RE: APPROVE EXPENDITURE AUTHORIZATION MODIFICATION #3 FOR REED ACT
FUNDS AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Expenditure Authorization Modification
#3 for Reed Act Funds between the County of Weld, State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Department of Human Services,
Employment Services of Weld County,and the Colorado Department of Labor, commencing April
1, 2003, and ending June 30, 2005, with further terms and conditions being as stated in said
modification, and
WHEREAS,after review,the Board deems it advisable to approve said modification,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that the Expenditure Authorization Modification#3 for Reed Act Funds between
the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, Employment Services of Weld County,
and the Colorado Department of Labor be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said modification.
The above and foregoing Resolution was,on motion duly made and seconded, adopted by
the following vote on the 24th day of May, A.D., 2004, nunc pro tunc April 1, 2003.

COLORADO SUBJECT: Expenditure Authorization Modification
Enclosed for Board approval is an Expenditure Authorization revising the period of performance for
Reed Act Funds. This Expenditure Authorization is a result of the Colorado Department of Labor
extending the period for performance of all Reed Act Funds to June 30, 2005. This request does not
involve an increase in the level of funding

CRS 24-30-202 requires that the State Controller approve all state contracts. This contract is not valid
until the State Controller, or such assistant as he may delegate, has signed it. The contractor is not
authorized to begin performance until the contract is signed and dated below. If performance begins prior
to the date below, the State of Colorado may not be obligated to pay for the goods and/or services
provided.

BUDGET INFORMATION and NARRATIVE:
Employment Services of Weld County will use these funds for the activities that support the
administration and service delivery of its employment and workforce information system. This
may include staff salaries, purchase of equipment to improve the centers ability to provide
services and enhance the ability of customers to utilize the center resources.

I. SCOPE OF WORK:
A. Purpose and Goal
Employment Services of Weld County will use the additional award of Reed Act funds for
activities that support the administration and service delivery of its employment and workforce
information system.
B. Services to be Provided
Employment Services will continue to focus its efforts to use the Reed Act funds to provide
core and intensive services for individuals who apply for the WIA Adult, Youth, and
Dislocated Worker Programs. Employment Services assures that no training activities will be
supported with Read Act funds.
C. Proiected Number of Participants to be Served

This Modification extends the period of performance for all Reed Act Funds through
June 30, 2005
