INTRODUCTION
The following report has been prepared pursuant to Section 31-12-108.5 of the Colorado
Revised Statutes (C.R.S.) and concerns the proposed annexation by Weld County,
Colorado (Owner) of certain real property including County road rights-of-way
(Property) to the Town of Lochbuie (Town). The properties proposed for annexation
comprise a total of 20.74 acres. That total includes portions of WCR 6, WCR 4, and
WCR 35, County of Weld, State of Colorado.
These annexations are proposed to be conducted in a series including:

CURRENT ZONING AND USES/PROPOSED USES/PROCESS
The Property is currently road rights-of-way within unincorporated Weld County and not
specifically zoned by the County. All uses within these annexations are for county road
rights-of-way. No zoning is being requested by the Owner and the Town is not
contemplating beginning any zoning processes for these annexations.
An Annexation Petition for the Property was submitted to the Town of Lochbuie on June
13, 2005 and the Town of Lochbuie Board of Trustees approved a Resolution of
Substantial Compliance on September 7, 2005, acknowledging receipt of the petition for
annexation for the Property and finding that the petition was in substantial compliance
with relevant annexation statutes and setting a Public Hearing related to the application.
The date, time, and place for the Public Hearing for the proposed Annexations are as
follows:
• Wednesday, October 19, 2005, Town Board: Public Hearing on annexation, held
at 7:00 p.m. at the Lochbuie Town Hall, 703 WCR 37, Building B, Lochbuie,
Colorado.

Advertising and notice,pursuant to the C.R.S., are being overseen by the Town of
Lochbuie. Copies of the annexation petition, the referenced resolution, and the published
notice of the hearing were mailed to the Weld County Board of County Commissioners
and the County Attorney, among others, in accordance with C.R.S. §31-12-108.
ANNEXATION IMPACT REPORT REQUIREMENTS
This section is divided into the six elements that correspond to Section 31-12-108.5(1(a)
through(f), C.R.S. as follows:
A. REQUIRED MAPS- C.R.S. §31-12-108.5(1) (a)
The eleven individual annexation maps are summarized as a single exhibit to this report.
The original annexation maps are available for review at the Lochbuie Town Hall.
Information provided in order to meet the provisions required by Subparagraph (a)of
C.R.S. 31-12-108.5 includes:

Exhibit B: Annexation Map (summary)
This map shows the property boundaries in relation to current Town boundaries. These
annexations are contiguous to current Lochbuie boundaries at the ratios shown above and
meet all provisions of Colorado law.
Exhibit C: Conceptual Utility Service Map (not provided)
Utilities:
No utility service is anticipated for the Property and no Conceptual Utility Service Map
has been provided. After the annexation is complete, the extension and provision of
municipal services across the Property would be negotiated between the Annexor, Town
and other appropriate agencies.
Streets:
These annexations consist of Weld County roads and road rights-of-way.
Water,Sewer,Electric Transmission and Ditches:
No Town services (water& sewer) are anticipated on the Property. Services may cross
the Property in the future.

No development is proposed within this annexation and no conceptual plan map has been
developed.

B. ANNEXATION AGREEMENT-C.R.S. § 31-12-108.5 (1) (b)
No annexation agreement is anticipated to be part of the annexation of this Property.
C. EXTENSION OF MUNICIPAL SERVICES-C.R.S. §31-12-108.5 (1) (c)
No extension of municipal services is anticipated within the area of this annexation.
Municipal services may cross or run within the alignment of the Property in the future
provided the appropriate permits and agreements are completed.
D. FINANCING SERVICE EXTENSIONS-C.R.S. §31-12-108.5 (1) (d)
No extension of municipal services into the Property is anticipated.Should service
extensions be contemplated in the future; extension of municipal services across the
Property will occur through one or more of the following mechanisms:
I. Development Fees,
2. Improvement Districts,
3. Developer Funds,
4. Metropolitan Districts,
5. Impact Fees, or
6. As otherwise agreed to between the Town and the owners of the Property.
E. EXISTING DISTRICTS IN THE AREA TO BE ANNEXED-
C.R.S. § 31-12-108.5 (1) (e)
As County road rights-of-way, these properties are not subject to taxation. There will be
no impact to any taxing district in the area. The Weld County Treasurer's office records
reflect that the Property is currently within the boundaries of the following taxing
authorities:
