RE: CREATION OF THE INFORMATION SERVICES AGENCY WITHIN THE DEPARTMENT OF
COMMUNICATION SERVICES
WHEREAS, the Board of County Commissioners of Weld County, Colorado,
pursuant to Colorado Statute and the Weld County Home Rule Charter, is vested
with the authority of administering the affairs of Weld County, Colorado, and
WHEREAS, Section 4-5 of the Weld County Home Rule Charter provides for
the Department of Communication Services which shall contain such divisions as
may from time to time be established by the Board, and shall perform such
functions and duties as may from time to time be assigned or reassigned to it,
and
WHEREAS, because of the rapid technological changes and the growing
integration of the technologies of data processing, telecommunication, and
office automation, the Board of County Commissioners directed staff to study
the organizational structure of Communications, PBX, Office of Emergency
Management, Office Automation, and Computer Services, and make appropriate
organizational recommendations, and
WHEREAS, the recommendations of the study of the proposed organizational
structure presented to the Board are attached as Exhibit A, and
WHEREAS, it is recommended that the Department of Computer Services,
Communications, PBX, Office of Emergency Management, and Office Automation
function be restructured to form the Information Services Agency in the
Department of Communication Services, per Section 4-6 of Weld County Home Rule
Charter as depicted in Exhibit A, and
WHEREAS, it is recommended that Robert H. Rhinesmith be appointed
Director of Information Services Agency and that all staff, functions, and
responsibilities of the Information Services Agency as shown on the
organization chart and depicted in Exhibit A be placed under his
administrative authority, and
WHEREAS, as recommended that the Director of Information Services shall
report to the Board of County Commissioners through the Communication Services
Commissioner Coordinator.

NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County approves the recommended restructuring of Computer Services,
Communications, PBX, Office of Emergency Management, and Office Automation
function as depicted on Exhibit A attached hereto and incorporated herein by
reference.
BE IT FURTHER RESOLVED that the Board of County Commissioners hereby
appoints Robert H. Rhinesmith to be Director of the Information Services
Agency.
BE IT FURTHER RESOLVED that the Board hereby directs that all staff,
functions, and responsibilities as outlined for the newly-created Information
Services Agency as depicted in Exhibit A, to include the current Director of
Communications, shall be placed under the administrative authority of the
Director of the Information Services Agency, effective upon passage of this
resolution.
The above and foregoing resolution was, on motion duly made and seconded,
adopted by the following vote on the 3rd day of August, A.D. , 1983.

REORGANIZATION OF COMMUNICATIONS, PBX,
OFFICE OF EMERGENCY MANAGEMENT, WORD PROCESSING AND
COMPUTER SERVICES INTO THE INFORMATION SERVICES AGENCY
PROBLEMS/NEEDS:
1. Rapid technological change is a fact of life in today's telecommunication
systems.
2. The deregulation of the telephone companies has produced a more
competitive market place. This means that a more in depth global
perspective should be applied to evaluating alternative approaches in
solving telecommunications problems.
3. The technologies of data processing, telecommunications, and word
processing are merging. Currently there is a lack of centralized,
coordinated planning between the respective areas.
4. To gain the full benefit of office automation, the solutions to problems
in data processing, word processing and communications need to be
integrated:
5. Rapid growth and changes in Weld County's communications are projected in
the future. This growth and change will require significant capital
investment. Familiarity in managing technical change and rapid growth is
required.
6. There is the need to apply skilled technical personnel and resources to
analyze and solve current telecommunications problems. No such resource
currently exists in the Communications Department.
7. There is a need for enhanced cooperation between various governmental
agencies using the services of the communications dispatching function.
OBJECTIVES
1. To provide information services (data processing, communication, and word
processing) in a more cost effective manner.
2. To provide for centralized control of the information services function.
3. To provide centralized, coordinated, long range planning for
telecommunications, county-wide communications, data processing, and word
processing functions. This will result in integrated solutions for the
"office of the future" and county-wide communication services.
4. To provide a single point of contact with all vendors of communication,
data processing and word processing hardware and software. Also to
reduce dependency on a single vendor (the phone company) to deal with
Weld County's communication needs.
5. To use technological resources and personnel currently working in
Computer Services to analyze and solve problems in the dispatch, PBX and
word processing areas.
6. To improve the responsiveness to using agencies and the Board of County
Commissioners in dealing with communication needs.
7. To apply a county-wide perspective to office automation and communication
strategies.
8. To more effectively cope with increasing demands in all areas of
information services.
9. To create an environment where greater cooperation between various
governmental agencies is likely to occur.
RECOMMENDATION
To restructure the departments of Computer Services, Communications and the
word processing function to form the Information Services Agency within the
Communication Services Division per Section 4-6 of the Weld County Home Rule
Charter. This restructuring is depicted on the attached organization charts
as Exhibits A and B.
It is recommended that Bob Rhinesmith be appointed as the Director of the
Information Services Agency and that all staff, functions and responsibilities
of the Information Services Agency, as shown on the organization chart, be
placed under his authority. The Director of Information Services Agency shall
report to the Board of County Commissioners through the Communication Services
Commissioner Coordinator.
