WELD COUNTY COUNCIL
August 16, 2005

The Weld County Council met in regular session in full conformity with the Weld County
Home Rule Charter, Tuesday, August 16, 2005, 6:30 p.m., at the Southwest Weld
County Complex, located at 4209 WCR 24 %:, Longmont, CO.
ROLL CALL: The meeting was called to order by Vice President Dwaine Kurtz.
Councilwoman Ginny Buczek, and Councilman Gene Stille were present, constituting
a quorum of the members. Councilman Tom Pettit arrived at 6:50 pm. President Chip
Marks was excused. Also present: Weld County Geographic Information System
(GIS) Coordinator Judi Boeck and Senior GIS Technician Dan Huerter, Randall
Mclrvin, Greg Zadel and Bev Thomas, council secretary.
AGENDA ADDITIONS/APPROVAL: The agenda was approved by consent.
REVIEW PROGRAM: Weld County Geographic Information System (GIS)
Coordinator Judi Boeck gave an historical overview of GIS in Weld County. She said
the aerial photography used on the website is taken in the spring before trees leaf so
one can see fence lines. Virtually all of GIS is funded by Weld County, however a
small percentage of GIS costs are contributed by Northern Front Range Metropolitan
Planning Organization, Weld cities or incorporated towns, and water districts as they
all need the photographs of certain areas. Parcel map information and road center
lines are sometimes sold to realtors and developers in the digital format available from
GIS. Road right-aways have been scanned into the GIS system and are also
available on the website.
Geo coding which attaches coordinates to specific addresses allows GIS to locate
specific addresses (like putting a pin on a map.) Geo coding is used to pinpoint
information used by different Weld County departments such as accidents or crime
scenes for the Sheriffs Department and emergency personnel. This information is
also used by the Clerk and Recorder's office to track voting, and to draw
commissioner and precinct boundaries.
Senior GIS Technician Dan Huerter demonstrated the use of the tools on the GIS
property map of Weld County. He noted the rural photography is not as refined as the
urban photography. He showed how to navigate the map and the details that are
available including the parcels, land and building information, property profiles, buffer
parcels and sale information. He illustrated use of the webpage showing search
capabilities including by last name, by parcel number, by Weld County's
Treasurer/Assessors' account number, by township/range, and by site address or
subdivision.

Mr. Huerter also explained the use of the ARC Reader used by first responders to
facilitate emergency workers locating addresses.
After a five-minute recess, Vice President Kurtz called the meeting to order at 8:05
p.m.
APPROVAL OF MINUTES: Councilman Gene Stille made a motion to approve the July
19, 2005 council minutes. The motion was seconded and carried.
PUBLIC COMMENT: Vice President Dwaine Kurtz noted the public attendance at the
meeting.
UNFINISHED BUSINESS:
Public Notification of the County's Flex Holiday Policy
Council members discussed Weld Commissioners' July 29 Letter of Holiday
Notification stating the procedure to ensure the public and press are notified of dates
county offices will be closed for holidays. Councilman Gene Stille made a motion the
Council recommend to the Commissioners the public notification of dates county
offices will be closed for holidays be changed to two weeks or a time frame that
accommodates the publishing requirements of county media. The motion was
seconded and carried. Vice President Kurtz asked Councilman Gene Stille to write a
letter to the Commissioners communicating this recommendation.
Toll Road Information Review
Council noted that toll road information had been received from Sharon Croghan.
NEW BUSINESS:
Appointments and Announcements
Council members Buczek, Kurtz and Stille will attend the September 12 ACS Briefing
and the September Elected Officials Meeting.
Coordinator Reports
Councilman Gene Stille reported on the August 2 ACS Briefing stating that there were
currently no highlighted areas of vulnerability to the county's computer system
Councilwoman Buczek, Councilmen Pettit and Stille reported on the tour they had
taken of an oil field with the Colorado Oil and Gas Commission.

Councilman Tom Pettit made a motion to pay the bills as listed:
