RE: APPROVE APPLICATION FOR 2003 - 2004 SCHOOL CHEMISTRY SAFETY GRANT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with an Application for the 2003-2004 School
Chemistry Safety Grant between the County of Weld,State of Colorado, by and through the Board
of County Commissioners of Weld County, on behalf of the Weld County Department of Public
Health and Environment, and the Colorado Department of Public Health and Environment,
commencing April 30, 2004, and ending October 1, 2004,with further terms and conditions being
as stated in said application, and
WHEREAS,after review,the Board deems it advisable to approve said application,a copy
of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Application for the 2003-2004 School Chemistry Safety Grant between
the County of Weld,State of Colorado,by and through the Board of County Commissioners of Weld
County, on behalf of the Weld County Department of Public Health and Environment, and the
Colorado Department of Public Health and Environment be, and hereby is, approved.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 21st day of April, A.D., 2004.

Background: Weld County covers an area of 3,999 square miles. Within that area, Weld County has 67
schools providing educational services to approximately 30,000 students. Because of the large geographic
area that Weld County Department of Public Health & Environment serves; it is our intent to reconvene
the Weld County Regional Resource Team for the Management of School Chemicals. This regional
resource team consists of Weld County personnel, the Union Colony hazardous materials team, school
district personnel, and representatives from local city or municipality law enforcement and fire protection.
The Weld County Regional Resource Team's primary objective will be to develop a procedure on the safe
removal of hazardous chemicals found in a school setting and practice in a table top exercise format.
In addition to the development of the Regional Resource Team, we will conduct school inspections before
and after the implementation of this team and its mission.
Application
1. Project Title: Regional Resource Team for the Management of School Chemicals in Weld County.
2. Health Problem Addressed: Reduce the risk to students and staff in Weld County schools from toxic
and hazardous chemicals.
3. Project Strategy: This program will develop a regional resource team to assist with chemical
management in schools. A chemical resource team will be set up, which draws on existing expertise
within the region and local communities with assistance from other agencies when specialized skills
or equipment is needed.
4. State Health Objectives: This program will address Health People 2010 Objectives 8-20 by increasing
the proportion of the state's primary and secondary schools that have established, implemented, and
maintained the appropriate chemical management systems, thereby reducing the hazards associated
with potentially dangerous, unstable, and shock-sensitive chemicals, and ensuring the safety of the
students and faculty.
5. Local Health Objectives:
A.)Develop a regional resource team in Weld County consisting of representatives from Weld County
(health department, law enforcement, etc.), Union Colony Hazardous Materials Team, Colorado
Department of Public Health & Environment, and local cities and municipalities to serve as a
resource for Weld County school districts for the proper management and disposal of chemicals
used in school laboratories,by September 30, 2004.
This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issue 2:
Community Partnerships.
Goal: To increase public/private collaboration on projects which affect public health.
Objective 2: A baseline number of public/private collaborations will be established by
December 31, 2001 and increased annually by 1 %until 2005.
B.) Assist with school laboratory inventory audits and inspections, by September 30, 2003.
This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issuel l: Waste
Generation, Disposal and Diversion.
Goal: Increase environmentally friendly waste handling opportunities for residents and industries.
Objective 2: Increase overall usage of available problems and services by a minimum of
10% from 2000-2001.
6. Essential Service Area: The formation of regional resource teams crosses over several essential
service areas, including: Essential Service 3 — Inform and Educate; Essential Service 6 — Enforce
Laws and Regulations; Essential Service 7 — Link people to service; and Essential Service 4 —
Mobilize Partnerships. Of these four services, Essential Service 4 is the most closely related service
with the other identified services being an outcome of the mobilization efforts.
As outlined in the project objectives, this project encompasses all of these essential service areas.
Within the parameters of the proposed training, we hope to educate the participants of the potential
hazards they may have or may be creating within their own schools, as well as provide them with
the resources and knowledge for possible changes. As participants of the educational training return
back to their schools and discover areas of needed improvement or remediation,we realize that there
will possibly be the need for expert assistance, thus the reason for the development of a regional
resource team to respond to these issues.
7. Local Support: Weld County Board of Commissioners, Weld County School District 6, Weld
County (health department and law enforcement), Union Colony Hazardous Materials Team, and
local city and municipality law and fire enforcement staff.
8. Full-time Equivalent (FTE): The CDPHE Consumer Protection, Hazardous Materials and Waste
Management Divisions, and the Office of Local Liaison will perform oversight activities.
Locally, the responsibilities of this project will fall upon staff of the Weld County Department of
Public Health & Environment.
9. Role of Funds: These dollars will be utilized in an "incubator role." That is, they will provide seed
money to help establish the regional resource teams and develop the infrastructure needed to
provide directed and expedient responses to requests within their regional area.
Locally, the funds will go towards the development and implementation of an educational training
on safe chemical management in schools (including the introduction of small-scale chemistry), for
teachers, curriculum specialists, risk managers, and purchasing agents, as well as personnel time to
assist schools with inventory audits and inspections.
10. Other Funding Sources: In-kind funds from Weld County, and local cities and municipalities as
involved.

SUBJECT: Grant Application, Reconvening of
Regional Team for Management of
School Chemicals in Weld County to
establish and practice protocols.
Enclosed for Board review and approval is a grant application to the Colorado Department
of Public Health & Environment for funds to reconvene the Weld County Regional
Resource Team for the safe management of school chemicals in Weld County. The
application also covers time spent for the inspection of school chemistry laboratories within
Weld County.
The grant request and subsequent activities correlate with Goals defined in the
Departments' Strategic Plan.
The grant request is $ 2,380.00. It provides funding for personnel and training materials.
The funding source is through federal pass through dollars made available from the State's
Performance Partnership Agreement with the Environmental Protection Agency. The
funding cycle is from April 30, 2004 through October 1, 2004.
I recommend approval of this grant request.
