HomeMy WebLinkAbout20041138.tiff RESOLUTION RE: APPROVE MODIFICATION #1 TO EXPENDITURE AUTHORIZATION FOR WORKFORCE INVESTMENT ACT (WIA) 10% GOVERNOR'S SUMMER JOB HUNT FUNDS AND AUTHORIZE CHAIR TO SIGN - WHEREAS,the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with Modification#1 to Expenditure Authorization for Workforce Investment Act(WIA)10%Governor's SummerJob Hunt Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Department of Human Services, Employment Services of Weld County, and the Colorado Department of Labor and Employment, commencing February 1, 2004, and ending August 31, 2004, with further terms and conditions being as stated in said modification, and WHEREAS,after review,the Board deems it advisable to approve said modification,a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County,Colorado,that Modification#1 to Expenditure Authorization for Workforce Investment Act (WIA) 10%Governor's Summer Job Hunt Funds between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County,on behalf of the Department of Human Services, Employment Services of Weld County,and the Colorado Department of Labor and Employment be, and hereby is, approved. BUDGET INFORMATION and NARRATIVE: Employment Services of Weld County will use the additional award of$6,500.00 to provide staff support to the Governor's Summer Job Hunt Program in the delivery of basic labor exchange services to youth job seekers and encourage employers to hire youth for the summer. SCOPE OF WORK: A. Purpose and Goal The goal of the Governor's Summer Job Hunt Program in Weld County is to assist youth in making the transition from school to work by matching their skills and interests with available employment opportunities and coordinate services with other youth programs. B. Services to be Provided Services to be provided will include the following: • A Job Fair, in March 2004, in conjunction with the City of Greeley. Employment Services will provide for registration of youth, labor market information, and workshops on topics such as resumes, using labor market information and interviewing. • A number of schools will be visited prior to June. These include high schools, Aims Community College and the University of Northern Colorado. During these visits, labor market information, applications, referrals to jobs, and information regarding accessing AJB etc. will be provided. Youth will be made aware of all the youth programs available at the workforce center. Information will also be made available at local malls and other places where youth hang out. • Upon registration, all youth will be encouraged to meet with a Summer Job Hunt Specialist to discuss job development, one to one job search, and referrals to jobs. • Active recruitment of employers and jobs will begin in March and continue through the program. The Summer Job Hunt Specialists will focus on employers who traditionally hire youth for part time or summer work. Emphasis will be placed on quality job orders and referrals. Follow-up with youth and employers will occur on an ongoing basis. • Employer Awareness activities will include: ✓ scheduling workshops for employers on Child Labor Laws, etc. ✓ directing marketing and visits to employers who hire youth ✓ sending employers information on resources available for hiring youth ✓ sending information to employers through the quarterly newsletter ✓ educating employers and the public on the Federal and State rules regarding young workers • Youth Awareness will include: ✓ distribution of marketing materials on services available on the internet ✓ refer youth to the resource lab to access services on the internet which would include: job preparation, career planning, presenting yourself, furthering your education, gaining work experience, and how to find jobs C. Projected Number of Participants to be Served Employment Services of Weld County will work towards meeting the following goals set by the state: 700 youth will enter employment within 90 days of receiving a reportable service. D. Expected Outcomes See C above. E. Coordination with other One-Stop Partners The Youth Council will discuss strategies to ensure that all youth populations and youth serving agencies are aware of the Summer Job Hunt Program. All Workforce Center partners will be informed of the youth programs and encouraged to have their youth, as appropriate, access the program. In addition, staff will attend meetings with the Greeley Youth Initiative and coordinate with the City of Greeley Parks and Recreation Department, as well as other recreation programs for outreach. F. Other Financial Resources to Support Program Employment Services operates a number of programs including the Workforce Investment Act youth programs. All youth will be encouraged to review options to see which programs suits their needs. G. Subcontracting Arrangements Not applicable. Weld County does not subcontract services. III. MODIFICATION(S) REQUESTED and RATIONALE FOR MODIFICATION: Employment Services of Weld County will use the additional award of$6,500.00 to provide staff support to the Governor's Summer Job Hunt Program in the delivery of basic labor exchange services to youth job seekers and encourage employers to hire youth for the summer.
