RE: APPROVE MEMORANDUM OF UNDERSTANDING FOR HEAD START PROGRAM
AND AUTHORIZE CHAIR TO SIGN -AFFILIATED COMPUTER SERVICES, INC.
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS,the Board has been presented with a Memorandum of Understanding for the
Head Start Program between the County of Weld, State of Colorado, by and through the Board of
County Commissioners of Weld County,on behalf of the Department of Human Services,Division
of Family Educational Network, and Affiliated Computer Services, Inc., commencing January 1,
2005, and ending December 31, 2005, with further terms and conditions being as stated in said
memorandum, and
WHEREAS, after review, the Board deems it advisable to approve said memorandum, a
copy of which is attached hereto and incorporated herein by reference.
NOW,THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County,Colorado,that the Memorandum of Understanding for the Head Start Program between the
County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld
County,on behalf of the Department of Human Services, Division of Family Educational Network,
and Affiliated Computer Services, Inc., be, and hereby is, approved.
BE IT FURTHER RESOLVED by the Board that the Chair be,and hereby is,authorized to
sign said memorandum.
The above and foregoing Resolution was,on motion duly made and seconded,adopted by
the following vote on the 5th day of January, A.D., 2005, nunc pro tunc January 1, 2005.

COLORADO SUBJECT: Memorandum of Understanding be en the Family
Educational Network of Weld County (FENWC) ACS
Presented for approval before the Weld County Board of County Commissioners is a
Memorandum of Understanding between FENWC and ACS.
ACS will provide general network administration including, but not limited to:
• Backups of the Head Start server; maintenance of the Head Start server including
upgrades, patches, and server software. Maintain ongoing maintenance contracts for
network routers and the frame relay portion of the network. Provide anti-virus protection
and ongoing updates to the Head Start server and all computers within the Head Start
Network. Train Head Start staff on all software specific to Head Start.
FENWC agrees to pay in addition by Weld County Human Services to ACS under
this understanding is $70.00 per hour. During this contract period, additional services
will be needed from ACS to review, install, and test a new software for the Head
Start Managements.
The term of this Memorandum of Understanding will be from January 1, 2005 through
December 31, 2005.

MEMORANDUM OF UNDERSTANDING
between
Weld County Human Services, Family Educational Network of Weld County
(FENWC) and ACS
I. PURPOSE
The Weld County Department of Human Services received a grant for the purpose
of building a wide-area network utilizing frame relay for the Family Educational
Network of Weld County Head Start Program. The network was integrated into the
existing Weld County WAN for easier network administration and was implemented
with hardware and software meeting existing standards used at Weld County.
Hardware and software configurations will continue to meet Weld County
standards. All services will be provided consistent with Weld County standards.
Anyone using the network will adhere to guidelines set forth by Weld County Policy.
This Memorandum of Understanding is for the purpose of continuing services
related to this grant.
II. TERM OF SERVICE
The term of this Memorandum of Understanding will be from January 1, 2005
through December 31, 2005.
III. DESCRIPTION OF ROLES AND RESPONSIBILITIES
A. ACS Responsibilities
1) Provide general network administration including, but not limited to:
backups of the Head Start server; maintenance of the Head Start server
including upgrades, patches, and server software
2) Maintain ongoing maintenance contracts for network routers and the frame
relay portion of the network
3) Provide anti-virus protection and ongoing updates to the Head Start server
and all computers within the Head Start network
4) Provide upgrades and patches to the Head Start support liaison for PCs at
the administrative office and remote sites
5) Test, diagnose, and configure routers
6) Provide physical access and supervision to the Head Start server for
outside vendors necessary to support Head Start specific software
7) Communicate status of all issues and resolutions to the Head Start support
liaison
B. Weld County Human Services, Head Start Responsibilities
1) Complete upgrades and patches on PCs at the administrative office and
remote sites when received from ACS
2) Initiate paperwork to ACS for new and terminated accounts, internet
access, and email requests for Head Start staff
3) Train Head Start staff on all software specific to Head Start
4) Request assistance with issues at remote sites such as router
configurations, etc.
5) Maintain all Head Start inventories of hardware, Head Start specific
software, and list of PC configurations
6) The Head Start support liaison is the first line of contact for issues related to
the Head Start network. Head Start staff will contact the liaison for any
problems or concerns. If this needs to be elevated, the liaison will contact
ACS for assistance. ACS will contact the liaison before making changes to
Head Start computers and will relate resolution of problems to the liaison.
7) Communicate with ACS staff
IV. PAYMENT
The additional amount to be paid by Weld County Human Services to ACS under
this understanding is $70 per hour. ACS will submit an invoice to Human Services
on a monthly basis for hours incurred in the previous month.
V. ADDITIONAL SERVICES
During this contract period, additional services will be needed from ACS to review,
install, and test a new software for the Head Start Management.
