HomeMy WebLinkAbout20042633 RESOLUTION RE: APPROVE INSTALLATION OF TRAFFIC CONTROL DEVICES WITHIN ARISTOCRAT RANCHETTES SUBDIVISION WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Weld County Department of Public Works has recommended to the Board that 102 Stop signs be installed within Aristocrat Ranchettes Subdivision,at those locations shown on Exhibit A,attached hereto and incorporated by reference,to ensure safety to the traveling public, and WHEREAS, at a meeting before the Board on July 19, 2004, this matter was continued to August 18, 2004, to allow staff time to provide notice to affected residents of the subdivision, and at said meeting on August 18, 2004, it was again continued to September 1, 2004, and WHEREAS,at said meeting on September 1,2004,having heard all the testimony of those present and, having been fully informed,the Board has determined that said traffic control devices are necessary for the protection of the general public. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Department of Public Works be, and hereby is, directed to install 102 Stop signs within Aristocrat Ranchettes Subdivision,at those locations shown on Exhibit A,attached hereto and incorporated by reference, for the safety of the general public, and said signs shall conform to the State Manual of Uniform Traffic Control Devices. DATE: Thursday, August 26, 2004 COLORADO FROM: Wayne Howard, P.E., Project Manager SUBJECT: Aristocrat Ranchettes Subdivision Weld County Engineering Division has completed its review of the traffic signing issues within Aristocrat Subdivision. A signing investigation was performed over the past few months which included a proposed signing layout, public information letters to all subdivision residents, and a community meeting was held on August 18, 2004, to discuss the proposed signing as well as other issues. Community feedback was positive for the additional signing, but there was some concern as to drivers respecting the stop signs as well as speed limit signs. Based upon the traffic investigation and public input received, I am recommending that we move forward with the placement of the proposed stop signs. The signing plan is to stop all east-west avenues as they intersect with the north-south streets,with the exception of Higgins Avenue. Higgins Avenue will be the thru road as it intersects Woodruff, Hart, Henry, and Richard Street. Hempen, Jr., P.E., Director of Public Works/County Engineer DATE: Wednesday, July 14, 2004 FROM: Wayne Howard, P.E., Project Manager/ad- COLORADO SUBJECT: Aristocrat Ranchettes Subdivision A service call was received from Marty Matthews concerning stop signs within Aristocrat Ranchettes Subdivision. Mr. Mathews is concerned about the intersecting roadways within the subdivision and the increased number of accidents. He is requesting that stop signs be placed at all intersections. I made a site visit to review Mr. Mathew's concerns. The only roadways that are signed are the roads that intersect with the external surrounding county roads. (See attached drawing) No stop signs exist on internal roads. During the site visit, I noticed that the majority of the intersections have sight distance limitations making it difficult to see crossroad traffic. Even if the vehicles are doing the posted speed limit, it would be difficult to come to stop in time to avoid a collision. I also looked into the accident history. Accident records indicate 14 accidents in 2003 as compared to 3 accidents in 2002. The MUTCD gives guidance on stop sign.warrants. In my opinion, I believe that sight limit restrictions meet the warrants for placement of two way stop signs. This might be applicable at every intersection, but is warranted at the majority of the intersections and I believe that the signing needs to be consistent throughout the subdivision so as not to confuse the drivers. It is my recommendation to install stop signs within the subdivision according the attached drawing. A total of 102 stop signs will need to be installed.
