HomeMy WebLinkAbout20040395 RESOLUTION RE: APPROVE APPLICATION FOR PLATICAS PROJECT FOR BREAST CANCER GRANT AND AUTHORIZE CHAIR TO SIGN WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for Platicas Project for Breast Cancer Grant between the County of Weld,State of Colorado,by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment,and the American Cancer Society,commencing April 1,2004,and ending March 31, 2005, with further terms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado, that the Application for Platicas Project for Breast Cancer Grant between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the American Cancer Society be, and hereby is, approved. These activities address the 2015 National Cancer Control Objective—by 2008, increase to 90% the proportion of women aged 40 and older who have breast cancer screening consistent with American Cancer Society guidelines. Currently the Platicas project is part of the outreach effort for recruitment of eligible women for the Colorado Women's Cancer Control Initiative (CWCCI) housed at the health department and funded by Susan G. Komen Breast Cancer Foundation. The Platicas project involves small group discussions where breast health education is delivered and information about resources available in Weld County for breast cancer screening is available. Women are recruited through one-on-one contact at several agencies that serve the low income and Hispanic population in Weld County. Through this project women of all ages in the target population receive education on breast self examination and those women 40 and older are encouraged to have breast cancer screenings. The Platicas project has been well received by Hispanic women in the Greeley- Evans area over the last nine months. In fact, they are now so popular that more platicas are requested than we have funding to provide. With funding from the American Cancer Society(ACS), we can provide 12 additional platicas, 2 per month, for a total of 24 platicas for the 2004-2005 grant period. One-on-one outreach education and recruitment with women in the target population will continue at the Weld County Department of Social Services (DSS), the Weld County Department of Public Health and Environment and community health fairs and expand to several new agencies including Our Lady of Peace church, Centennial BOCES and Billy Martinez elementary school. Women who meet the criteria (50 years of age and older or 40-49 with signs and symptoms of breast cancer or a first degree relative with breast cancer) are offered an appointment for a free mammogram funded by the CWCCI. All of the women are invited to host a platicas in their home to educate their relatives and friends. They are given a$50.00 gift certificate for their time and to purchase refreshments. A new video produced by ACS in 2003 about a local breast cancer survivor titled"Mona's Story" is shown during the program. The first Bilingual Breast Cancer Conference sponsored by CWCCI and the Susan G. Komen Breast Cancer Foundation was held in Greeley in October, 2003. Through this one half day conference, 64 women in our community had the opportunity to hear local health experts and survivors speak about breast cancer and local resources available for prevention and treatment. With the additional funding from this grant, we plan to double the attendance and participation from vendors at the 2004 conference. The cost of the 2003 conference was $1777.00. We anticipate the cost of the 2004 conference will be approximately 2,700.00 in 2004. Media, including advertising and feature stories, has proven to be an effective method for communicating with the target population about the paticas project and the Page 2 of 5 American Cancer Society Community Grants Program 2003 Application Fomi bilingual breast cancer conference. A portion of the ACS funding will be allocated for purchasing advertising in the print media. Educational materials needed for one-on-one and group education will also be purchased. Target Audience: The people who will be served with this grant are low-income and Hispanic women in Weld County. During 2003, 731 contacts were made at the DSS, WCDPHE and in hostess's homes. Of those, 43 have qualified for a free mammogram through the CWCCI. For this year, we estimated that a minimum of 45 women will have one-on-one contact with the program director each week in the waiting areas at the DSS, WCDPHE, and the new venues described above. The platicas discussion groups will be held twice monthly with a minimum of six women attending. Over 2400 low-income Hispanic women will be contacted personally about breast cancer screening during the upcoming grant year in addition to those who receive information at the breast cancer conference in October, 2004. These efforts will help increase knowledge of breast cancer prevention and may lead to earlier detection and higher survival rates among Latino women in Weld County. Data from the Colorado Central Cancer Registry show there were eleven reported cases of breast cancer in Hispanic women in Weld County in 2001 and six in 2002. According to the Susan G. Komen Breast Cancer Foundation National Hispanic/Latino Advisory Council, the five-year survival rates remain lower for Hispanic/Latino women than those in other ethnic groups. The reason may be attributable to the fact that Latinos are more likely to be diagnosed at a later stage when tumors are larger and harder to treat. Education about breast cancer screening is a particular challenge in this population because there are few bilingual education programs and many women do not have health insurance or screening is not covered. There are also cultural barriers that prevent Hispanic women from getting screened. Breast self-examination, male physician check ups and fear of pain with mammography are examples. The project addresses these barriers and takes breast cancer education to the Hispanic woman in a culturally acceptable format. Twenty-nine percent of Weld County's population is Hispanic and the female Hispanic population in Weld County was 23,143 in 2000. Timeline: The additional platicas programs will be scheduled,printed educational materials ordered, and gift certificates purchased once funding is received. Women who attend the platicas will receive educational materials, i.e., Do It For Life brochure, Breast Health Learn the Facts, Shower Card-Steps to Breast Self Examination, Questions About Cancer bookmark, HPV and Cervical Cancer Screening brochure, A Women's Guide to Breast Care brochure, and Latina News-a quarterly bilingual publication of Y-ME National Breast Cancer Organization and the WCDPHE clinic hours schedule. The director will develop a schedule by May 1, 2004, for implementing the second annual Bilingual Breast Cancer Conference to be held in October, 2004. Media coverage to promote the platicas project will be implemented immediately and continue on a regular basis throughout the year. She will coordinate the planning and implementation of the October conference. She coordinates the Susan G. Komen grant through the health department. The CWCCI program funded by the Colorado Department of Public Health and Environment has been a part of Health Promotion Programs at the Weld County Department of Public Health and Environment for over ten years. Olivia works closely with local health care providers and agencies that serve the target population through the Weld County Breast Cancer Coalition. The coalition meets regularly to review services, share information and plan activities in the community including the 2004 bilingual conference.
