The Weld County Council met in regular session in full conformity with the Weld
County Home Rule Charter, Tuesday, February 17, 2004, 6:30 p.m., at Weld County
Centennial Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by President Douglas Rademacher.
Vice President Chip Marks, Councilman Dwaine Kurtz, Councilman Mitchell Martin, and
Councilman Sander were present, constituting a quorum of the members. Also present:
Deputy Coroner Mark Ward and the Council secretary, Bev Thomas.
REVIEW PROGRAM: Weld County Deputy Coroner Mark Ward presented an
overview of the activities of the Coroner's Office including the numbers of deaths in
Weld County during 2003/2004 by age and cause. He explained which deaths are
reviewed, which are investigated, and which go to autopsy. He also covered the
procedures for handling unidentified bodies, release of bodies to funeral homes, and
deaths, other than from natural disease. He included suicides (by method) and traffic
deaths by age and locations as well as the response time of the Coroner's office. Mr.
Ward stated all Weld County autopsies are performed in a suite at McKee Hospital
because Dr. Stephen Cina is based in Loveland, while the Weld County morgue is in
the basement at Centennial Center. It was noted there is not a forensic pathologist
based in Weld County.
After a five-minute recess, the meeting resumed at 7:45 p.m.
AGENDA ADDITIONS/APPROVAL: The agenda was approved as printed.
APPROVAL OF MINUTES: Vice President Chip Marks made a motion to approve the
January 20, 2004 meeting minutes. The motion was seconded and carried.
PUBLIC COMMENT: There was no public comment
APPOINTMENTS AND ANNOUNCEMENTS:
It was noted:
• The first day to receive a petition to run for the Weld County Council for terms
beginning January 1, 2005 is July 15, 2004. Petitions must be turned in by
September 3, 2004.
• Council seats held by Councilmen Martin, Rademacher, and Sander are up for
reelection in November 2004.

listed bills.
