WELD COUNTY COUNCIL ,
January 20, 2004

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, January 20, 2004, 6:30 p.m., at Weld County Centennial
Center, 915 10th Street, Greeley, CO.
ROLL CALL: The meeting was called to order by Vice President Douglas
Rademacher. Councilman Dwaine Kurtz and Councilman Chip Marks were present
constituting a quorum of the members. Councilman William Sander was excused and
Councilman Mitchell Martin arrived at 6:53 p.m. Also present: Sadie Rademacher and
the Council secretary, Bev Thomas.
ELECTION OF WELD COUNTY COUNCIL 2004 OFFICERS:
2004 Weld County Council President
Vice President Douglas Rademacher opened the floor for nominations for 2004 Weld
County Council President. Councilman Dwaine Kurtz made a motion to elect Vice
President Douglas Rademacher 2004 Weld County Council President. Councilman
Chip Marks seconded the motion and it carried unanimously.

President Douglas Rademacher made a motion to elect Councilman Chip Marks 2004
Weld County Vice President. Councilman Dwaine Kurtz seconded the motion and it
carried unanimously.
REVIEW PROGRAM: Weld County Extension Director Jim Smith presented a review
program about the Weld County Extension Office including the history of Weld's
Cooperative Extension Services and its purpose: to provide information and education,
and encourage the application of research done at Colorado State University. The 4-H
Program is the Extension's means of accomplishing these goals with the county's youth.
Mr. Smith explained the funding for Weld's Extension Service comes from the state of
Colorado, the US Department of Agricultural, and 45% of its budget from Weld County
government. He also explained the adjustment of staff assignments due to budget cuts,
the staff members' areas of expertise, and the services provided by the Extension
Office.
After a 5 minute recess the meeting was resumed at 7:20 p.m.
AGENDA ADDITIONS/APPROVAL: There were no additions to the agenda.

APPROVAL OF DOCUMENTATION:
December 16, 2003 Meeting Minutes
Councilman Dwaine Kurtz made a motion to approve the December 16, 2003 Council
minutes. Vice President Chip Marks seconded the motion and it carried.
2003 Fourth Quarter Report to the People
Councilman Mitchell Martin made a motion to approve the 2003 fourth quarter Report to
the People. Councilman Dwaine Kurtz seconded the motion and it carried.
NEW BUSINESS:
2004 Weld County Council Coordinator& Elected Officials Assignments
The following coordinator and elected officials assignments were made:
President Douglas Rademacher Finance, Purchasing, Personnel
Vice President Chip Marks Health Services and Sheriffs Department
Councilman Dwaine Kurtz Public Works and Assessor's Office
Councilman Mitchell Martin Human Services and Social Services
Councilman William Sander Planning Services and Clerk & Recorder
2004 Weld County Council Review Programs & Program Coordinators
The following assignments were made for planning of the Council's review programs:
February President Douglas Rademacher
March Vice President Chip Marks
April Councilman Mitchell Martin
May Councilman Dwaine Kurtz
June Councilman William Sander
July Vice President Chip Marks
August and September the Council will consider salary-setting for elected officials.
The October, November, and December meetings will be planned at a later date.
APPOINTMENTS AND ANNOUNCEMENTS: The 2004 change in the mileage
reimbursement rate to .355 was noted.
CORRESPONDENCE: Council members reviewed the correspondence.
PAYMENT OF THE BILLS: Vice President Chip Marks made a motion, seconded by
Councilman Dwaine Kurtz, to pay the bills as listed.
Mileage for Vice President Chip Marks $29.82
Mileage for Councilman Mitchell Martin $22.72
Mileage for President Douglas Rademacher $19.88
Subscription to Ft. Lupton Press $37.00
The motion carried.
