We are pleased to notify you that your comprehensive annual financial
report for the fiscal year ended December 31, 1983 qualifies for a Certi-
ficate of Conformance in Financial Reporting. The Certificate of Confor-
mance is the highest form of recognition in governmental accounting and
financial reporting, and its attainment represents a significant accomp-
lishment by a government and its management.
When a Certificate of Conformance is awarded to a government an Award of
Financial Reporting Achievement is also presented to the individuals
designated by the government as primarily responsible for its having
earned the certificate. Enclosed is an Award of Financial Reporting
Achievement for:

The Certificate of Conformance will be shipped under separate cover in
about six weeks. We hope that you will arrange for a formal presentation
of the Certificate and Award of Financial Reporting Achievement, and that
appropriate publicity will be given to this notable achievement. A sample
news release is enclosed. We suggest that you provide copies of it to the
local newspapers and radio and television stations.

their efforts to achieve and maintain an appropriate standard of excel-

RE: Certificate of Conformance
in Financial Reporting
The Certificate of Conformance in Financial Reporting has been awarded to
County of Weld, State of Colorado
by the Government Finance Officers Association of the United States and
Canada (GFOA) for its comprehensive annual financial report for the fiscal
year ended December 31, 1983 . The Certificate of Conformance is the
highest form of recognition in the area of governmental accounting and
financial reporting, and its attainment represents a significant accomp-
lishment by a government and its management.
By being awarded a Certificate of Conformance, the comprehensive annual
financial report (CAFR) of a government has been judged to substantially
conform to the programs high standards of excellence. Such standards
encompass both generally accepted accounting principles and applicable
legal requirements.
To earn a Certificate of Conformance a government must demonstrate a con-
structive "spirit of full disclosure" effort to clearly communicate its
financial story, enhance understanding of the logic underlying the tradi-
tional governmental financial reporting model, and motivate persons and
groups in society to read and use the CAFR.
Eligible CAFRs are evaluated by an impartial Special Review Committee com-
posed of government finance officers, independent certified public ac-
countant, educators and others with particular expertise in governmental
accounting and financial reporting.
When a Certificate of Conformance is awarded to a government, an Award of
Financial Reporting Achievement is also presented to the individuals
designated by the government as primarily responsible for its having
earned the certificate. An Award of Financial Reporting Achievement has

PRESS RELEASE
CHICAGO--The Government Finance Officers Association of the United States and
Canada (GFOA) is pleased to announce that it has granted its Award for
Distinguished Budget Presentation to the County of Weld, Colorado for its
budget. This award is the highest form of recognition in governmental
budgeting. Its attainment represents a significant accomplishment by the
management and elected officials of the County of Weld, Colorado. To receive
the award, governments submit their budget document for a review by a panel of
independent budget experts. Using extensive criteria, the reviewers evaluate
the effectiveness of the budget as:
o A policy document
o An operations guide
o A financial plan
o A communications document
To receive the award, the budget document must be rated "Proficient" in each
of these four categories.
To date only 20 organizations have received the Award for Distinguished Budget
Presentation on a national basis. Winning entries represent truly pioneerini
efforts to improve the quality of budgeting and provide excellent examples for
other governments and nonprofit organizations throughout North America.
The Government Finance Officers Association is a nonprofit professional
association serving 9,500 government finance professionals throughout North
America. Over 4,000 governments participate actively in the association's
activities. The association produces a variety of technical publications in
various fields of governmental finance, and represents the public finance
community in Washington, DC. The association provides numerous training
opportunities, and conducts an annual conference attended by 4,000 public
finance professionals.
