Subject: East Memorial Park Third Annexation
Enclosed, please find the Annexation Impact Report pertaining to a petition for annexation for a parcel of
ground which is located east of Balsam Avenue, north of East 24th Street, specifically at 715 E. 24th Street.
The subject site is owned by the City of Greeley. This document fulfills the statutory requirements pursuant
to C.R.S. 31-12-108.5 of filing a one copy with the board of county commissioners governing the area
proposed to be annexed.
The following is the City of Greeley schedule for processing this request.
June 15, 2004 City Council Ordinance Introduction
June 22, 2004 Planning Commission Public Hearing
July 20, 2004 City Council Public Hearing/Final Reading of Ordinance

INTENDED/PROPOSED USES A parking lot is being proposed by the City of
Greeley Parks Department. At this time, no
further uses are proposed. The property must be
zoned within 90 days of annexation. The
specific zoning request will be evaluated during
that process.
COMPREHENSIVE PLAN The property is entirely within the City of
Greeley's Long-Range Expected Growth Area
(LREGA), Urban Growth Area (UGA), Mid-
Range Expected Service Area (MRESA), and
Municipal Services Suitability Area (MSSA). A
full level of urban services are currently
available to the site.
ANALYSIS The property is adjacent to the municipal
boundaries of the City of Greeley for 1,540 feet
which gives the annexation approximately
100% contiguity with the City boundaries. This
exceeds the State of Colorado one-sixth
(16.67%) contiguity standard regarding
annexations.
The annexation will not further extend the
municipal boundary of the City of Greeley in
any direction.
The annexation of this site into the City would
be consistent with present growth patterns and
Comprehensive Plan policies. There is
evidence that this site shares a common interest
with the City's future. The requirements of
State statutes and City of Greeley guidelines for
annexation appear to have been met by this
requested annexation.
Since the only development planned for the
property is a parking lot for the parks in the
area, there should be no impact on School
District 6.

The subject site is located in School District 6.
The subject site is proposed to be a parking lot for a City park. The site currently has a single-
family residence and several accessory structures. The structures will be removed from the site
starting the first part of June 2004, with completion by July 2004. The proposed use will not
generate any dwelling units or school students.
