RESOLUTION NO. 2004-R06
A RESOLUTION ENCOURAGING THE WELD COUNTY
BOARD OF COMMISSIONERS TO CONTINUE THE
MOSQUITO CONTROL PROGRAM
WHEREAS, the County and the participating municipalities had a successful mosquito
control program in 2003 and 2004; and,
WHEREAS, the mosquito control was sufficiently successful in 2004 to reduce the
number of West Nile Virus cases significantly and prevent any deaths from the disease; and,
WHEREAS, because the Mosquito Control Program has been so successful, the Board of
County Commissioners has decided to dramatically reduce or eliminate the program in 2005;
and,
WHEREAS, the Board of Trustees of the Town of Kersey believes that the Mosquito
Control Program should be continued.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF KERSEY, COLORADO AS FOLLOWS:
1. The Board of Trustees of the Town of Kersey, Colorado hereby encourages the Board
of County Commissioners to continue the Mosquito Control Program for the year 2005 and
future years.
2. Cities and towns are without authority to engage in spraying, larvacide treatment and
other mosquito control programs outside of their municipal boundaries and most of the mosquito
breeding habitat lies outside the municipalities where municipalities are unable to act against
mosquitoes.
3. The County mosquito control program in conjunction with numerous municipalities
has resulted in economies of scale and has made the program affordable to the County and to
municipal governments.
4. Municipalities are unable to effectively manage their own mosquito control program
without the territorial jurisdiction of Weld County and without combined financial resources of
the County.
5. Mosquito control is important not only for disease prevention, but also to enhance the
quality of life in Weld County. Mosquito control has been successful, in that it has reduced the
number of West Nile Virus cases and has enhanced the quality of life in the County.

6. The Board of Trustees of the Town of Kersey particularly encourages Weld County
to continue the larvacide program to the same extent as in previous years as it has been the most
successful part of the program in reducing mosquito numbers. The Board of Trustees of the
Town of Kersey strongly encourages the Board of Commissioners of Weld County to continue
funding the Mosquito Control Program at a significant level and to cooperate with municipalities
to continue administration of the Weld County Mosquito Control Program.
