Explain, in detail, the proposed use of the property. The Waste Management of Northern Colorado operations facility is proposed to be located on approximately 27 acres of a 184-acre North Weld Landfill buffer parcel located southeast of the intersection of Weld County Roads 25 and 84. The buffer property is zoned agricultural and is currently leased to farmers for sowing crops. The proposed facility will be located in the northwest corner of the 184-acre parcel. The remaining 157 acres of the parcel will continue to be used for agricultural production until required for other permitted uses. This facility will serve as a regional administration facility, a container and truck repair facility, a fueling station, a container storage facility, and a truck parking facility. The facility design draws from past experience at other regional waste management facilities owned and or operated by Waste Management in Colorado. These other facilities have many similar characteristics such as ingress, egress, lighting, administrative facilities, truck and container maintenance facilities, parking, container storage areas, storm water detention, septic systems, and evaporative ponds. The complex is compatible with the neighboring Waste Management North Weld Landfill. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 (Comprehensive Plan). The proposal meets the requirements of Chapter 22 in the Weld County Code as seen from the remainder of this questionnaire. A significant decree of Weld County focuses on conservation of farmland. With that in mind, the County also understands "other" needs of its residents. The proposed USR site will work in conjunction with the existing landfill located %: mile south. The landfill offers the County a vital location to provide long-term environmentally sound solid waste management for Weld County and the surrounding region. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the surrounding land uses. This proposal is consistent with the intent and meets the requirements outlined in Chapter 23 of the Weld County Code. Although most of the information found in Sections 23-2- 240, 23-2-250, and 23-2-260 of the Weld County Code is addressed within the remainder of the application, a few items should be addressed at this point. These items will be addressed by Section. Section 23-2-240: Item 10. — Screening has been incorporated into the site design with berms and landscaping located along the frontage roads of the site. No screening was provided along the east and south property lines for two reasons. First, the land east and south is owned by Waste Management Disposal Services, Inc. (WMC), and does not warrant the P.\Adproj-FMn766o\Pcns Applications\USR.doc screen. Second, the site may expand to the south within the USR boundary established in this process. Item 11. — The proposed USR site sits on a 184-acre parcel zoned agricultural by Weld County. In accordance with the soils report this land is rated as good for the agricultural cultivation. This site was purchased by WMC as a portion of the buffer property for the adjacent landfill and is currently leased to a local farmer for growing crops. The proposed USR facility will occupy approximately 27 acres of the northwest corner of the property. The remaining 157 acres will continue to be used for agricultural production until required for other permitted uses. Section 23-2-250: Item A. — The proposed site will conform to the noise standards enumerated in Section 25-12-101, C.R.S. The noise from normal operations on the property will remain below the 75 db(A) limits at the applicable monitoring boundary. hem B. — Emissions from normal operations at the site will comply with the air quality regulations promulgated by the Colorado Air Quality Control Commission. Emissions will come from welding, painting, maintenance operations, and truck traffic. The trucks shall be maintained in accordance with emission limits set by the State. Item C. — Water quality has been addressed through the use of a septic tank and distribution field for domestic treatment, a lined evaporation pond for management of non-domestic waste water, and through a properly designed detention pond that addresses water quality for storm water runoff. Non-domestic waste water may be utilized for dust suppression within the lined portion of the adjacent landfill, in accordance with currently approved practices. Through each of these facilities, the site adequately addresses water quality for both on-site and off-site aspects. Item D. — The site design accounts for light emissions from the site. Outdoor lights are located generally within the parking areas. All parking lights do not resemble traffic signals, nor do they cause nuisances, traffic interference, or unusually hot temperatures. Substantially all onsite lighting will be downcast and shielded to minimize impacts to neighbors and the night sky. Item E. — The site does not generate heat to raise the temperature of air more than 5 degrees Fahrenheit at or beyond the USR boundary. hem F. — The landscaping within the USR property will be maintained. No noxious weeds will be permitted on-site in accordance with Weld County Codification Ordinance 2000-1. I\Adq%-FC\Po]E6%Fpmit AppUylttntUS0.4c 2 4. What type of uses surround the site? Explain how the proposed use is consistent and compatible with surrounding land uses. The USR site abuts agricultural land on all sides. The property one half mile south of the proposed USR facility is a long-term regional landfill operation of common ownership. The proposed USR property will centralize the administration, maintenance, and container storage for WMC's northern Colorado operations. This USR application has a consistent and compatible use with the established landfill. 5. Describe, in detail, the following: a. How many people will use this site? This site is designed for 125 persons at commencement of operation, with the capacity for future expansion. Of the 125 employees, only 35 will use this site full time. In general, the 90 truck drivers will visit the site each day to pick up and drop off their trucks. During the day, the truck drivers do not use the facility. We anticipate that the general public's use of the facility to be minimal. b. How many employees are proposed to be employed at this site? Three groups will use the site: truck drivers, administrative employees and maintenance workers. Currently, 125 persons are anticipated to be employed at the site. c. What are the hours of operation? The facility has posted public hours of operation from 8:00 a.m. to 5:00 p.m. Monday through Friday; however, there can be ongoing operational and maintenance activities up to 24 hours a day, seven days a week. d. What type and how many structures will be erected(built) on this site? Two occupied structures and a fueling station are currently planned for the site. The two occupied structures are an administration building and a container and truck repair facility. The container and truck repair facility includes the proposed truck washing station. e. What type and how many animals, if any, will be on this site? The site does not plan to house any animals. f. What kind(type, size, weight) of vehicles will access this site and how often? J'.Udp%-FOPn76fi0Vemis Applications\US0.Ett �„- 3 Assuming no employees carpool, 125 people will drive to and from work an average of 5.5 days per week. In addition, 90 of these employees will leave in the morning in trucks to drive their daily routes and return later that day to park the vehicles. The arrival of employees is staggered from 2:00 a.m. to 9:00 a.m. Assuming that the employees work an average of 5.5 days each week all year, the total vehicle trips amount to: 125 cars * 2 trips/day/car * 286 days/year = 71,500 car trips to and from the site/year(196 trips/car/day) 90 trucks * 2 trips/day/truck * 286 days/year = 51,480 truck trips to and from the site/year(141 trips/truck/day) Each commuter car has a typical gross vehicle weight of 5500 lbs. Each empty truck has a typical gross vehicle weight of 33,000 lbs. On a less frequent basis, fuel trucks and delivery truck will visit the site for restocking the site. These additional trips will account for about a 2%+/- increase in traffic to and from the site. The vehicle weights of the delivery trucks are assumed to be similar to the weights of the company trucks for planning purposes. g. Who will provide fire protection for the site? The Windsor-Severance Fire Department will provide fire protection for the site. Knox boxes or other acceptable access control feature will be located onsite for access to the security gates and/or buildings. h. What is the water source on the property? North Weld County Water District (NWCWD), as required, will provide domestic, fire, and irrigation water for the site. NWCWD has a 4-inch and a 12- inch potable water line adjacent to the site along County Roads 25 and 84. WMC intends to purchase water rights and transfer the shares to NWCWD for treatment and distribution. What is the sewage disposal system on the property? (Existing and proposed). The proposed sewage disposal system has two components. The first system collects the domestic wastes from restrooms, showers, and the kitchen and directs them to a conventional on-site sewage disposal system. This portion of the system is currently under review by the Weld County Department of Health and Environment. The second system collects the water from floor drains and truck/container wash water in the container and truck repair facility. This water is directed through a sand/oil/water separator into a lined evaporation pond. If storage or warehousing is proposed, what type of items will be stored? The site will store waste containers outside in designated areas. 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. A landscaped berm screens the USR site from both County Roads 25 and 84. The berm will be planted with grass, bushes and trees to provide an aesthetically pleasing view to the neighboring properties and motorists passing by. The berm will also serve as a wind block for the site from the prevailing northwesterly winds. On-site landscaping will be around the Administration Building. The landscaping around the building will consist of grass and shrubs. Landscaped areas will be provided with drip or spray irrigation in accordance with the needs of the plant varieties. A preliminary landscape plan has been attached for the County's review. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. No reclamation procedures are planned at the termination of the Use by Special Review. 8. Explain how the storm water drainage will be handled on the site. The pre-existing site has a relatively even one percent grade from the west to the east side of the site. No offsite runoff enters onto the site from the west due to a ridgeline that runs along the centerline of County Road 25 located adjacent to the west property line of the site. The contours across the site promote sheet flow to the Coal Creek drainage way located just offsite to the east. No defined channel exists on-site or offsite tributary to the creek. The proposed USR site pad is located in the northwest comer of the property and will cover approximately 27 acres of the 184-acre parcel. The site design concentrates runoff to a detention pond where the runoff is released at pre-development flow rates. Phased discharge improvements are required for the detention pond since the site does not have access to a defined channel leading to a major waterway. To avoid creating a concentrated flow that encourages erosion across the site, the storm water will be released in a controlled fashion that promotes infiltration and mimics existing drainage patterns on site. A level spreader is proposed at the discharge of the detention pond. This technique allows the released water to disperse across the adjacent site to the east as sheet flow, similar to pre-development conditions. Using this approach also eliminates the need to obtain an offsite easement for construction of a channel to Coal Creek from the site. The -FCIPm,�mon Applications\usa� 5 pond outfall discharges at the pre-existing storm runoff rate up to the 25-year 24-hour storm. Please note that the discharge from the proposed USR property exits onto property owned by WMC. The adjacent property acts as a vegetative buffer promoting the infiltration of runoff and the uptake of nutrients. The proposed storm water detention pond incorporates both detention and water quality considerations into the design. The pond was sized assuming the site will be fully paved in the future. In addition, the future expansion area was considered in the sizing of the pond. The future expansion area was assumed to be fully paved and will flow to the detention pond. In addition to the volume required for detention quantities, additional volume was included for water quality in accordance with the Urban Storm Drainage Criteria Manual. 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Construction has an estimated duration of twelve months. Construction will begin soon after approval of the USR. Erosion control will be placed on-site until final landscaping is in place. The landscaping shall be planted in accordance with recommended planting times subject to seasonal variations. 10. Explain where storage and/or stockpile of wastes will occur on this site. Wastes may be stored onsite for limited time periods. All waste stored onsite will be stored in environmentally sensitive containment units. Spoils from grading operations as well as construction materials for the jobsite may be stored and stockpiled in a controlled area south of the proposed USR site. This will be a temporary use during development and construction of the USR property. All stockpile areas will be provided with the appropriate sediment and erosion control devices.
