HomeMy WebLinkAbout20040678.tiff HEARING CERTIFICATION DOCKET NO. 2004-24 RE: A SITE SPECIFIC DEVELOPMENT PLAN AND MINOR SUBDIVISION FINAL PLAN, MF#1001, FOR EIGHT(8) ESTATE ZONED LOTS (WB FARM ESTATES) -CARL HILL CIO WESLEY AND JULIE HILL A public hearing was conducted on March 24, 2004, at 10:00 a.m., with the following present: Commissioner Robert D. Masden, Chair Commissioner William H. Jerke, Pro-Tem Commissioner M. J. Geile Commissioner David E. Long Commissioner Glenn Vaad Also present: Acting Clerk to the Board, Esther Gesick Assistant County Attorney, Lee Morrison Planning Department representative, Sheri Lockman Health Department representative, Pam Smith Public Works representative, Peter Schei The following business was transacted: I hereby certify that pursuant to a notice dated March 5,2004,and duly published March 10,2004, in the Fort Lupton Press, a public hearing was conducted to consider the request of Carl Hill do Wesley and Julie Hill, for a Site Specific Development Plan and Minor Subdivision Final Plan, MF #1001, for eight (8) Estate Zoned lots (WB Farm Estates). Lee Morrison, Assistant County Attorney, made this a matter of record. Sheri Lockman, Department of Planning Services, presented a brief summary of the proposal and entered the favorable recommendation of the Planning Commission into the record as written. Ms. Lockman gave a brief description of the location of the site, with lots ranging in size from 2.5 to 4.23 acres. She stated the sites will be serviced by the North Weld County Water District and septic systems. Ms. Lockman described the surrounding uses and displayed photographs of the area. She stated 15 referral agencies reviewed this proposal, and staff has received no correspondence from surrounding property owners. Pam Smith, Department of Public Health and Environment,and Peter Schei,Department of Public Works, each stated they have no comments at this time. James Rawson, Snowdance Group, LLC, represented the applicant and explained there is a mailbox that is currently being used by the existing residence. He requested Condition#1.M not be required prior to recording the plat,which will allow them to complete all of the residences and then install the new central mailbox site. He also requested Condition#1.C be modified regarding the landscaping amount. In response to Commissioner Geile,Ms.Lockman stated Condition#1.C can be deleted since it has been addressed,and staff has no concerns with moving Condition#1.M to a new category titled "Prior to Release of Collateral." Responding to Chair Masden, Mr. Rawson stated the School District is asking fora mitigation fee,which has been paid. Commissioner Geile moved to approve the request of Carl Hill do Wesley and Julie Hill,for a Site Specific Development Plan and Minor Subdivision Final Plan, MF#1001,for eight(8)Estate Zoned lots (WB Farm Estates), based on the recommendations of the Planning staff and the Planning Commission,with the Conditions of Approval as entered into the record. His motion also included deleting Condition #1.C, moving Condition #1.M to a new category titled "Prior to Release of Collateral,"and relettering as appropriate. The motion was seconded by Commissioner Long. In response to Chair Masden,Mr. Rawson stated he and the applicant have reviewed and concur with the Conditions of Approval as discussed. There being no further discussion, the motion carried unanimously and the hearing was completed at 10:15 a.m. This Certification was approved on the 24th day of March 2004.
