The recycled steel is picked-up and processed by Iron& Metals, Inc. located at 5555 Franklin Street in Denver, Colorado 80216; also,they can be contacted at (303)292-5555. Mr. Moser utilizes the services of Iron& Metals, Inc. on an on-call basis and is estimating a recycle pick-up two to four times per year. Scrap steel is placed in an approved bin to be used for steel recycling and the cuttings are removed from the saw reservoir and placed in barrels or other approved containers for transportation and processing. Deliveries of steel used for production currently are less than 12 per year with some months having multiple deliveries and others having none. The percent of steel that ends as a waste/ scrap steel is a function of the product being manufactured. The generation of scrap material for recycling is a function of business and product type, which is the reason for retaining Iron& Metals, Inc. on an on-call basis. If the need for regular pick- up of scrap is required, Iron& Metals, Inc. has the capacity to service this shop. 'tit% /i l'', . USR Questionnaire I) The main use for this property is growing hay and raising livestock. The property is 56.63+ acres and has on it a house, barn, and riding arena, along with pens for cattle. To supplement his income from hay sales, Mr. Moser established a metal fabrication operation within his barn. The shop uses an apparatus to cut and etch plate steel. The cutting is performed with a stream of water which contains an abrasive additive. The water jet saw is the latest in technology and is computer programmed and offers precision cuts with no warping of the steel. The system is completely self contained and re-circulates the same water solution for cutting. The steel cuttings are collected within a tank beneath the cutting surface and are collected and recycled with other scrap steel. Steel stock is moved from storage to shop with a propane powered fork-lift. The tank on the fork-lift is the only propane tank and is refilled as needed in town. There are no special chemicals or toxins utilized in the fabrication process and the shop does not contain any explosive materials (other than the propane on the fork-lift). The operation does not pose an air quality problem as there are no particulates released into the air. The cutting apparatus is self-contained and does not pose a water quality issue. Water lost from the device is due mainly to evaporation. The metal shop sees a minimal amount of traffic from deliveries and pick-ups. Less than six deliveries of steel stock per month to meet client demand with a minimal amount of storage of materials. The area designated for storage of steel stock is a concrete pad with high density landscaping around the perimeter. The metal shop is very contained and unobtrusive to the surrounding area. Mr. Moser intends on always maintaining the ranch and working the land, however, he now requests approval for Use by Special Review to continue his metal shop operations, as hay does not always pay. 2) The Weld County Comprehensive Plan fundamentally supports the agricultural community and has set out to preserve the agricultural way of life. It allows for progress to occur without detriment to farming and ranching. This request for use by special review is completely in-line with the Weld County Comprehensive Plan as this property owner has developed an opportunity to supplement his livelihood, provide jobs, and have a positive economic influence within the northern Colorado region. This is all achieved while maintaining the main function of the property; raise livestock and grow hay. 3) The agricultural zoning of this property allows for commercial operations to occur with an approved Use by Special Review application. There is no request to change the zoning, therefore, consistent with Chapter 23 of the Weld County Code, Article III. 4) The surrounding area consists of residents with acreage. The surrounding land uses are farming of grain and hay, which is the same as the use of Mr. Moser's property. The metal shop shall not impact any of the land uses on the property except that area within and adjacent to the barn. From WCR 29, one would not even know there was a shop on the property. This operation blends in very well with the surrounding development. 5) Details a) Two to three people will utilize this shop at any one time b) There are currently two employees c) The hours of operation of the shop are dawn to dusk at maximum production, however, normal hours of operation shall be between 7:00 am to 5:30 pm. d) The house was purchased with the barn and shop. Mr. Moser installed the necessary equipment in the barn to facilitate the operations of his metal shop. There will not be any additional buildings needed for his operations. e) On the property there are currently 32 head of cattle and 6 horses, which shall be penned approximately 200-300 feet from the barn and shall not be exposed to any danger due to delivery traffic or shop operations. The steel stock is stored such that livestock are not exposed to danger of falling steel or debris. f) The typical vehicle to access this site will be pick-up trucks and UPS trucks, however the steel stock is delivered 3-6 times a month and is typically delivered by a two axle (not tandem) flatbed truck and the scrap steel is picked up 1 time a month for recycling. g) Fire protection for this operation shall be provided by the Eaton Fire Protection District. h) The water source for this property is a tap from the North Weld Water District. This tap provides service to the house and the barn. This configuration to provide water to both structures from a single tap was approved and constructed prior to Mr. Moser purchasing the property. No modifications have been made to the plumbing or the water supply system from the original design approved and constructed in 1995 by the previous home owner, John Shepardson. i) The sewage disposal system is an I.S.D.S. that was approved by the county in 1995. The system was design for four bathrooms, three in the house and the forth in the shed. An evaluation of the existing leach area and tank capacity shows that the system as designed using four bedrooms generates a peak daily flow of sewage that is greater that if the system were designed for three bathrooms and a commercial operation with three employees. It is concluded that the existing system is adequate to support the commercial operation with the current number of employees. If the number of employees is to be greater than three,the existing I.S.D.S. will need improvements. j) There is an area designated as storage for scrap steel and stock. The scrap shall be placed in a metal container for recycling. The stock materials shall consist of plate steel, square stock, round stock, and angle iron. Occasional contracts will involve storing composite alloys and titanium stock. The storage area is uncovered and is surrounded by densely placed coniferous trees to reduce (eventually eliminate) visibility of the storage area from the road and neighboring properties. 6) The landscaping for this site is in place and thriving. The landscaping is shown on the Site Plan map submitted with this USR. 7) There will not be a need for reclamation as that there is not any significant impact to the land or the farm caused by these operations. The operation is contained within the barn and should the business cease to exist,the machinery would be sold but the barn would still be utilized. 8) There is no change to the storm drainage system caused by this operation as there is no increase in the total impervious area of the property. The drainage flows and surface runoff patterns shall remain as they have historically;to a ditch along the eastern property line. 9) There is no construction necessary for this operation. The existing barn provided all the necessary space for the metal shop.
