives
will be presented to the public in an open house format for feedback.
PBS&J will perform and/or furnish the following conceptual design services:
1. Conceptual Plans. We will prepare up to three conceptual horizontal and
vertical roadway and bridge design layouts (including alternate bridge types) for
the ultimate four-lane typical section. These concepts will be overlaid on aerial
mapping of the project area. The layouts will focus on the area between WCR
24.5 and WCR 26 to optimize the bridge crossing over the St. Vrain River and
minimize visual impacts near the St. Vrain State Park entrance. The plans will
show the proposed horizontal and vertical alignments, pavement edges, the
proposed bridge and other drainage facilities, access, and the existing ROW.

Typical roadway sections for the ultimate four-lane facility will also be
developed. We will coordinate with Weld County staff regarding proposed
developments along the WCR 7 corridor.
Our proposed bridge length will address the required hydraulic opening based on
the floodplain assessment and Federal Emergency Management Agency(FEMA)
requirements. A low-chord elevation will be determined to provide necessary
freeboard for the design flood and desired vertical clearance for future recreation
paths. The structure depth will be a function of the roadway profile and number
and location of substructure units. Recognizing the environmentally sensitive
location of the crossing, the number of piers will be minimized and the locations
will be chosen to limit impacts to the St. Vrain River(i.e., step across the river
rather than in it). Bridge profile,height, visual impacts, aesthetics, noise
reduction, and costs will be analyzed. The rural and wild character of the adjacent
terrain calls for structure aesthetics that blend into its surroundings. We will work
with PKM, St. Vrain State Park, and Weld County to develop context-sensitive
structure aesthetics. In addition, the proposed bridge should not impair sight of the
Rocky Mountains within the view shed. Conceptual layouts and renderings with
views from the roadway and St Vrain State Park illustrating the different structure
types will be prepared. This is to help evaluate the structure type and locations of
the bridge crossings. An opinion of probable construction cost will be calculated
for each bridge type and crossing based on historical unit price information. A
design matrix with scoring will be developed to support the bridge selection
process.
2. Surveying and Mapping. WSSI and North American Mapping(vendor)will
prepare base mapping of the project area and collect information regarding
existing property corners and monuments along the corridor. This effort will
include the following:
a) Developing the required base topography(county datum) and control
information necessary for the project area. Topographic mapping will be
accomplished with aerial photography, analytical aerotriangulation, and 50-
scale planimetric mapping with one-foot contours. The mapping limits will
start 1,000 feet south of the WCR 7 and SH 119 intersection and end 1,000
feet north of the WCR 7 and WCR 26 intersection (the aerial Photography
will extend to 1000 feet North of Co. Rd. 28)with a corridor width of 1,000
feet(500 feet each side of the existing centerline). The corridor will be
expanded to 2,000 feet (1,000 feet each side of the extension of the centerline
of WCR 7)between WCR 24.5 and WCR 26 (approximately 2,640 feet). The
expanded surveyed area will be through the wetland area encompassing the St.
Vrain River. Then existing aerial survey data with one-foot contours provided
by Weld County for the area between SH 119 and WCR 26 will be
supplemented with additional stream cross sections and used for the
floodplain analysis. To improve the quality and accuracy of the contour map,
the existing roadway will be profiled and a 300-foot wide topographic survey

will be completed for the area between WCR 24.5 and WCR 26 once Weld
County has approved the preferred alignment.
b) Supplemental surveying activities include locating existing utilities, drainage
structures, irrigation facilities, and miscellaneous facilities (including
coordinating and field locating underground utility markings by relevant
utility companies); surveying the location and depth of utility potholes; and
locating and obtaining vertical elevation of geotechnical borings. Permission
to Enter will be obtained from all affected property owners using the Weld
County form and will include contact phone numbers. The owner will be
asked about any utilities and other underground facilities (such as private gas
lines) in the area and this will be documented. These permission to enter
forms will be filled out to cover all activities required for the design including
geotechnical investigations, well monitoring holes, environmental surveys and
etc. Copies of these forms will be provided to Weld County and the
appropriate sub-consultants and venders.
c) Other survey activities include verifying and establishing horizontal and
vertical control and locating all property corners and land monuments tied to
the control points.
3. ROW Ownership Mapping. WSSI will create ROW ownership base mapping
(including utility easements) showing adjacent property lines and existing ROW
limits based upon found monumentation and title information(provided by Land
Title [vendor]) for approximately 7 owners. Land Title must be available to Weld
County for closing. This base map will be overlaid on the conceptual layouts to
assess property owner impacts.
4. Drainage and Floodplain Assessment. We will perform the following to assess
drainage and floodplain impacts.
a) Data gathering and criteria—All available and relevant studies, master plans,
and Flood Insurance Study(FIS) data for the project area will be collected and
reviewed. A review of Weld County's design criteria and those of other
affected agencies, such as CDOT and Colorado State Parks, will be performed
to determine rainfall, design frequency information, pipe sizing and materials,
and all other pertinent criteria. A site visit will be scheduled with Weld
County Engineering and Maintenance staff to discuss existing flooding
problems and other drainage issues. A memorandum will be prepared
summarizing the pertinent findings and criteria.
b) Hydrology—A detailed hydrologic analysis of the basins draining through the
project site will include determining basin delineation and peak runoff.
Current and/or future development will be evaluated for potential hydrology
impacts. Hydrologic methodology will consist of the Rational Method for
basins under 90 acres and CUHP for basins larger than 90 acres. FEMA
regulated flows will be used at the St. Vrain River Bridge and other major
drainage way crossings.

c) Floodplain impacts—The probable impacts of the proposed St. Vrain River
Bridge alternatives will be assessed. A list of possible mitigation measures or
actions for the adverse floodplain impacts will be developed for each
alignment. A discussion of the pertinent aspects of the analysis, identification
of the significant floodplain/drainage impacts, and the possible practical
mitigating actions for the alternatives will be included in the Conceptual
Design Report.
5. Environmental Data Records Research and Field Data Research. The
environmental clearance portion will first involve research of potential
environmental issues. We will perform a records search and existing report
review for potential environmental issues of concern within the project area.
Potential permitting needs, agency coordination needs, and a schedule for the
clearances,permits, and mitigation will be documented in the Conceptual Design
Report as the background environmental data chapter. Research may involve
using electronic databases or searches at Weld County offices including:
• Public Works-Engineering Division
• Planning and Zoning
• GIS and Mapping
• Clerk and Recorder
• Public Health and Environment
• Weed and Pest Division
Research on other electronic databases or searches may be done at state and
federal agencies including:
• CDOW
• Colorado State Parks
• Colorado Department of Public Health and the Environment(CDPHE)
• USACE
• U.S. Environmental Protection Agency(EPA)
• FEMA
• U.S. Fish and Wildlife Service (USFWS)
• Natural Resources Conservation Service (NRCS)
Environmental resources will be field surveyed and mapped with Global
Positioning System (GPS)within the project area. Some resources, such as
wetlands,will be mapped by WSSI. The area by St. Vrain River will be aerial
surveyed 1,000 feet each side of centerline in order to determine more detail about
the wetlands and their topography. The need for surveying of various
environmental features will be determined based upon the findings of the records
search. This task also includes incorporating environmental conditions into
conceptual engineering plan sheets.

The following resources will be examined as a part of this task:
a) Wetlands—We will research wetlands by studying previously conducted
wetland delineations,NRCS soils data, aerial photographs,U.S. Geological
Survey topographic maps, and/or National Wetland Inventory Maps from the
USFWS. Field updates of the existing wetland delineations will be performed,
if necessary. We will conduct soil samplings and vegetation classifications,
review soil surveys, take photographs, update the wetlands map, and complete
USAGE Wetland Data forms based on the 1987 USACE Wetland Delineation
Manual.
b) Waters of the U.S. and Ditches—After examining aerial photographs and
other county mapping, we will verify Waters of the U.S. and ditches that may
be subject to Section 404 regulation if impacted. (Floodplains will be
identified and mapped in Task 3, Preliminary Design.)
c) Threatened, Endangered, and Colorado-Sensitive Species for Fish, Wildlife,
and Plants—Previously conducted presence and absence studies for Preble's
Meadow Jumping Mouse and previous threatened and endangered (T&E)
species clearances will be examined. After negotiations with CDOW and
Colorado State Parks,we will determine if there is a need to conduct
additional presence/absence surveys of threatened, endangered, and Colorado-
Sensitive Species. If required,we will conduct these surveys.
d) Wildlife Movement—We will research known wildlife migration or corridor
crossing areas especially the mule deer herd using Barbour Ponds and identify
corridor wildlife crossing locations. Weld County and CDOW will be
consulted to determine the need for wildlife tracking studies to determine
crossing locations. If needed,we will conduct a wildlife tracking study
according to CDOW procedures. Data will be used to guide roadway design.
e) Prairie Dogs—We will research, quantify, and map prairie dog colony and
consult with Weld County on desired removal techniques should it be
determined feasible.
f) Raptors—Area raptors, such as burrowing owls or red-tailed hawks, will be
researched and nest locations determined and mapped with GPS. We will
monitor and map prairie dog colonies for presence of burrowing owls using
recommended CDOW procedures.
g) Noxious Weeds—County maps of existing noxious weeds from Weld County
Weed List will be examined: Canada thistle (Cirsium arvense), Dalmatian
toadflax (Linaria dalmatica),Diffuse knapweed (Centaurea diffusa), Field
bindweed (Convolvulus arvensis), Leafy spurge (Euphorbia esula), Musk
thistle (Carduus nutans), Russian knapweed (Acroptilon repens), Scotch
thistle (Onopordum acanthium). A weed presence absence survey will be
conducted and weeds mapped with GPS.

h) Trails—Identify any proposed alignments of planned trails such as Legacy
Trail relative to project template ideas. Determine appropriate agency
contacts for future coordination with design plans. Provide data to PKM for
future landscape architectural design.
6. Impact Analysis. An impact analysis will be completed to determine the effects
of projected development along the existing roadway network. Existing traffic
information will be gathered and reviewed. This will be supplemented by existing
traffic count information gathered at the intersections of WCR 7 at SH119, WCR
24.5, WCR 26, and WCR 28. Based on regional traffic model projections and
detailed traffic projections from nearby developments, the proposed high school
and expansion of the St. Vrain State Park, future volume conditions along WCR 7
will be determined. Future conditions will include a long-range traffic projection
to assess the ultimate design of WCR 7 and an interim projection to assess the
adequacy of a phased construction. Alternate designs (including a roundabout) of
the intersection of Weld Co. Rd 24-1/2 (St. Vrain State Park entrance) and Co.
Rd. 7 will be analyzed and a decision matrix will be provided. Traffic signal
operations and queue analysis will be performed using the Synchro traffic signal
software and methodologies described in the 2000 edition of the Highway
Capacity Manual. The results of the analysis will be documented in a report
provided to Weld County for approval.
7. Public Involvement. Public involvement is an important project element because
of the St. Vrain State Park and community interest. To address these concerns,
various public involvement methods will be used to ensure effective public
outreach. These techniques will ensure honest, clear, and open communication
and build strong partnerships with stakeholders. Our techniques include:
a) Open House Meetings—Two to three open house meetings will be conducted.
The first meeting will occur during the conceptual phase of the project to
identify stakeholder concerns. Exhibits will be prepared for the meeting and
comment sheets will be provided. The meeting will be advertised through
county newsletter/newspapers and through posters that will be placed at key
locations throughout the area. Approximately 300 flyers will be mailed to
stakeholders (addresses supplied by the County). Based on the attendees at the
open house meetings, a project contact list will be developed.
Summaries of comments from each meeting during the conceptual,
preliminary, and final design will be provided to Weld County including
copies of all written comments.
b) One-on-One Stakeholder Meetings—Recognizing that in addition to the affect
the project will have on the various users of the roadway, there are some
specific interests including property owners that may be more directly
affected. To address these concerns, a series of one-on-one stakeholder
meetings will be held. These meetings will be focused on specific concerns of
the various stakeholders (e.g., St. Vrain State Park and adjacent property
owners) and will typically include using project materials that have already

been developed. These meetings will be scheduled with Weld Co. so that
their representative can attend. Meeting notes will be prepared for each
meeting.
8. Conceptual Design Report. This report will be developed to document the
results of the conceptual design phase and issues raised at the open house
meetings. Conceptual plans, design calculations, environmental issues, cost
estimates, and ROW requirements will be included for each alternative. The
supporting decision and scoring matrix for the preferred alternative will be
included in the report.
C. Preliminary Design (75% submittal).
The preliminary design will include all work necessary to prepare a plan package based
on the ultimate roadway configuration selected during the conceptual design phase.
Preliminary design activities include:
1. Impact Analysis. An impact analysis completed in the concept stage will be
updated based upon any new information acquired in that process.
2. Traffic Signal. A traffic signal plan will be developed for the intersection of
WCR 7 with WCR 24.5, if warranted, at a scale of 1"=30'. The signal at WCR
24.5 will be designed for the ultimate section and in accordance with CDOT
standard plan S-614-40. Signal design modifications required to meet the needs
of an interim roadway design will be included. Signal modifications to the
existing signal at SH 119 for compatibility with the ultimate section will be
identified.
3. Preliminary Roadway Design. Roadway plan and profiles will be developed at
a scale of 1"=100' for the preferred four-lane alternative selected during the
conceptual phase. These plans will include the existing topography,proposed
edges of pavement, islands, existing and proposed utilities, and drainage
structures. Intersection details will be prepared at a 1"=30' scale illustrating the
proposed intersection geometry and grading at the WCR 7 intersection with SH
119, WCR 24.5, and WCR 26. The County Road 26 intersection will be
coordinated with the developers to the north to insure design compatibility. Cross
sections will be prepared at 100-foot intervals. Slopes, catch point stations, and
offsets will be labeled.
4. Preliminary Drainage Design. PBS&J will complete the hydraulic design of the
proposed facilities as determined during the Drainage and Floodplain Assessment.
This will include hydrologic analysis, spread-width analysis, storm drain and
culvert hydraulics, and miscellaneous hydraulic calculations. Hydraulics of the St.
Vrain River Bridge and Liberty Gulch will be modeled and analyzed using HEC-2
or HEC-RAS if approved by Weld County. Existing floodplain limits and base
flood elevations will be accurately determined from current conditions and
compared with regulatory data. The proposed bridge over the St. Vrain River will
be designed to meet FEMA regulations. A LOMR and CLOMR application(if
required) will be prepared to address revisions to the floodplain and river

channelization. The work will also include plan and profiles for the proposed
storm drains, any cross structures, and miscellaneous hydraulic calculations. A
preliminary drainage report will be prepared summarizing the conclusions and
recommendations for design.
Drainage plan sheets, structure cross sections, and detail sheets will be developed
for the proposed WCR 7 alignment. Plan and profile sheets will be at a scale of
1"=50'.
5. Preliminary Major Structure Design. The major structure over the St. Vrain
River will be designed in accordance with the AASHTO Standard Specifications
for Highway Bridges or AASHTO Load Factor Resistance Design (LFRD)Bridge
Design Specifications, and the CDOT Bridge Design Guide. The structure
preliminary design will include:
a) Determine the structure type alternatives for the bridge configuration chosen
in the conceptual design phase. This includes precast and cast-in-place
concrete and steel superstructures and the determination of spans and depths
for each.
b) Determine the foundation alternatives. This includes piles, drilled caissons,
spread footings, and mechanically stabilized earth foundations based on the
geotechnical investigation recommendations.
c) Prepare preliminary general layout for the recommended structure. Prepare
structure layouts in accordance with the CDOT Bridge Detailing Manual.
Special detail drawings will be developed and include the architectural
treatment. An independent design and detail check of the general layout will
also be performed.
6. Environmental Evaluation. Once the preferred roadway alternative has been
selected, potential impacts to the environmental resources will be evaluated.
Methods for avoidance, minimization, and mitigation of impacts to environmental
resources will be assessed early in the design to limit impacts while balancing
considerations of safety in design and economic feasibility. Specific activities to
be performed include:
a) Wetlands—
1) Using the roadway and bridge template for the preferred alternative,
quantify potential number of acres to impact wetlands and estimate
permanent takes and temporary construction impacts.
2) Investigate opportunities to avoid, reduce, or minimize impacts. For
example, examine bridge width to height ratio to limit shading impacts to
wetlands.
3) Install up to 40 ground water monitoring wells. PBS&J will obtain a well
permit from the State Engineer's office. Conduct the well boring by
drilling one to two inch in diameter wells approximately four to five feet
in depth, placing a PVC pipe in the hole and then capping the pipe.

Monitor hydrology of ground water two to three times per month for 12
months.
4) PKM will coordinate with our wetlands biologist and develop preliminary
wetland mitigation plans including grading,water, and species
requirements. Approximately four acres of wetland mitigation are
anticipated. A proposed 8.7-acre temporary easement has been identified
west of the proposed WCR 7 alignment, north of WCR 24.5 for wetland
mitigation.
5) Consult with USACE to get their concurrence on the wetland delineation,
avoidance, and mitigation strategies.
6) Prepare Section 404/401 wetland permit application to USACE for
impacts to Waters of U.S. and/or wetlands. Include wetland functional
assessment and wetland mitigation plans with the permit application.
Project assumes that this will be an "Individual"Permit Section 404
permit.
7) Coordinate with USACE for permit application submittal.
8) Coordinate with USFWS for T&E species clearance for Section 404
permit.
b) Waters of the U.S. and Ditches— Section 404 permit application prepared as
described above.
c) Threatened, Endangered and Colorado-Sensitive Species for Fish, Wildlife,
and Plants—(This scope of work assumes that T&E species are present for
cost and scheduling purposes. It is very likely that no species meeting these
criteria will be found. If so,task will be eliminated.) If presence and absence
surveys determine presence of a protected species, we will begin consultation
process with USFWS.
d) Wildlife Movement—Using maps of wildlife movement,we will develop
opportunities in design plans to maintain wildlife movement corridor.
Culverts may be oversized to accommodate movement of smaller mammals.
e) Prairie Dogs—PBS&J will obtain clearances from CDOW on desired removal
techniques just prior to project construction.
f) Raptors—Once the project design is created, we will develop maps of raptor
nests and raptor buffer zone areas. From these maps we can determine
construction limits to mitigate impacts. If there are impacts, we will need to
ascertain avoidance techniques, either physically or seasonally, by
coordinating with CDOW. For example, construction may work around the
nesting season for Bald Eagles (January to July) and Red tailed hawks
(February through July 15th). Construction during this season may cause
defensive behavior that can cause harm to humans and/or eggs or nestlings.

g) Noxious Weeds—Coordinating with Weld County Weed Control Division,
we will develop weed control strategies for noxious weeds during construction
and incorporate into project plan sheets with items such as using weed free
straw bales for erosion control.
h) Trails—We will incorporate the proposed trail, such as Legacy Trail or a new
alignment trail from St. Vrain State Park, into the preliminary plan sheet.
7. Utility Coordination and Design. The consultant will identify and contact utility
agencies with facilities within or crossing the roadway. Existing utility maps will
be obtained, and existing utility base mapping will be developed from the
mapping, and surveyed utility locate markings. The proposed design will be
reviewed to determine utility conflict and potential relocations. Utility
modification and relocation designs will be developed where there are conflicts.
Plans showing the proposed modifications will be distributed to each utility
agency for review. A follow up meeting will be scheduled with each utility
agency to review the modifications, and obtain concurrence. Electronic files will
be provided upon request. It is estimated that 15 potholes will be required for
conceptual design and 5 more for preliminary and final design.
8. Signing and Pavement Marking. Permanent Signing and Pavement Marking
Plans will be developed for the ultimate in accordance with the latest version of
the MUTCD, and CDOT S Standards, and will include the following:
• Existing roadway, edge-of-travel way (ETW), shoulder, signs, structures,
and topography.
9. Geotechnical Investigations and Pavement Design. Exploratory borings will be
drilled at about 600-foot intervals and at depths between five and 45 feet to
evaluate the pavement subgrade and to provide geotechnical design parameters
for the proposed bridge, MSE wall, or reinforced slope foundations. An all-terrain
vehicle (ATV) drill rig will be required for some of the locations. Laboratory
testing will be performed to evaluate strength, compressibility, swell potential,
and other engineering properties of the proposed subgrade and foundation soils.
An engineering evaluation of the field and laboratory test results will be
performed to determine suitable foundation types and pavement section. The
conclusions and recommendations will be documented in the Soils, Structural
Foundations, and Pavement Design Reports. These reports will be used in the
bridge and roadway design and construction.
10. Landscaping. The landscape architectural services will include the development
of a roadway revegetation and reseeding plan for the new alignment and bridge
template. The architectural design of the bridge will be finalized. One 24"x 36"
rendering will be prepared for meetings.
11. ROW Plans. ROW plans and exhibits (including utilities)will be prepared to
assist Weld County in obtaining the ROW and easements necessary for the
roadway and drainage improvements including roadside ditches, inlets, and
outfalls. ROW plans will be developed in a format similar to that used by CDOT.

Title commitments (transferable to title policies); ROW corridor plans with
ownership information; legal descriptions for all needed fee simple,permanent, or
temporary easements; and photo-enhanced exhibits for each individual owner for
acquisition will be prepared to assist Weld County in obtaining the ROW and
easements necessary for the project. The final ROW plan set will be recorded in
Weld County according to State Statutes. Appraisals and acquisition are not part
of the scope of work.
12. Preliminary 75% Design Plans. Plans will be developed for the ultimate four-
lane section as well as a proposed interim section and distributed to Weld County
for review two weeks prior to the Preliminary Design Review Meeting. The 75%
design plans will include as a minimum the following sheets:
• Title sheet
• Typical sections
• General notes
• Miscellaneous details
• Roadway plan and profile sheets, ultimate four-lane section
• Intersection layout (SH 119, WCR 24.5, WCR 26 and WCR 28)
• Drainage profiles (drainage features will be shown on the roadway plans)
• St. Vrain Bridge general notes, general layout,profile, and typical section
• Utility plans
• Signing and pavement marking plans
• Signal plans and details
• Landscaping plans
• Wetlands mitigation plans
• Weed control strategies
• Roadway cross sections
• ROW plans
13. Preliminary Cost Estimate. PBS&J will prepare a preliminary cost estimate.
Quantities and unit costs will be completed for the major work elements and will
be based upon historical CDOT bid information. Unit prices will be determined
from Weld County and CDOT cost data.
14. Second Public Open House Meeting. Once the preliminary 75% submittal is
completed, a second open house meeting will be conducted to present the design
alternative to the communities. Exhibits will be prepared and comment sheets
will be provided. The meeting will be advertised through mailings, local
newspapers and through posters that will be placed at key locations in Weld
County. Renderings showing an isometric plan plus a side view and 1 photo
simulation(from the Park and trail user perspective) of the final bridge design and
location will be provided in hard and electronic formats.
15. Preliminary Review Meeting. We will conduct the meeting,prepare meeting
minutes, and distribute the minutes with Weld County approval.

16. Post Preliminary Review Revisions. PBS&J will revise the preliminary plans to
reflect revisions discussed at the review meeting, and as agreed upon with Weld
County staff prior to shelving the preliminary plans for the ultimate four-lane
section.
D. Final Design (90% submittal).
The 90% design submittal will include all work necessary for preparing a plan package
using the ultimate four-lane roadway configuration to develop the interim section
configuration that includes:
1. Final Roadway Design. Roadway plan and profiles will be developed at a scale
of 1"=100' for the interim section that is compatible with the ultimate four-lane
build out. These plans will include the existing topography;proposed edges of
pavement, curb, gutter, and sidewalk; existing and proposed utilities; and drainage
structures. Intersection details will be prepared at a 1"=30' scale illustrating the
proposed intersection geometry and grading at the WCR 7 intersection with
SH119, WCR 24.5, and WCR 26. Cross sections will be prepared at 100-foot
intervals. Slopes and catch point stations and offsets will be labeled.
2. Impact Analysis and Signal Design. The traffic model will be used to verify
interim requirements for left- and right-turn lanes at intersections that will be
shown on the roadway plans. The preliminary signal design will be reviewed and
revised to be compatible with the final design plans.
3. Final Drainage Design. Hydraulics for the proposed facilities, as developed in
the Preliminary Drainage Study, will be updated to incorporate final design. This
will include hydrologic analysis, spread-width analysis, roadside ditch analysis,
storm drain hydraulics, outlet protection, and miscellaneous hydraulic calculations
for the interim two-lane section. We will also revise the major drainageway and
bridge hydraulics to include scour estimates and countermeasures design,
incorporate final design changes, and, if required, prepare a CLOMR/LOMR
application for the new St. Vrain River Bridge.
Drainage plan sheets and structure cross sections will be modified for the interim
section and detail sheets will be developed. Preliminary review comment will also
be incorporated. Additionally,bridge hydraulic information sheets will be
prepared as part of the plan set. These sheets will show the design high water
elevation and the water surface profile through the structure, the contributing
drainage area, and the estimated scour depths at the piers and abutments.
4. Final Hydraulics Report. PBS&J will revise the Preliminary Drainage Study for
the proposed roadway improvements. The revised report will include all final
hydraulic calculations for the proposed storm drainage infrastructure, culvert
hydraulics, ditch analyses, and outlet protection. The report will be prepared
following the design criteria accepted by Weld County and will demonstrate that
the proposed project meets those criteria.

5. Final Environmental Evaluation. We will complete the final environmental
evaluation and permitting, assess final impacts to environmental resources, and
define mitigation measures. The permit needs will be finalized and a schedule will
be outlined for implementation. Specific activities include:
a) Finalize wetlands clearances—
1) Document final impacts to wetlands and wetland functions with final
alternative design; note permanent take and temporary takes due to
construction activities.
2) Make amendments to Section 404/401 permit application if necessary.
3) Finalize the on-site wetland mitigation plan with project design engineers
or negotiate on behalf of Weld County for purchasing mitigation credits
from wetland land bank.
b) If necessary, amend Section 402 NPDES permit application and submit to
USACE.
c) Coordinate any remaining wildlife issues with Weld County and CDOW.
6. Erosion Control. PBS&J will prepare erosion control plans for the proposed
widening that will be at a scale of 1"=50' and will provide locations and types of
erosion control facilities within the corridor. In addition, detail sheets will be
prepared for the various erosion control facilities. Applicable water quality and
best management practices will be used to prepare these plans. A Stormwater
Management Plan(SWMP)will be developed and PBS&J will assist Weld
County staff in preparing the application for the Section 402 NPDES (National
Pollutant Discharge Elimination System)permit and providing the required
documentation.
7. Major Structure Design. The final general layout and details for the
recommended structure will be prepared that address comments received at the
preliminary review meeting. An independent design and detail check will be
performed on the general layout and details. Rating packages will be developed
in accordance with the CDOT Bridge Rating Manual, and Structure Field
Packages will be developed in accordance with the CDOT Bridge Detailing
Manual. We have assumed that a single bridge will be designed for the ultimate
roadway width without construction staging. Aesthetics will be enhanced through
the use of formliners, color, and railing ornamentation. CDOT standard bridge
details and construction specifications will be used.
8. Final Landscape Design. Working with PKM,we will develop the landscape
and irrigation plans for the interim two-lane roadway section to the extent agreed
upon with Weld County staff.
9. Signing and Pavement Marking. Permanent Signing and Pavement Marking
Plans will be developed for the interim section in accordance with the latest
version of the MUTCD and CDOT Standards, and will include the following:

number of devices will also be developed.
11. Final 90% Design Plans. 90% design plans will be developed for the interim
section and distributed to Weld County for review two weeks prior to the final
design review meeting. These plans will include, as a minimum, the following
sheets:
• Title sheet
• Typical sections
• General notes
• Summary of approximate quantities
• Tabulation of quantities (earthwork, removals, surfacing, storm, and
structure)
• Miscellaneous details
• Roadway plan and profile sheets, interim section
• Intersection layout (SH 119, WCR 24.5, WCR 26, and WCR 28)
• Drainage profiles (drainage features will be shown on the roadway plans)
• St. Vrain Bridge general notes, general layout,profile, details, and
hydraulic information sheets
• Storm Water Pollution Prevention Plan, erosion control plans and details

12. Project Special Provisions. A special provisions package will be developed for
items, details, and procedures not adequately covered by CDOT's Standard
Specifications for Road and Bridge Construction dated 1999. An index of the
Standard Special Provisions that have been revised by CDOT will be prepared.
Copies of these revised Standard Special Provisions will be downloaded and

13. Final Cost Estimate. A final cost estimate will be prepared from the quantities
calculated for the interim section. A bid form will be developed in accordance
with Weld County standards.
14. Final Office Review (FOR) Meeting. We will conduct the meeting,prepare
meeting minutes, and distribute the minutes with Weld County approval.
E. Final 100% Design (construction package).
The final plan sheets, specifications, and cost estimate will be revised in accordance with
the FOR meeting comments, incorporated into Weld County's standard contract and
documents package and submitted to Weld County within four weeks after the FOR.
These plans will be stamped by a Colorado-registered professional engineer.
Prior to going to advertisement,we will complete any remaining permit applications.
These efforts will be coordinated with Weld County, Colorado State Parks, and other
jurisdictional agencies such as USACE or CDOW. If requested, we will provide
environmental oversight during construction. Specific activities include:
1. Submit Section 402 NPDES Permit Application to Colorado Water Quality
Control Division ten days prior to construction.
2. Obtain that Section 404 permit from USACE.
3. Flag and require the contractor to fence all wetlands or other environmentally
sensitive resources, such as raptor nests, to be avoided.
4. Prepare preconstruction notification for wetlands because project anticipates
impacts exceeding 0.01 acres.
5. Include weed control strategies with specifications and plan sheets.
6. Develop a plan and schedule for extermination or removal of prairie dogs in
accordance to Weld County and CDOW policies
During the advertisement period, we will be available to respond to bidder's questions
and to assist in the evaluation of bids. Specific services may include plan interpretations,
plan or specification revisions, and bid review. Three key staff members from the design
team will attend the pre-bid meeting held by Weld County.
If required, a third and final open house meeting will be held to present the design
specifics of the project including how construction will be addressed. Exhibits will be
prepared for the meeting and comment sheets will be provided. The meeting will be
advertised through local newspapers and through posters that will be placed at key
locations in Weld County.

F. Additional Project Services.
Additional environmental investigations, analysis, permitting,public involvement,
agency coordination,private utility designs and other services as needed will be provided.
(These services will be provided on an as-needed basis with approval from the County.)
G. Construction Services (future work not a part of this contract).
1. Construction Administration—PBS&J will provide support to Weld County staff
through assignment of a Resident Project Representative whose responsibilities
include:
• Preparing documentation for and assisting Weld County staff with a pre-
construction meeting with the contractor, and recording and distributing
the approved minutes.
• Preparing and transmitting updates of construction activities to the Weld
County's Public Information Office
• Conducting weekly progress meetings with contractor, subs, utilities and
other interested parties
• Securing project documentation from the contractor
• Monitoring and ensuring all permits requirements are complied with and
completed
• Anticipating project problems and directing solutions to Weld County
• Reviewing drawings and data submitted by the construction contractor and
suppliers for conformance with the intent of the specifications. Informing
and obtaining concurrence as needed from Weld County and keep relative
documentation for project records
Reviewing bridge shop drawings and other bridge submittals
• Maintaining accurate notes reflecting actual construction details and use in
preparing as-constructed plans
• Communicating with adjacent landowners as required to resolve issues
that arise due to construction
• Monitoring compliance with and taking appropriate action to preserve
safety on the project for all workers and traveling public in accordance
with Method of Handling Traffic (MHT)
• Performing initial, follow up, and final inspections of work in progress
including interim and final measurements
• Notifying contractors and Weld County of non-compliance with the
contract plans and specifications
• Performing special tests, investigations, or monitoring that are required to
fulfill the intent of the Weld County inspection program
• Preparing inspection documentation to developing progress payments for
the contractor in accordance with prescribed procedures
• Submitting standard documentation reports no later than the following
working day

submittals, change notices, claims, and correspondence
• Completing and submitting weekly and final progress reports
• Performing miscellaneous related duties as requested by Weld County
• Other staff will assist Weld County and/or PBS&J Resident Project
Representative with the above responsibilities, as required.
• PBS&J will also prepare "as-constructed" drawings at the completion of
the project from markups provided by the contractor, Weld County, and
the Resident Project Representative. Revised drawings will be provided to
you on a CD in PDF format.
2. Construction Materials Testing. The Materials Testing Technician (MTT) will
sample, test, and document all materials generated and produced on the project.
This includes materials delivered to the project that are listed in the Summary of
Approximate Quantities or referred to in the specifications. The number of tests
required will be in accordance with Weld County standards or the schedule in the
CDOT Field Materials Manual. Contract modifications may add additional
quantities or plan approximate quantities may be increased or decreased. The
MTT and Resident Project Representative will review project quantities on a
weekly basis to ensure that sufficient tests have been performed for all material
placed to date. The results of this meeting will be included in the weekly reports.
GeoCal's tester will furnish the following equipment for each project in sufficient
quantity and in good working order to ensure accurate performance of all work
required in a timely manner:
• Nuclear Asphalt Content Gauge
• Nuclear Moisture-Density Gauge
• Concrete air meter, slump cone, and other concrete testing equipment
• Sieves for aggregates and soil gradations
• Electronic scales
• Sample containers and small tools
• Proctor equipment for soil curves and one point tests
• Atterburg, Rice value, and Sand Equivalent equipment
• Sample drying equipment
• Concrete cylinder molds that meet AASHTO requirements except that
paper molds will not be used and plastic molds will not be reused
• Miscellaneous equipment for performing the required soils, asphalt, and
concrete tests

Each MTT will maintain a daily diary for each day the MTT performs work on
the project. Test results and samples will be recorded on appropriate Weld
County forms and furnished to the Resident Project Representative with original
copies of all worksheets on a daily basis. The MTT will also keep Weld County
forms, or other forms approved by Weld County, up-to-date at all times and
provide copies to Weld County staff, as required. Weld County will be informed
immediately of any non-specification material.
3. Post Construction Monitoring and Reporting. PBS&J will provide post
construction wetland mitigation and monitoring services that will occur annually
for a period of three years. The first year we will revisit site three times during
the growing season and prepare an annual monitoring report. Specific activities
include the following:
• Wetlands: inspection, monitoring, and reporting
• Visit each wetland mitigation site
• Photograph and document mitigation site
• Qualitatively describe mitigation site and existing hydrology
• Estimate percent revegetation coverage and document vegetation species
in mitigation site
