To my best knowledge, all of the requirements outlined in your letter have been addressed accordingly, enabling the ' . relocating hangar owners to obtain the necessary building permits without delay. COLORADO June 10, 2004 Marilyn Taylor Platte Valley Airpark 7507 Weld County Road 39 Fort Lupton, CO 80621 Subject: S-409, Platte Valley Airpark PUD Dear Marilyn: The Department of Planning Services is in receipt of a facsimile letter dated May 26, 2004 and received by this office on the same date. Staff has also reviewed your hand written letter June 7, 2004 concerning the building permits for the new hangers. As previously stated, in staff's letter dated April 26, 2004, it is the determination of this office that the proposed modifications are in-line with the approved plat(s) under the following conditions for approval. First, the Department of Planning Services will require written and graphic evidence that the portable hanger location will be accessible to the existing improvements on site, and further, that the proposed hangers will not impede the drainage, circulation or Airport mandated regulations presently in place. Second, the KenAero aircraft parts business shall be accurately delineated on the plat. Further, the internal vehicle circulation pattern shall be delineated including the location of all vehicular parking areas, including number of spaces in each parking area. Per County Code, the parking shall be screened and paved. For detailed parking requirements, see Article IV, Division 1 of the County Code. Third, the area utilized trash collection shall be screened from public rights-of-way and all adjacent properties. These areas shall be designed and used in a manner that will prevent wind- or animal-scattered trash. The trash collection area shall be delineated on the plat. Four, the water supply and sanitary sewage disposal facilities have been adequately addressed and no further information is required for this specific application to accommodate the KenAero facility and the additional hangers as noted on the plat. Five, given that the KenAerai'dcility is considered a commercial use iQlving outdoor storage of vehicles, equipment, airplanes, airplane parts or materials when permitted shall be screened from public rights-of-way and all adjacent properties. The facility shall operate in conformance with the operation standards set forth herein and also attached to the PUD, Weld County Land Use Case Number S-409. Operation Standards. Commercial uses shall demonstrate conformance with the following operation standards to the extent that they are affected by location, layout and design prior to construction and operation.. Once operational, the operation of the uses permitted shall conform to these standards. Six, staff requests a graphic document, 24x36 inches in dimension outlining the present on-site conditions, specific to this request and to the modification of the retention-detention basin, new underground piping for stormwater conveyance and final hanger placement. The hangers shall be identified by owner and hanger number. This document will not be recorded and will be utilized for in-house use only. The drawing shall be prepared with a hierarchy of line weights. All structures present and proposed shall be delineated with a heavy line with future structures to be identified as proposed and hachure.' • Seven, the appropriate building permits will be required prior to any activity occurring on site: including excavation, grading and construction. Please contact the Department of Building Inspection concerning all permitting requirements associated with this proposal. Eight, the KenAero facility shall utilize the existing sanitary disposal system located in the adjacent hanger. Additional information specific to this issue is available in the Department of Public Health and Environment, contact person is Pam Smith, ISDS Coordinator. Prior to, or with the submission of the Platte Valley Airpark Plat, the applicant shall address each of the eight referenced requirements prior to the release of the required building permits associated with this facility. Joanna Williams has given permission to contact her at 303-866-3581 X265, if any additional information is needed by the County. • I ant also enclosing a current septic evaluation conducted by 4-D Triangle Company on May 20, 2004, confirming that the current Platte Valley septic system is sufficient for one additional bathroom facility. As I have previously stated, even with the additional activity projected from the Aurora relocation, we are still under the calculation for 100 aircraft/patrons and 10 workers. Finally, all of the relocation activity,to include hangar construction and paving, will adhere to the Department of Building Inspection permitting requirements. I am hopeful that all of the concerns and conditions have been addressed accordingly and that staff approval may be granted as soon as possible. The activity will be aircraft parts and supplies which are used to maintain existing aircraft and to build experimental aircraft. The • products consist of: hardware (nut& bolts), fittings for hydraulic and fuel systems, tires, light bulbs and specialty tools. The principal activity will come by way of telephone and Internet orders that will be shipped out via UPS and Parcel Post. Because of the location and limited local demand, there will not be significant retail traffic other than that from the Airpark users. don't anticipate having any employees other than myself. The facility is planned to consist of a double-wide mobile office building ( 24 ft by 60 ft). The exterior of the unit will be wood paneling. It will have potable water and a bathroom included (due to the insistence of the Weld County Planning Dept.) The office building will require 60 amp electrical service, is well as water and septic hook-up. (See attached sketch) I believe the location we discussed east of the main hangar will be suitable. This should provide good access and adequate parking in the existing spaces. The nature of the business will not require additional trash disposal other than the existing trash dumpster. Should additional capacity be required i will be happy to help with the cost. There are no plans to have any outside storage of products or vehicles. This type of activity generates no noise, air quality or water quality concerns, Additional exterior lighting (other than that already in place) will not be required. Staff reviewed the letter with recorded documents- held in this office and with the County Code. It is the determination of this office that the proposed modifications are in-line with the approved plat(s) under the following conditions for approval. First, Sheet 3 of 6 outlines the proposed area for portable hangers to be south of the existing `grass runway-in an area approximately 100 by 450 feet in scaled dimension. Your letter states that this area may no longer be appropriate, and further, Platte Valley Airpark or their representatives are seeking a joint meeting with the Department of Public Works and Planning Services to discuss this issue. Speaking on behalf of the Department of Planning Services, staff will require written and graphic evidence that the portable hanger location will be accessible to the existing improvements on site, and further, that the proposed hangers will not impede the drainage, circulation or Airport mandated regulations presently in place. Second, the KenAero aircraft parts business that is to be relocated to this facility requires additional information. At a minimum a graphic sketch delineating the exact location of this facility is required. Prior to providing comment of approval to this request, staff requires the site • location sketch to be in hand with the following supporting documentation. Given that the KenAero aircraft parts business is considered a commercial operation located on the premises of the Platte Valley Airpark PUD, the business will be required to adhere to requirements of the commercial zone district, including but not limited to the following: , • Parking. Sufficient screened, off-street, paved parking areas shall be provided in the Commercial use area to meet the requirements of employees, company vehicles, visitors and customers. For detailed parking requirements, see Article IV, Division 1 of the County Code. 5thw" • Areas used for trash collection shall be screened from public rights-of-way and all adjacent properties. These areas shall be designed and used in a manner that will prevent wind- or animal-scattered trash. v6t.*i • Water Supply. Commercial uses:shall have an adequate source of potable water. ✓ • Sewage Disposal. Commercial uses shall have adequate sewage disposal facilities. J'- t • Outside Storage. Commercial uses involving outdoor storage of vehicles, equipment or materials when permitted shall be screened from public rights-of-way and all adjacent properties. Operation Standards. Commercial uses shall demonstrate conformance with the following • operation standards to the extent that they are affected by location, layout and design prior to construction and operation. Once operational, the operation of the uses permitted shall conform to these standards. • Noise. Commercial uses shall be located, designed and operated in accordance with the noise standards as established in Section 25-12-101 C.R.S. • Air Quality. Commercial uses shall be located, designed and operated in accordance with the air quality standards established by the Colorado Air Pollution Control Commission. • Water Quality. Commercial uses shall be located, designed and operated in accordance with the water quality control standards established by the Colorado Water Quality Control Commission. • Radiation and Radioactive Materials. The handling, use, storage and processing of radioactive materials shall be in accordance with the applicable regulations of the State and the United States government. • Heat. Commercial uses shall not emit heat in such an amount sufficient to raise the • temperature of the air or of materials at or beyond the Lot/ Lease line more than five (5) degrees Fahrenheit. • Light. Any lighting, including light from high temperature processes such as welding or combustion, shall be designed, located and operated in such as manner as to meet the following standards: sources of light shall be shielded so that beams or rays of light will not shine directly onto adjacent properties; neither the direct nor reflected light from any light source may create a traffic hazard to operators of motor vehicles on public or private streets; and no colored lights may be used which may be confused with or construed as traffic control devices. • • Property Maintenance. The property shall be maintained in such a manner that grasses and weeds are not permitted to grow taller than twelve (12) inches. In no event shall the property owners allow the growth of noxious weeds. (Weld County Codification Ordinance 2000-1) The letter referred to the KenAero commercial business requiring electrical connection only, this O p is not acceptable as outlined above. Staff is firm on this issue and will not waiver from this requirement. V Third, staff requests a document, 24x36 inches in dimension outlining the present on-site conditions, specific to this request and to the modification of the retention-detention basin, new underground piping for stormwater conveyance and final hanger placement. The hangers shall be identified by owner and hanger number. This document will not be recorded and will be utilized for in-house use only. Four, the appropriate building permits will be required prior to any activity occurring on site, including excavation, grading and construction.
