Subject: Improvements to Colorado Blvd. [Weld Co. Road 13]
Dear Commissioners:
According to an article in the Farmer & Miner, the wheels are turning to improve WCR 13 into
being a major arterial in actuality.
According to the article, Weld County will be responsible for underwriting the improvements
[including any grant money obtained] from the WCR 8 intersection in Dacono to the 5th Street
intersection in Frederick. This would indicate that none of this section of the road has been annexed into
Dacono or Frederick. In the case of Dacono, in particular, this is surprising, in that, there are a number
of businesses located along WCR 13 just south of the core city. For the County to be responsible for the
improvements, one must assume that neither these businesses or the road in this area have been annexed
into Dacono. The concern, here, is that the County will not be taking on a disproportionate burden of
costs for improvements that will in great part benefit these municipalities. At any rate, it is to be hoped
that the design of these improvements will create the county concept of a true arterial having limited
accesses to local businesses.
Mention was made in the article that right of way land must be acquired to exctend WCR 13
directly across the intersection with highway 52 in order to eliminate the jog over to the present traffic
signal controlled intersection to the east. It is to be hoped that the process to acquire this land [even if it
involves condemnation proceedings] is commenced immediately so as to avoid improvements being
made to this land that would involve additional costs in order to gain possession of it.
It is reassuring that apparently the proposed design is for a true four lane arterial much as been
recommended by the County in its I-25 parallel arterial program. The Town of Firestone has chosen to
move forward alone, with improvements between WCR 20 and WCR 24. Unfortunately, these
improvements do not conform to arterial designs. Much as is true of that town's improvements along
WCR 24, the addition of a third non- travel lane does little to improve traffic flow. Eventually two more
lanes will have to be provided for a four travel lane with a left turn lane arterial at more overall cost
being done as separate projects. Whether, their decision to three lane these roads was the result of poor
advice or lack of foresight is mute at this point.
