Use by Special Review
Item 1. The first two lots on the western portion of the parcel will be used
immediately as truck maintenance, repair and parts supply for large trucks in the
area. The building will have administration offices, parts section, large wash
room for truckers, drivers lounge, multiple service bays and a future paint booth.
The southern lot running adjacent to Latham ditch will contain the private access
road providing access to each lot. The remaining eastern lot will be for future
development as future economics dictate.
Item 2. The plan use of the parcels does meet the goals in part of chapter 22 of the
code. Section 22-2 goals does allow agricultural related activities in support of
the agricultural area. The trucks are used to transport supplies and equipment to
the farms and agricultural products from the farms to the market. The planned
facility is in support of the trucks serving the farmers. The site is less than 80
acres which section 22-2 allows as in-fill activities.
Item 3. The zone for the area is A for agricultural use. Section 23-3-10. Intent.
"The A(agricultural)Zone District is intended to provide areas for the
conduct of agricultural activities and activities related to agricultural and
agricultural production without the interference of other incompatible land
USES." The planned truck support facility meets this goal.
Item 4. The uses surrounding the subject parcels are all agricultural.
Item 5. a. Estimating that 60 people will use each developed lot.
b. Planning on 40 employees for each developed lot.
c. Hours of operations will be from 6:30 a.m. to 12:00 p.m.
d. One building per lot. Office, parts supply and truck bays to be in each
building for the first two lots. Lot 3 is for future development of a similar
nature. Lot 4 is the private roadway on site. Lots 5 & 6 are planned
warehouses for truck related wholesale and minor retail items.
e. There are no plans for any animals to be kept on site.
f. Estimating 60 to 100 trips per day per developed lot composed of pick-
ups, cars, trucks, tractor/lowboy and flatbed trucks.
g. The fire district is Kersey.
h. Water source will be Central Water Utility.
i. On site septic holding tanks will be used for each developed lot until
community sewer service is available.
j. Parts supply for trucks, new trucks for sale and trucks under repair.
Item 6. The landscaping plan is to plant grass, shrubs and small trees along the
outer perimeter. Selection of plants will be in preference
to allow the public to see the new trucks for sale from the highway. No
plantings are planned on the common side lot lines for lots with similar land use.

Item 7. Reclamation on the site if required will follow the guidelines as per agency with
oversight authority for the site.
Item 8. Storm water will be directed into small detention ponds on the south portion of
of the site. The landscape plants will be watered from the detention ponds.
Item 9. Construction is estimated to be one year for lot 1 once approval is obtained.
Lot 2 will start in year two once lot 1 is 90% complete. Lot 4, private road on
site, will start the same time as lot 1 along with the utilities to serve each lot as
needed. Lots 5 & 6 are planned to start development in year three. Lot 7, the
detention pond and irrigation systems should start in year two to be available to
function and serve lots 1 & 2 upon their completion. Lot 3 is to be held for
future development of a similar type use once economics dictate it to be feasible.
Lot 3 has the potential to yield three additional site plans as lot 1.
Item 10. Waste motor oil will be stored in above ground approved containers and is the
only waste item planned to be stored on site.
