RE: GRANT REQUEST FROM LIFEBRIDGE CHRISTIAN CHURCH TO PREADVERTISE
CHANGE OF DESIGNATED ZONE DISTRICTS, AMPZ#1004
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has received a request from LifeBridge Christian Church, 10345 Ute
Highway, Longmont,Colorado 80504,do Reggie Golden,4 C Corporation, P.O. Box 54, Longmont,
Colorado 80502,for preadvertisement of an application for the Change of Designated Zone Districts,
AMPZ #1004, for LifeBridge PUD with E (Estate), R-1 (Low-Density Residential), R-2 (Duplex
Residential), R-3(Medium-Density Residential),R-4(High-Density Residential),C-1 (Neighborhood
Commercial) and C-2 (General Commercial) uses, and continued oil and gas production, and
WHEREAS,said property is described as Lot B of Recorded Exemption#1389,and part of
Section 5, Township 2 North, Range 68 West of the 6th P.M., Weld County, Colorado, and
WHEREAS,after study and review the Board deems it advisable to grant said request,with
the hearing date to be set as November 9, 2005, at 10:00 a.m.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the request from LifeBridge Christian Church, do Reggie Golden, 4 C
Corporation, for preadvertisement of an application for the Change of Designated Zone Districts,
AMPZ #1004, for LifeBridge PUD with E (Estate), R-1 (Low-Density Residential), R-2 (Duplex
Residential), R-3(Medium-Density Residential), R-4(High-Density Residential),C-1 (Neighborhood
Commercial)and C-2 (General Commercial)uses, and continued oil and gas production, be, and
hereby is, granted.
BE IT FURTHER RESOLVED by the Board that the hearing date to consider said request
be, and hereby is, set as November 9, 2005, at 10:00 a.m.

LifeBridge Christian Church has submitted a request that the application for Amended Change of
Zone,AMPZ#1004,which will be heard by the Planning Commission on October 18,2005, be pre-
advertised. If you wish to approve this request, a hearing before the Board on November 9, 2005,
will allow adequate time for advertising.

SUBJECT: Lifebridge Christian Church — Pre-Advertisement
The applicant's representative for Lifebridge Christian Church, Barbara Brunk with Resource
Conservation Partners, LLC, are requesting a pre-advertisement for AMPZ-1004. The
applicant's representative have indicated in the attached letter dated August 15, 2005 that the
reason for this requires is primarily time and that they do not anticipate that there will be
significant issues that will have to be resolved between the Planning Commission and Board of
County Commissioners hearings.
Lifebridge Christian Church was submitted and deemed complete on July 27, 2005 and is
scheduled to be heard by the Planning Commission on October 18, 2005.
The Department of Planning Services understands the concerns of the applicant's
representative but does not feel this is adequate justification. Therefore, the Department of
Planning Services is recommending denial of the pre-advertisement for AMPZ-1004.

RE: Project LifeBridge PUD Detailed Change of Zone Application
Dear Jacqueline:
LifeBridge Christian Church requests that the County pre-publish and notice the public
hearing with the Board of County Commissioners so that we may proceed to complete the
process for the detailed change of zone as quickly as possible after the public hearing with
the Planning Commission.
We have worked diligently with Weld County Staff and referral agencies to resolve the
issues raised through the Sketch Plan review and submitted a comprehensive application
package. We have also hosted many neighborhood meetings and will continue to work with
the adjacent property owners to keep them informed about our progress. We do not
anticipate that there will be significant issues that will have to be resolved between the
Planning Commission and Board of County Commissioners public hearings.
