The Town of Berthoud has received a county referral for the Site Plan for the LAMA RC
Flying Site. The subject property is located outside of the Town's adopted Growth
Management Area (GMA), Cooperative Planning Area (CPA), and Community Influence
Area (CIA). Therefore the Town of Berthoud has no comments on this proposal.

There are no current or historical building permits on record for this parcel.
1. A building permit will be required for all structures placed or constructed on this site to
include the Tuff Shed, the cargo container and any signs. The permit application shall include a
plot plan showing distances between all buildings and from buildings to property lines.
2. Setback and offset distances shall be determined by the Zoning Ordinance. Offset and
setback requirements are measured to the farthest projection from the building.
3. A Flood Hazard Development Permit shall be submitted for buildings constructed within the
100-year flood plain.

Subject: USR - 1446
The sheriff's office has no concerns with this Special Use Permit. The sheriffs office
would however be willing to provide a program entitled Crime Prevention through
Environmental Design to the developer. This program reduces the likelihood of criminal
activity at a specific location by"hardening" it to crime.
The Sheriffs Office lacks the ability to absorb any additional service demand without the
resources recommended in the multi-year plan provided to the Board of County
Commissioners or as indicated by growth not considered at the time the plan was
developed. I have no other comments on this proposal.

SUBJECT: Longmont Aircraft Modelers—Weld County Referral
Project Description/Back¢round:
This is a site specific development plan and special review proposal for a recreational facility. The site is
approximately 7 acres and will be used for flying radio control model aircrafts. The property is north of and
adjacent to County Road 36 and just east of County Road 1.
Review Criteria:
The intent of the review of the referral is to accurately assess the drainage and transportation aspects for the site
and confirm that these aspects will not impact the surrounding areas that are in Larimer County. Development
review staff from this office have reviewed the materials that were submitted to our office per the criteria found in
the LCLUC, Road Manual, Access Code, Storm-Water Management Manual (LCSWMM), and pertinent
Intergovernmental Agreements.
Transportation/Access Issues:
• This project will access off of Weld County Road 1 (LCR 904). The Larimer County Transportation Plan,
adopted in September of 2000, functionally classifies LCR 904 as a minor collector that requires a 100-foot
right-of-way(50 feet half right-of-way). Larimer County typically requests that any additional ROW needed
be dedicated as part of the proposed development.
• Larimer County maintains County Road 904 and we are therefore interested in any additional trips that will
be using the section of CR 904 to the north of the site. Therefore,we would like a Traffic Impact Study for
this development submitted to our office for our information and review.
Draina2e/Floodplain/Erosion Control Issues:
• We assume that a Drainage and Erosion Control Plan and Report will be required. However, it does not
appear that any unincorporated areas of the County will be impacted by drainage off of this site.
Conclusion:
Other than our interest regarding the additional trips that will be generated on County Road 904, our department
does not have any major concerns with the proposal.

The Weld County Public Works Department has reviewed this proposal. This project falls primarily under
purview of the Use by Special Review Standards, Weld County Code, Chapter 23, Article II, Division 4, Section
23. Our comments and requirements are as follows:
COMMENTS:
WCR 36 is designated on the Road Capital Improvement Plan in the County Wide Impact Fee Code
Ordinance, Section 20-1-30, as a local gravel road, which requires a 60-foot right-of-way at full build out.
There is presently a 60-foot right-of-way. This road is maintained by Weld County. Pursuant to the definition
of SETBACK in the weld County Code, Chapter 23, Article III, Section 23-3-50, the required setback measured
from the future right-of-way line.

REQUIREMENTS:
Access: Utilize the existing access to the proposed USR facility. There is a steel pipe gate and (4) four strand
barbed wire fence securing the facility. The gate is set back from the County road to provide a vehicle space
to pull off WCR 36 prior to opening the secured gate.
There will be no staging or parking on WCR 36. Utilize the internal parking spaces to the facility.
Off-Street Parking: The off-street parking spaces and the access drive shall be surfaced with gravel, asphalt,
concrete or the equivalent and shall be graded to prevent drainage problems. The parking diagram indicated
that the chain link fence is separated from the facility.
Overflow Parking: The applicant indicated that the additional overflow parking is located directly south of the
main parking area.
Storm Water Drainage: The historical flow patterns and run-off amounts will be maintained on site in such a
manner that will reasonably preserve natural character of the area and prevent property damage of the type
generally attributed to run-off rate and velocity increases, diversions, concentration and/or unplanned ponding
of storm run-off.

The Department has reviewed the request for a private recreational facility for flying radio controlled
model aircraft. The Longmont Aircraft Modelers Association (LAMA) active site will be 7 acres in the
southeast corner of 120 acres. The flight operations of the facility have been outlined on page 1 of the
completed questionnaire and the Department recommends that these procedures be followed. The
applicant proposes to use port-o lets for sewage disposal for the life of the facility. The Department
recommends a permanent vaulted restroom for use at the site. Because of the nature of the recreational
activities no water will be required to be provided on site by the applicant.
The Department recommends approval of this application with the following conditions:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and Facilities Act,
30-20-100.5, C.R.S., as amended) shall be stored and removed for final disposal in a manner
that protects against surface and groundwater contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not meant to include
those wastes specifically excluded from the definition of a solid waste in the Solid Wastes
Disposal Sites and Facilities Act, 30-20-100.5, C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls fugitive dust,
blowing debris, and other potential nuisance conditions.
4. Fugitive dust shall be controlled on this site.
5. This facility shall adhere to the maximum permissible noise levels allowed in the Industrial Zone
as measured in Section 25-12-103 C.R.S., as amended. This standard shall be monitored and
enforced only as the result of an adjacent property owner complaint.
6. Permanent, vaulted restroom facilities shall be provided for the public. A vault facility similar to a
rest area or park service facility is recommended.
