SUBJECT: Recommended revision to USR-1487 recommendation
Planning staff is recommending that the following conditions of approval be added:
1) Add as item 2.B #5: The label "CHRISTIAN ED." shall be removed from the existing
outbuilding as indicated on the site plan. (Department of Planning Services)
2) Add as item 2.B #6: An overflow parking area shall be indicated on the plat to be used in the
case of special events. (Department of Planning Services)
3) Add as item 2.H (prior to recording the plat) and renumber subsequent items:
"The applicant shall attempt to address the requirements/concerns of the Boulder County Land
Use Department as stated in their e-mail received October 14, 2004. Written evidence of such
shall be provided to the Department of Planning Services." (Department of Planning Services)

Bible Baptist Church
To: Planning Services Personnel and Whom it May Concern:
We are neighbors to the North of this property and share a driveway, along with
two other homes, with the property the church is wanting to buy. Our land makes up for
half of the driveway and we are NOT wanting to share our driveway, or our land with a
church. We feel that if a church goes in at this location our property value we diminish
tremendously, especially if we all share the same driveway.
Our other concern is for our children, they ride there bikes with the other neighbor
kids in this driveway and it is a huge safety issue. This driveway is not made to hold fifty
or more people coming in and out of it. The driveway is small and if we were to have an
emergency at a time the church was letting out or people were coming in, we may not be
able to get out of our own home.
We saved money for a long time to be able to move to the country to live away
from a lot of traffic and noise. We like our quite home life and we feel we a church will
take that away especially on the weekends,the times we like to enjoy our home. Bible
Baptist has informed us that they are a small church of about 50 members,but like I told
the Minister of the church, Jim Duncan, "Aren't you moving to the Erie area,an area that
is going fast,to be able to have your congregation grow."He of course answered, "Yes,
they would like to grow." We feel that if this church is approved,they will be able to
grow and grow and grow however big they want to.
The property in question, is a country home, with a shared driveway and close
neighbors, whom have moved to the country to enjoy the piece and quite, NOT to live
next door to a church. If a church goes in next to our home it will kill our property value,
no one move's to the country to live next to and share a driveway with a church.
Please take all of our concerns into account before making any decision on letting
a church in at this property. If for some reason you decide it is a good idea for them to be
there,please make them put in there OWN driveway, BEFORE they are able to purchase
and take ownership of the property.

Chris - sorry for the delay in response. Wherever your earlier referral went is a mystery.
At any rate, I have reviewed the materials you Faxed over and have a few comments for your
consideration.
1) Since the property in question is designated as "Open Space" on the current Erie
Comprehensive Plan, is in a predominantly rural area, and fronts on County Line Road (Weld
County Road 1) we would recommend a more generous landscaping plan be submitted to reduce
the visual impact of the church and parking area.
2) Lighting in the parking lot should be "Dark Sky" compatible (example fixtures can be
found at http://www.darksky.org/fixtures/fixtures.html) . Our revised Land Use Code limits
light stanchion heights to 12 feet; we have found that this is more than adequate for
safety and security lighting.
3) The application speaks to a maximum congregation size of 75 and 3,450 square feet of
building. We would advocate that action approving the docket contain language requiring a
new USR procedure or other discretionary review if these numbers are to be exceeded or if
any other "substantial modification" is proposed for the parking area or hours and days of
use, since our experience has been that churches are often used for other activities than
worship and congregations can often grow significantly beyond the numbers projected.
4) Will ingress/egress turn lanes be required off of Weld County Road 1 for safety
purposes?
i Will there be a staff person or caretaker living on site to watch over the premises?
