HomeMy WebLinkAbout20050432.tiff RESOLUTION RE: APPROVE APPLICATION FOR 2004 - 2005 SCHOOL CHEMISTRY SAFETY GRANT WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS,the Board has been presented with an Application for the 2004-2005 School Chemistry Safety Grant between the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the Colorado Department of Public Health and Environment, commencing March 1, 2005, and ending September 30, 2005, with further terms and conditions being as stated in said application, and WHEREAS,after review,the Board deems it advisable to approve said application, a copy of which is attached hereto and incorporated herein by reference. NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld County, Colorado,that the Application for the 2004-2005 School Chemistry Safety Grant between the County of Weld,State of Colorado, by and through the Board of County Commissioners of Weld County, on behalf of the Weld County Department of Public Health and Environment, and the Colorado Department of Public Health and Environment be, and hereby is, approved. Wallace, MD, MPH,Directo COLORADO Department of Public Health & ( J Environment DATE: February 1, 2005 SUBJECT: Grant Application, School Chemistry Safety Enclosed for Board review and approval is a grant application to the Colorado Department of Public Health & Environment for funds to expand the regional resource team (created under a previous grant), in cooperation with UNC, to include science educators within each County school district. The application also covers time spent for the inspection of school chemistry laboratories within Weld County. The grant request and subsequent activities correlate with Goals defined in the Departments' Strategic Plan. The grant request is $2,250. It provides funding for personnel and training materials. The funding source is federal pass through dollars made available from the State's Performance Partnership Agreement with the Environmental Protection Agency. The funding cycle is from March 1, 2005 through September 30, 2005. Within that area, Weld County has 67 schools providing educational services to approximately 30,000 students. Because of the large geographic area that Weld County Department of Public Health & Environment serves; it is our intent to expand the regional resource team to school educators. The school educators will be the point person for their respective districts. An instructional program will be provided to educators in cooperation with the University of Northern Colorado's MAST (Mathematics and Science Teaching)Institute. In addition to the expansion of the Regional Resource Team and its framework, we will conduct school inspections before and after the implementation of this team and its mission. Application 1. Project Title: Regional Resource Team for the Management of School Chemicals in Weld County. 2. Health Problem Addressed: Reduce the risk to students and staff in Weld County schools from toxic and hazardous chemicals. 3. Project Strategy: This program will provide which of the following? O Develop a regional resource team to assist with chemical management in schools. A chemical resource team will be set up which draws on existing expertise within the region and local communities with assistance from other agencies when specialized skills or equipment is needed. ® Support implementation project(s)developed by the existing regional resource team. Please, describe the project(s). • Project Description: A two-day LABORATORY AND FIELD SAFETY HANDS-ON WORKSHOP, will be held in Summer, 2005.The workshop is designed to help all secondary(grades 6-12) science teachers create a culture of safety in their laboratories. It is especially valuable for teachers who are teaching out of field,and special promotional emphasis will be directed towards this audience. All participants should have had at least one course in chemistry. Upon completion of the workshop,participants will be able to 1)critique their own concepts of safety and their classrooms'safety preparedness; 2)address issues related to Federal regulations and standards; 3)examine risk and liability in the context of classroom responsibility; 4)use safety equipment properly; 5)write protocols for safe field work; 6) write protocols for electrical and fire safety; 7)write "green chemistry" experiments for students in which the students minimize, destroy, or reuse unwanted products and write equations and an environmental impact statement; 8)prepare a safety manual for science classrooms that includes emergency contacts, a chemical hygiene plan, standard operating procedures,Material Safety Data Sheets, etc; 9)manage chemicals and biological specimens to prevent waste and accidental exposure to hazards; 10) interpret the safety culture concept to peers,parents, and administrators. Participants may register at their own expense for one hour of credit and will be provided with hands-on experience, lecture,and online resource management. A follow-up session will be held in Fall, 2005. The workshops will be held on the campus of the University of Northern Colorado,hosted by UNC's Mathematics and Science Teaching(MAST) Institute. 4. State Health Objectives: This program will address Health People 2010 Objectives 8-20 by increasing the proportion of the state's primary and secondary schools that have established, implemented, and maintained the appropriate chemical management systems,thereby reducing the hazards associated with potentially dangerous, unstable, and shock-sensitive chemicals and ensuring the safety of the students and faculties. 5. Local Health Objectives: A.) Expand the Regional Resource Team to include school educators in the fields of science, art, and industrial sciences. This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issue 2: Community Partnerships. Goal: To increase public/private collaboration on projects which affect public health. Objective 2: A baseline number of public/private collaborations will be established by December 31, 2001 and increased annually by 1 %until 2005. B.) Assist with school laboratory inventory audits and inspections,by September 30, 2005. This objective correlates with the Strategic Plan for Weld County 2001-2003, Strategic Issue!1: Waste Generation, Disposal and Diversion. Goal: Increase environmentally friendly waste handling opportunities for residents and industries. Objective 2: Increase overall usage of available problems and services by a minimum of 10%from 2000-2001. 6. Essential Service Area: The formation of regional resource teams crosses over several essential service areas, including: Essential Service 3 — Inform and Educate; Essential Service 6 — Enforce Laws and Regulations; Essential Service 7 — Link people to service; and Essential Service 4 — Mobilize Partnerships. Of these four services, Essential Service 4 is the most closely related service with the other identified services being an outcome of the mobilization efforts. As outlined in the project objectives, this project encompasses all of these essential service areas. Within the parameters of the proposed training, we hope to educate the participants of the potential hazards they may have or may be creating within their own schools, as well as provide them with the resources and knowledge for possible changes. As participants of the educational training return back to their schools and discover areas of needed improvement or remediation, we realize that there will possibly be the need for expert assistance, thus the reason for the expansion of a regional resource team to respond to these issues. 7. Local Support: Weld County Board of Commissioners,Weld County School District 6, Weld County (health department and law enforcement), and the University of Northern Colorado's MAST Institute. 8. Full-time Equivalent (FTE): The CDPHE Consumer Protection, Hazardous Materials and Waste Management Divisions, and the Office of Local Liaison will perform oversight activities. Locally, the responsibilities of this project will fall upon staff of the Weld County Department of Public Health&Environment. 9. Role of Funds: These dollars will be utilized in an"incubator role." That is,they will provide seed money to help establish the regional resource teams and develop the infrastructure needed to provide directed and expedient responses to requests within their regional area. Locally, the funds will go towards the development and implementation of a Laboratory and Field Safety Hands-on Workshop designed to help all secondary science teachers create a culture of safety in their laboratories. Particular promotional emphasis will be directed to those who are teaching out of field. 10. Other Funding Sources: In-kind funds from Weld County, and the University of Northern Colorado's MAST Institute. 11.
