All conditions of the original permit must be in compliance by October 10, 2004 or a Probable Cause public hearing, pursuant Chapter 23, Article II (2), Division 4, Section 23-2-270 of the Weld County Code, will be scheduled. The Department of Planning Services can not release the building permit until the final Mylar is submitted to our office for recording. The following items still need to be completed. 1. The applicant shall submit a landscaping/screening plan for review and approval. All on site landscape treatment shall comply with Section 23-3-250.A.5.a and A.5.b of the Weld County Code. Section 23-3-250.A.5.a and 23-3-250.A.5.b state a. No more than eighty-five percent (85%) of the total area of a LOT in any Commercial Zone District shall be covered. The applicant shall submit a landscaping/screening plan for review and approval. All on site landscape treatment shall comply with Section 23-3-250.A.5.a and A.5.b of the Weld County Code. This design was based on our evaluation of subsurface conditions and percolation test results presented in a report by Soils and Materials Consultants, Inc., (SMC) Project No. 1-3149-01, dated June 23, 2003. SITE CONDITIONS The site is a 40+-acre parcel located in a rural area on County Road 10 in Weld County, Colorado. There is an approximate 3% to 6% slope to the southwest at the proposed drain field area. Ground cover at the proposed OWS field consists of native grasses. PROPOSED CONSTRUCTION A five-bedroom, single-family residence is proposed in the area indicated on Figure 1. In accordance with the Individual Sewage Disposal System (ISDS) regulations, the sewage load for a five-bedroom residence with 2 persons per bedroom is 750 gallons per day (GPD). The peak sewage loading is 1125 GPD using a 1.5 peaking factor. The residence will be served water by an on-site well to be located greater than 200 feet from the proposed drain field. SUBSURFACE CONDITIONS Subsurface conditions investigated by SMC were obtained by drilling a profile boring and four percolation holes at the locations indicated on Figure 1. Subsurface conditions reported in the profile hole consisted of medium stiff to stiff, sandy clay to 4 feet underlain by very stiff, silty, sandy clay to 8 feet. The clay was underlain to the maximum explored depth of 10 feet by claystone bedrock. SMC indicated no movement of the water levels in the percolation holes. We will be designing the OWS based on a percolation rate of 180 MPI, or an application rate of 0.15 gallons per day per square foot (gals/SF/day). The OWS design is based on five bedrooms, an average sewage load of 750 GPD and an application rate of 0.15 gals/day/SF. The application rate is based on evapotranspiration and absorption. A 2000-gallon two- compartment precast concrete septic tank with an OrencoTM Biotube® pump vault in the second compartment has been designated for the site, as presented on Figures 2 and 4. A 1000-gallon, single- compartment precast concrete septic tank with an OrencoTM effluent filter followed by a 1000-gallon two-compartment precast concrete septic tank with a pump vault in the second compartment may be used as an alternative. A total of 10,800 SF of low-pressure drip irrigation drain fields in nine sections must be installed, as indicated on Figure 3. Distribution valves are required to distribute effluent. Pump specifications are presented on Figure 5. The OWS should be constructed similar to Figures 2 through 6. All construction should be in accordance with the ISDS regulations, the septic permit from Weld County and this design. If the owner is anticipating finishing of additional bedrooms in unfinished areas, we recommend the OWS be constructed to handle the additional loading. The installation of a properly sized OWS to serve future build-out can be cost effective. The proposed 2000-gallon septic tank and pump configuration will serve up to six bedrooms. Septic tank capacity will have to be increased 250 gallons for each additional bedroom. Each additional bedroom over five bedrooms would require additional drain field area. Our office should be contacted to revise this design if additional bedrooms are proposed. The surface of the field should be seeded after installation of the system to reduce erosion and provide plant transpiration. A seed mix should be used, such as "Foothills, Pasture, or Prairie" mixes, which are available at seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkler system should be installed over the field. INSTALLATION OBSERVATIONS The installation of the OWS is to be observed by the design engineer. Observation is required prior to backfill. At that time, the septic tank is to be installed with risers on the tank, and inlet and outlet connections properly bedded. The drain field is to be ready for backfill with dispersal pipes in place. Other components such as distribution valves, effluent filters or pumping systems, as applicable, will be observed at that time. Property corners or lines must be clearly marked and labeled. The installation observations will be invoiced separately and are not included in our design fees. OPERATION AND MAINTENANCE The owner must realize an OWS is different from public sewer service. The owner must assume responsibility for continued maintenance of the system. In the absence of a monitoring program, septic tanks must be pumped every 2 years. Effluent filter and screened vaults, as applicable, are to be cleaned at the time of pumping or as needed. Disposal of plastic or other non-biodegradable material into the OWS should be avoided. Water use must be monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, a malfunctioning toilet can consume in excess of 1000 GPD. An excess 1000 GPD loading could flood and irreparably harm the OWS. Distribution valves should be rotated every 6 months to allow drying of sections of the drain field. The chemical and hydraulic loading from the backwash of a water softener can be detrimental to the OWS, and a separate dry well should be constructed for the backwash brine. Chemically treated water from a swimming pool or spa should not be introduced into the OWS. Livestock and automobile traffic should be kept off the drain field at all times. No landscaping or plastic can be used over the drain field that will reduce the performance of the drain field. The OWS is designed for normal Colorado climate of approximately 15 inches of precipitation per year. Watering over the drain field area will add to the hydraulic loading, which can adversely affect the performance, and possibly the longevity of the OWS. LIMITATIONS A low-pressure drip irrigation system requires installation by a contractor who is experienced in its installation. Our design and recommendations are based on data submitted. If conditions dif- ferent from those described in this report are encountered, we should be called to observe the conditions. If proposed construction is changed, we should be notified to evaluate the effect of the changes on the OWS. Our office should be contacted prior to any modifications to this design to evaluate the effect of the modification. Pipe type and size, burial requirements, septic tank construction, and other specifications that are not depicted in our report are to conform to the requirements of the ISDS regulations. The installer of the system is to be approved by the county health department, and is to have demonstrated knowledge of the ISDS regulations and requirements. The OWS design requires installation observations. Observations are not included in the cost of this design.
