Thank you. //// MEMORANDUM 4 To: Debra Miller, Deputy Clerk to the Board July 1, 2004 I From: Bethany Salzman, Zoning Compliance Officer, Dept. of Planning Services Wilikk. Subject: LC0022 COLORADO Review of the following Temporary Assembly Permit application by the Department of Planning Services shows the following: Ronald McDonald House of Charity do Kori Orsintger 1300 East 21' Avenue Denver, CO 80205 Zone District: Agriculture Zoning History: On June 7,2003 a Use by Special Review application was submitted to the Department of Planning Services. Jacqueline Hatch,Planner, processed USR-1439. This case was presented to the Planning Commission on September 16,2003. The Planning Commission forwarded this case to the Board of County Commissioners with their recommendation of denial. Subsequently, the applicants did not respond to requests by staff to proceed with their application (USR-1439). Therefore, USR-1439 was never pursued to its completion. During previous special events, I (Zoning Compliance) received numerous complaints regarding, but not limited to, traffic, trash, noise and the number of people in attendance. Therefore, staff has the following concerns: Based upon Mr. Rodriguez's failure to finalize USR-1439, staff is concerned that whatever conditions of approval the Board may require might also not be completed. As a result of previous special events, staff is also concerned that removal of trash and fencing might not occur in a timely manner. However, no existing violations were noted. SERVICE,TEAMWORK,INTEGRITY,QUALITY NOTICE OF APPLICATION FOR TEMPORARY ASSEMBLY Pursuant to the Weld County Code, a public hearing will be held in the Chambers of the Board of County Commissioners of Weld County, Colorado,Weld County Centennial Center,915 10th Street, First Floor, Greeley, Colorado, at the time specified. Weld County Docket 2004-59 Ronald McDonald House of Charity. Let it be known that we are all for charity work, especially for children. G L Dear Carol, L) I would like to express my concerns regarding the Ronald McDonald House of Charity party that is supposedly to be held at the property of Jesse Rodriguez Gallegos (east of WCR1, west of WCR3, north of CO-66, sounth of WCR36) on Saturday July 17th 2004 . We fought with the trash that was left behindfor days. We had days of picking up trash in our pastures, our yards and the side of the roads in the ditches. The noise is very loud and very disturbing along with all the people screaming and caring on. Not to mention all the kids that were playing on WCR1. There was No Supervision, No Traffic Control and NO SECURITY and alot of drinking. We have children in our neighborhood and people that were going to the party thought they had to go through our neighborhood to get to the party. That was very disturbing and unnecessary for that to have had to happen. If this happens again on Saturday July 17th, I'm very concerned on the outcome of this party. This is not a place for a party! ! This is the country, where we moved to have peace and quiet, and a safe place for our kids. I hope that you can all understand our concerns with this and please make this a safe environment for us all and our families. I have not been able to fully prepare the power point file for my presentation due to the holiday, so I will make copies for the hearing and will bring a copy of the file with me on a floppy. I have two related requests: 1) Could you make sure the projector for the power point is available? I have my own computer . . . 2) Since I will be speaking on behalf of about 10-12 households, I request a ten-minute time slot for my presentation. Could you confirm with the board chairman today (Tuesday) if that will be allowed? I think this is a wonderful organization but am opposed to this event in my residential neighborhood for the following reasons. Last year's events were very loud, we could actually feel the sound waves through the air at our house. The access to the parking area is difficult for drivers to see and people slowing to pull in and people pulling out onto WCR1 create a traffic hazard. There was final no clean up following last years event. We in the neighborhood were left with the trash and the fence posts and snow fencing were left for months before the snow fence was taken down and rolled up. Then the rolls were left laying in the field. We are strongly opposed to this "outdoor bar" in our neighborhood. We resent the continued attempts to sneak these events past the residents without notification, and we are very concerned with the disrespect shown by the county and Mr Rodridguez-Gallegos for the people who live in the area and are forced to suddenly deal with increased traffic, poorly planned access and drainage leading to potential traffic hazards and road damage from runoff that can no longer be carried away in the ditches paid for by our taxes. There is also the unbelievable noise, the litter, and the added risks of encouraging drinking by large groups of people in a residential neighborhood. Drinking that historically has been excessive and does not appear to exclude underage drinking. Thank you, Ted & Lisa Bohannon 12350 Wasatch Rd.
