Rhoden; Thank you for allowing Interwest Communications the opportunity of responding to the RFQ for the telephone system for the Social Services Office. In reviewing alternatives to Mountain Bell we feel three areas are of major importance: The Product, the Supplier and the Finances . The Product; we are offering the ITT-TD-250 computerized electronic switching system providing state of the art technology with features and growth to meet your long range needs. The TD-250 was introduced in 1977 and since that time some 850 have been placed into service. It has proven to be one of the most reliable and flexible systems in the market today. The Supplier; Interwest Communications is an authorized ITT Distributor and as such receives engineering and replacement parts support from ITT as required. ITT also guarantees the performance of Interwest Communications as outlined in the attached letter from ITT. Interwest Communications was incorporated in Colorado in 1975 and has since built a base of more than 160 satisfied customers who you are encouraged to contact with reference to Interwest' s service and dependability. The Economics; You will find the financial aspects of our proposal extremely competitive. The reasons: 1) We receive excellent pricing from ITT on the TD-250 2) We manage our business and overhead in such a manner as to keep costs at a minumum. After second year a maximum 7% per annum escillator may apply based on labor and material cost escillation. (See enclosed maintenance contract) T. Liability Insurance - See enclosed policies U. Guaranteed Installation Date - IWC will install and activate the system a maximum of 60 days after contract award. .3. 2 Maintenance A. Maintenance Cost - Total system maintenance to include parts and labor for PBX and station equipment = $213. 75 per month for system as configured as proposed. B. Phone Maintenance - As additional telephones are added to the system maintenance costs will increase by $2.25 per month per phone C. Maintenance Escillator - Maintenance price guaranteed not to exceed 7% per annum D. Response - IWC will guarantee the following service response times Emergency Service = 3 hours from receipt of call Minor Service = 24 hours from receipt of call E. Technician/Service Ratio - One technician per 600 telephones F. Response Penalty Clause - IWC will accept monetary penalty for failure to respond to service as follows: Emergency Service = $40 per hour for every hour beyond 3 hours from receipt of call for which IWC fails to respond Minor Service = $40 per day for every day beyond one day from receipt of call for which IWC fails to respond G. Response Time - One hour minimum and three hour maximum on emergency service H. Maintenance Contract - Yes - see attached maintenance contract I . Service & Parts - IWC service and parts facility are located at 1450 Grove Street - Denver, Colorado. IWC maintains approximately $130 ,000 in parts locally with additional parts and engineering support from ITT in 43 locations in the continental U.S. J. System Insurance - The telephone system may be insured just as any other office equipment Weld County presently has . To determine what the additional cost would be your present insurance company should be contacted in that the rate to add the system to your present insurance is much less expensive than writting a stand alone policy. X. Service Technicians . - IWC presently employs seven service technicians. Additional technicians are added as required to maintain service response commitments. L. Interwest Communications Will Provide *All Required Labor, Cable and Material to Place the Above identified System Into Service *All Required Telephone Company Coordination *One Year Parts and Labor Warranty TD SERIES EPABX STANDARD SYSTEM FEATURES UNIVERSAL NIGHT ANSWER - When the console is unattended at night, this feature permits any extension user who hears the audible tone to dial an access code and take the call. The call can be trans- ferred to any other extension. CONSULTATION HOLD AND TRANSFER - Any incoming, outgoing, tie line, or extension call may be placed on hold by depressing the cradle switch and then dialing another extension for consultation. From this mode you can then return to the held party, or forward the call to the held party. MULTIPLE TRUNK ROUTES - The operator is able to select a special trunk; WATS line, foreign exchange line and other special trunks. TANDEM CONNECTION OF TIE LINES - Automatic Tandem Connections per- mits dial access to or through other locations. TOLL CALL DENIAL - Certain extensions can be restricted from placing long distance calls. CALL PICK UP - Any extension can pick up an unattended ringing telephone by dialing an access code then dialing the extension number of the ringing telephone. AUTOMATIC CALL RETRIEVAL - If a call is received on an extension and you wish to take it on another extension, flash the cradle switch and hang up. The phone will ring. To retrieve the call at another extension, dial the pick-up code, and the extension number being held. CALL FORWARDING (NO ANSWER) - This feature diverts calls directed to an unattended station to an intercept station for answering. CAMP-ON INQUIRY - Inquiry for a camped-on call enables the station user to connect to the camped-on party while conversing on the phone. OUTGOING CALL QUEUING (CALL-BACK) - The station user, on receiving a busy signal when attempting to seize a trunk, may queue the trunk to return automatically when it is free. ROUTE ADVANCE - This feature causes the system to search the next hardware route in sequence when all trunks in that route are busy, and that route is so marked in the PFM. STATION HUNTING - Permits the user to direct calls to one direct- ory number and search for an idle telephone within a group of phones. STANDARD CONSOLE FEATURES CALL QUEUING - All inbound calls are automatically queued for pick-up in the order they arrive. By taking calls in sequence, unfair waiting is avoided. CAMP-ON - The operator may extend an incoming call to a busy line and leave the connection. When the called extension becomes free, the call rings through. CALL OFFERING - When extending an incoming call to a line that is already busy, the console automatically prepares for call offering. The operator can enter the busy connection to announce, "call waiting" and then camp-on the incoming call. CALL SPLITTING - When the operator is connected to an incoming call and an extension, call splitting enables the operator to speak privately with either party. BUSY VERIFICATION - When extending an incoming call, a busy condi- tion is indicated by lamp and audible tone. CALL HOLD - The operator can hold a call and advance to another operation by depressing only one key. To return call, one key is again depressed. TRUNK STATUS LAMP FIELD - A trunk status panel enables the opera- tor to monitor the condition of trunks 000 through 099 at a glance. This helps in planning the performance of routine activities around heavy traffic. EXECUTIVE SERVICE - The operator can patch incoming calls to out- going calls. If the executive is away from the office, he can be reached at an outside number. SPECIFIC TRUNK ACCESS - For access to specific trunks, the opera- tor depresses an access key, then keys in the number of the trunk, whereupon the trunk is seized. INTRUSION TONE - If the operator must interrupt a busy connection, a tone is sent to the conversing parties. SYSTEM ALARM INDICATORS - Indicators on the console allow the operator to play a vital role in restoring service if trouble develops within the system. KEY SENDER OPERATOR FOR ALL CALLS - All "dialing" from the console is performed on a push-button pad to speed process of calls. OUTGOING CALL ASSISTANCE - The operator may assist any extension in placing outgoing calls, either while connected or on a call- back basis. NUMBER DISPLAY - The operator may need to identify the trunk or extension with which she is connected. The trunk or extension number is displayed on a digital readout panel. MIS-CALL ALERT - If the operator accidentally depresses the wrong key while processing a call, a mis-call lamp alerts her so she need only depress the release key to start over. SERIAL CALL - An outside caller may wish to speak with several parties. The operator depresses a special key each time she extends the call so the outside caller will automatically come back to the console for re-extension. TIMED OPERATOR RECALL - Timed operator recall reminds the operator of calls not fully processed. Depending on load, the timer may be set at 20, 30 or 40 seconds. Calls on hold, camp-on or still ringing will return for service. VOLUME CONTROL - The attendant console is provided with a control to adjust the audible level of the tone alert. LONG-LIFE LED'S - Light emitting diodes for visual indication are provided on the attendant console. CLASS OF SERVICE DISPLAY - Will utilize the fifth digit of the Attendant Console Number Display. OPTIONAL SYSTEM FEATURES THREE-DIGIT TOLL RESTRICTION - In some larger metropolitan areas of the United States, toll calls are placed without the prefix "1" . In these areas, this feature enables the central office to automatically restrict toll call dialing by certain pre-selected extensions. * PROGRAMMABLE NIGHT CONNECTION - Specific trunks may be assigned to ring directly through to extensions after normal business hours. These extensions retain all normal features, even though placed in this mode. There are 31 trunk-to-station groups. PROGRAMMABLE TRUNK-TO-EXTENSION CONNECTION - This service enables day- time assignment of trunks to ring directly through to special depart- ments, bypassing the operator. TENANT SERVICE - This service is for two tenants who share the same telephone system, but require isolated groups of trunks for their individual use. ^. * CAMP-ON WITH WARNING TONE - When the operator camps-on an incoming call to a busy extension, an intermittent tone signals the extension a call has been camped-on. When the extension is no longer busy, the call will ring through. * ADD-ON CONFERENCE - When in consultation mode, it becomes necessary to add the original caller, flash the cradle switch and dial the assigned add-on code. All parties will be connected. * EXECUTIVE PRIORITY WITH INTRUSION TONE - Executive priority enables specially closed extensions to cut into the busy extensions. An intrusion tone is sent to the interrupted parties. DIRECT INWARD HUNTING - By combining tenant service and direct inward hunting, direct inward trunks can be outomatically routed to hunt over a group of extensions. Incoming calls can be serially distribut- ed within a group. RECORDED ANNOUNCEMENT TERMINALS - Recorded announcement terminals permit use of a continuous tape for broadcasting general announcements. Extension users can dial an access code to hear the recording. MEET-ME CONFERENCE - Meet-me conference provides a four-party confer- ence circuit for any combination of trunks and extensions. Upon the operator 's request to join a conference, and extension dials the meet- me access code to connect with his fellow conferees. DICTATION ACCESS - This feature provides access to customer provide dictation equipment. TIE TRUNKS - Tie trunks permit interconnection with other private telephone systems. STAND-BY POWER - Connection of auxiliary hardware enables the sys- tem to continue operating during an area power failure. CASS OPERATION - CASS is the abbreviation for "Centralized Answer- ing Service System" . The system can handle calls for remote locations , which eliminates the need for operators at remote locations. Chain store operations have found this CASS feature very useful. TRAFFIC MEASUREMENT TERMINALS - This feature allows the connection of external measurement equipment for a traffic study to warrant the addition or deletion of trunks to a system. EXTENSION BUSY LAMP FIELD - A busy extension lamp panel is offered to assist the operator in determining busy extensions before ex- tending incoming calls. This circuit only displays the first or last 256 lines. OPERATOR CONTROLLED CONFERENCE - The operator can set up a con- ference call with an outside party by depressing a conference key. The operator then contacts up to four extension parties who, in turn, dials the conference access code. CALL DETAIL RECORDING - All calls placed by a station user or through the attendant can be made available in a printed report. ABBREVIATION DIALING - With this feature, telephone numbers most commonly called may be programmed for speed dialing with an abbre- viated number of digits. Company employees will have access to the same repertoire of speed dial numbers. ELECTRONIC MESSAGE REGISTRATION - This feature is used in conjunc- tion with an EMR Console and will display, on request, the number of local calls placed by a particular telephone. MESSAGE WAITING - A lamp on specified telephones will flash, indi- cating a message is being held, at the operator or alternate location. r *Indicates included in system price. Z 'r � Three models, the TD-120, the TD-250 and the TD-500 comprise the TD Series. The TD-120 has a capacity of up to 40 trunks and 128 lines. The TD-250 can accom- modate 64 trunks and 256 lines. The TD- 500 has a capacity of 128 trunks and 512 lines. All systems are delivered wired for maximum capacity. The systems include a cabinet and an attendant console. These two pieces alone provide some of the most sophisticated features available in a telephone system. It will be the responsibility of the project coordinator to order any required Bell service; finalize floor plans and telephone colors, and order the PBX to meet the exact requirements of Weld County. Within one week of contract the IWC project coordinator will meet with Mountain Bell representatives to establish a firm system activation date. All details relative to the system change and activation will be worked out with Mountain Bell to insure a smooth and orderly transition. II System Cabling Approximately 30 days prior to the cut over date, IWC technicians under the direction of the project coordinator, will begin cabling activity. Every effort will be made to minimize office disruption during the cabling process. With Weld County approval IWC will install all cabling after norman office hours insure a smooth and unevent- ful installation. III PBX Installation Three weeks prior to system cut over the TD-250 PBX will be delivered by ITT to the IWC Denver warehouse. The system will be unpacked, inventoryed and inspected for shipping damage. On successful completion of the previously listed activity the system will be turned on and under go a burn-in process for one week. During this one week period the system will be completely tested for proper function. Two weeks prior to cut over the TD-250 will be delivered to the job site where it will under go final testing and installation. IV Telephone Installation One week prior to cut over IWC technicians will install all the telephones on the cabling network installed under paragraph II . All telephones will be designated and varified for proper color and location. For this one week period each desk will have two phones on it.. e V Final System Test On completion of the telephone installation a complete system test will be conducted which will include the PBX, the cable network and all phones as one unit. On successful system test completion and customer review the system will be deemed ready for cut over. VI System Activation At a time of minimal telephone usage, typically after 5:00 P.M. on Friday night, the cut over will take place. The Mountain Bell outside lines will be removed from the existing Bell PBX and attached to the TD-250 . All outside lines will be tested incoming and outgoing for proper function. This process will take approximately one hour. On completion the new system will be completely operational. Existing Bell Telephones will be removed or set on the floor so station users will use the new phones on start of business on the following Monday. VII Training Pre Cut Over During the week prior to cut over and system activation all station users will be trained on the proper usage of the new system One half hour classes with 10 to 15 people in each class will be conducted in an available conference room. Operator training will also be conducted during the week on the new system. Approximately three hours training will be required for each operator to insure full system understanding. Post Cut Over The IWC training representative will work closely with the operator and station users the first week of operation to insure complete understanding.
