RE: APPROVE TWO EXPENDITURE AUTHORIZATIONS FOR WAGNER-PEYSER AND
WORKFORCE INVESTMENT ACT 10% GOVERNOR'S SUMMER JOB HUNT
PROGRAM AND AUTHORIZE CHAIR TO SIGN
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with two Expenditure Authorization Requests for
Wagner-Peyser and Workforce Investment Act Governor's Summer Job Hunt Program between
the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld
County, on behalf of the Department of Human Services, Employment Services of Weld County,
and the Colorado Department of Labor, commencing February 1, 2005, and ending August 31,
2005, with further terms and conditions being as stated in said authorizations, and
WHEREAS, after review, the Board deems it advisable to approve said request, a copy of
which is attached hereto and incorporated herein by reference.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the two Expenditure Authorization Requests for Wagner-Peyser and
Workforce Investment Act Governor's Summer Job Hunt Program between the County of Weld,
State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf
of the Department of Human Services, Employment Services of Weld County, and the Colorado
Department of Labor be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be, and hereby is, authorized to
sign said request.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
wing vote on the 23rd day of February, A.D., 2005.

COLORADO SUBJECT: Expenditure Authorizations
Enclosed for Board approval are two Expenditure Authorization Modification requesting funds
from the Colorado Department of Labor for the Governor's Summer Job Hunt Program. One
Expenditure Authorization requests $21,000 of PY 04 Wagner Peyser 10% funds and the other
Expenditure Authorization requests $9,000 of PY 04 WIA 10% funds. These funds will be used
to provide basic labor exchange services to youth seeking summer employment and to
employers wishing to hire youth.

I. BUDGET INFORMATION and NARRATIVE:
Employment Services of Weld County will use the award of$21,000.00 to cover staff costs
related to the provision of basic labor exchange services to youth job seekers and encourage
employers to hire youth for the summer. A portion of the available funds will be utilized to market
the SJH program.

II. SCOPE OF WORK:
A. Purpose and Goal
The goal of the Governor's Summer Job Hunt Program in Weld County is to assist youth in
making the transition from school to work by matching their skills and interests with available
employment opportunities and coordinate services with other youth programs.
B. Services to be Provided
Services to be provided will include the following:
Youth Recruitment
▪ A Teen Job Fair will be conducted in March 2005 in collaboration with the City of Greeley.
Employment Services will provide for registration of youth, labor market information, and
workshops on topics such as resumes, using labor market information and interviewing.
• A Spring Career Fair will be co-hosted with Aims Community College and held on April 12,
2005
• Upon registration, all youth will be encouraged to meet with a Summer Job Hunt Specialist
to discuss job development, one to one job search, and referrals to jobs.
• A number of schools will be visited prior to June. These include high schools, Aims
Community College and the University of Northern Colorado. During these visits, labor
market information, applications, referrals to jobs, and information regarding accessing
AJB etc. will be provided. Youth will be made aware of all the youth programs available at
the workforce center. Information will also be made available at local malls and other
places where youth hang out.
• Activities to increase youth awareness will include:
✓ distribution of marketing materials on services available on the internet
✓ refer youth to the resource lab to access services on the internet which would include:
job preparation, career planning, presenting yourself, furthering your education,
gaining work experience, and how to find jobs
✓ refer Youth to Job Search classes presented at the workforce center
Employer Recruitment
• Active recruitment of employers and jobs will begin in March and continue through the
program. The Summer Job Hunt Specialists will focus on employers who traditionally hire
youth for part time or summer work. Emphasis will be placed on quality job orders and
referrals. Follow-up with youth and employers will occur on an ongoing basis.
• Activities to increase employer awareness activities will include:
✓ scheduling workshops for employers on Child Labor Laws, etc.
✓ directing marketing and visits to employers who hire youth
✓ sending employers information on resources available for hiring youth
✓ sending information to employers through the quarterly newsletter
✓ educating employers and the public on the Federal and State rules regarding young
workers
✓ scheduling/coordinating activities with local chambers
Marketing
• Staff will seek public service announcements with local newspapers and radio stations as
well as purchase advertisement in selected newspapers. The Greeley Tribune will be
invited to cover the Teen Job Fair in March. Pirate Radio station has agreed to do public
service announcements promoting the Teen Job Fair
• Summer Job Hunt staff will present information to the Weld County Youth Council and
request their support in promoting the program in their individual companies and
agencies.
• Weld County will utilize at least $1,000.00 for marketing purposes and will ensure that
this amount of funds will be spent no later than June 30, 2005.
Local Office Personnel
• Coordination will occur with the other youth program operated by Employment Services.
This will include the WIA Older and Younger Youth Programs, the Tony Grampsas Youth
Services Program, and the TIGHT Youth Corps.
• Staff will attend training sponsored by the state when appropriate.
• Summer Job Hunt staff will utilize the IVR system when determined appropriate.
C. Reporting
Employment Services of Weld County will ensure that data entry is completed for all
Governor's Summer Job Hunt applications,job orders, services, referrals, and entered
employments. Staff will complete follow-up activities on a timely basis
D. Expected Outcomes
As stated in PGL 05-02-WP dated February 3, 2005, this program year will be considered as
a Pilot year to identify baseline data for the following year. As such, no specific outcomes
have been established.
E. Coordination with other One-Stop Partners
The Youth Council will discuss strategies to ensure that all youth populations and youth
serving agencies are aware of the Summer Job Hunt Program. All Workforce Center
partners will be informed of the youth programs and encouraged to have their youth, as
appropriate, access the program. In addition, staff will attend meetings with the Greeley
Youth Initiative and coordinate with the City of Greeley Parks and Recreation Department, as
well as other recreation programs for outreach.
F. Other Financial Resources to Support Program
Employment Services operates a number of programs including the Workforce Investment
Act youth programs. All youth will be encouraged to review options to see which programs
suits their needs.
G. Subcontracting Arrangements
Not applicable. Weld County does not subcontract services.
