As you noted, Weld County continues to be one of the most productive agricultural counties in the United States. At the same time,Weld County continues to be one of the fastest growing counties in the State of Colorado. Balancing growth and development is one of the primary goals of myself and my colleagues. During the last four years of my term,we have worked hard to develop programs in Weld County to direct urban development to occur in urban areas. Through these efforts Intergovernmental Agreement boundaries have been established as well as fourteen individual IGA's with surrounding municipalities. While there is not one specific program in Weld County for the conservation and protection of agricultural land, it is the County's philosophy that urban areas provide for the most appropriate development. These areas contain urban infrastructure which can provide for appropriate development. Development outside urban areas can attribute to urban sprawl. Most recently we have revised the regulations regarding Recorded Exemptions. A Recorded Exemption is a process within the County that affords agricultural land to be divided for financial purposes. This land split affords farmers the opportunity to dissolve themselves of non productive ground and allow for financial contributions to be given to the remaining farm. Much of what we have seen with this regulation is farmers having the ability to re-invest in water augmentation and irrigation advancements on their properties. I would encourage you to look at development in Weld County and recognize that much of the urban scale development is occurring in municipalities not in unincorporated Weld County. Weld County has historically and continues to be a major supporter of agriculture and its heritage. The recognition that urban and rural interfaces occurs on a daily basis is a challenge for both farmers and new comers to our community. Weld County utilized the Right to Farm covenant which provides public notification and an ongoing awareness of the externalities of agricultural uses. Weld County Code Appendix 22-E says, "Weld County is one of the most productive agricultural counties in the United States, ranking fifth in total market value of agricultural products sold. The rural areas of Weld County may be open and spacious, but they are intensively used for agriculture." I don't understand why so much farmland is being converted to housing developments. Can you explain this? Is there a program in Weld County to conserve,protect, or encourage the development and improvement of agricultural land? What is your stance on this issue?
