RE: Paving Plans for WCR 23.5 North of WCR 2
Dear Mr. Eiberger:
This letter is in response to your letters to the Board of County Commissioners and the Director of Public
Works concerning plans to pave WCR 23.5 from WCR 2 northward.
In 2000, the Board of Commissioners adjusted the Roadway 5-Year Plan to construct a stabilized base on
this segment of WCR 23.5 in lieu of paving. The traffic counts were slightly in excess of 200 vehicles per
day and stabilized base improvements were judged to be sufficient for that level of use. Paving
improvements, which are made due to traffic volume, should be significantly higher than 200 vehicles per
day.
This segment of WCR 23.5 continues to be maintained as a stabilized base road and it is reworked at
least once yearly. If conditions warrant, it will be reworked twice yearly.
Counts taken in May of 2004 indicate the traffic volume continues to be slightly over 200 vehicles per day.
Based on this information, the County continues to be committed to maintaining WCR 23.5 north of WCR
2 as a stabilized base road.

I am writing to you regarding the South end of WCR 23 '/2.
While 23 'h is at the most southern end of Weld County,could you look into the status of
paving one mile of the road, from 168th'heading North. Road 23 /runs North& South,
and connects 168th to Wattenburg. The road is paved on the North end,but the Southern
portion, where numerous residences are located, is not.
The public works department has spent a lot of monies on chemicals, and grading the
road, but due to the weather and use, it becomes rut ridden very quickly.
While the road does not access hundreds of residences,the agriculture, gravel mining,
and water storage in the area add a great deal of monies to Weld County.
