WELD COUNTY COUNCIL
May 18, 2004

The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday, May 18, 2004, 6:30 p.m., at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, Councilman Mitchell Martin, and Councilman Sander were
present, constituting a quorum of the members. Councilman Dwaine Kurtz was
excused. Also present: Executive Director of the Greeley and Weld County Housing
Authorities Tom Teixeira and the Council secretary Bev Thomas.
REVIEW PROGRAM: Executive Director of the Greeley and Weld County
Housing Authorities Tom Teixeira provided an overview of the operations and programs
of these two distinct legal organizations operating with one staff with combined budgets
of more than six million dollars. The mission of the Housing Authorities is to provide
safe, decent, and sanitary affordable housing to families and individuals making
between 0 and 80% of the area's median income.
Mr. Teixeira explained the Board of Weld County Commissioners sits as the Weld
County Housing Authority Board, and the Executive Director meets with the
Commissioners monthly in a work session and at an official meeting. The Weld County
Housing Authority operates the following programs: S-8 Rent Assistance Program,
Single Family Rehabilitation Program, Rental Rehabilitation Program, and an
Emergency Rehabilitation Program. The Weld County Housing Authority also
maintains a revolving loan fund and applies for and distributes grant money to four
shelters in the county.
After a five-minute recess the meeting was called to order at 7:35 p.m.
AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda.
APPROVAL OF MINUTES: A motion was made and seconded to approve the April 20,
2004 Council minutes. The motion carried.

NEW BUSINESS:
Council's 2005 Budget
The Council will consider its 2005 budget at the June Council meeting. Councilman
Mitchell Martin asked that Council's secretary Bev Thomas' pay be reconsidered. The
Council requested information about what pay and benefits Bev would be receiving if
she worked for the Council twenty hours per week and was considered a part time
employee
Format of Weld County Council Designation Petition
Councilman William Sander explained the difficulties he had collecting signatures on
his Council petition for the 2002 election. He suggested the Council pursue revising
the petition, subject to approval by County Attorney Bruce Barker, to make larger
signature boxes. A revised draft of the petition will be considered at the June Council
meeting, and it could still be to the Elections Department more than a month before the
petitions would be needed.
The Council will advertise the 2005 Council openings in mid-June 2004.
PAYMENT OF BILLS: A motion was made, seconded, and carried to approve the bills
as listed:

Mileage for Councilman Mitchell Martin $22.72
Mileage for Councilman Douglas Rademacher $19.88
Metro West Newspapers Invoice for legal notice $15.53
ADJOURNMENT: The meeting was adjourned at 8:04 p.m.
