Chf Sent: Friday, July 23, 2004 4:35 PM To: Carol Harding ; j Subject: impressions of Weld County To: Weld Board of County Commissioners Zoning along the I-25 and US 85 corridors Dear Commissioners: When entering Weld County from the south along I-25 and US85 one gets the impression that there has been little planning, considering the unsightly assortment of junk, salvage, outside storage yards, unrestored gravel pitsand ready mix plants, etc. This is most striking along US85. Along I-25 the contrast with Adams County will more striking as new development takes place in that county. Obviously, some of these uses were approved many years ago and can continue as non-conforming uses or even uses still approved by the Code. This situation is brought to mind by a case requesting approval of a commercial junkyard or salvage yard that you will be hearing on July 28th [docket 2004-65, PL 1728]. I reluctantly voted for the recommendation to the Board for approval, feeling that it met the requirements of the Code by which I am bound, even to the extent of compatability, given the nature of the present surrounding uses. The more extensive considerations that the Board takes into account may lead to a different decision. The point is whether the Board might consider setting different standards related to permitted uses and design standards for lands bordering the southern portion of these two corridors to enhance their appearance, by the creation of a "district". It would seem that there would be an economic advantage to the landowners and could not be considered takings. In actuality, most of the lands along the southern 1-25 corridor will probably be annexed to the surrounding municipalities and developed according to their more restrictive requirements. The same cannot be said for the US85 corridor. Hopefully, over time, those grandfathered uses that are offensive will be eliminated by economic values favoring more appealing uses and retirement of the present uses from their non-conforming status.
